Village of Peoria Heights Board of Trustees March 4, 2025 The meeting was called to order at 5:30 p.m. Everyone stood for a moment of silence and the Pledge to the Flag. Upon calling roll, the following Trustees were present: Sarah DeVore, Jeff Goett, Elizabeth Khazzam, Jennifer Reichert, and Matthew Wigginton. Trustee Brandon Wisenburg was absent. Others present included Mayor Michael Phelan, Village Administrator and Chief of Police Dustin Sutton, Village Clerk Stephanie Turner, and Village Counsel Attorney Mark Walton. Trustee Goett made a motion to approve the minutes from the February 18, 2025 meeting. Trustee Reichert seconded the motion. The minutes were approved 5-0. Mayor Phelan opened the meeting to public comment. Hearing no comments, Mayor Phelan closed the meeting to public comment. The Board of Trustees moved on to old business. Chief Sutton updated the Board of Trustees that he had been working with Trustee Wisenburg and Dr. Lynn on the project at Poplar Lane Park. The Board can expect to see progress in a few months. Hearing no old business, the Board moved on to new business. Trustee DeVore made a motion to approve the consent agenda. Trustee Khazzam seconded the motion. The consent agenda includes approval of purchase of Christmas decorations, the approval of purchase of street closure barricades and approval of use of Tower Park on Saturday, September 20, 2025 for Strides for Justice. The Board approved the consent agenda 5-0. Chief Sutton commented on fourth quarter spending noting that the Village had been able to generate more than $10 million in reserves by limiting its spending. He noted the Village doesn’t make a habit of spending at the end of the year just to spend. He explained purchases, such as police vehicles, are sometimes delayed because of construction time or other factors, but the Village should be proud that money isn’t spent just to spend. Trustee Reichert made a motion to approve an MFT Resolution in the amount of $250,859.76 for road salt, sealcoating, spray patching, and engineering. Trustee DeVore seconded the motion. Trustee DeVore noted it was an annual program that the Board approves every year. Trustee Wigginton requested that the Village go out to bid soon in order to get competitive bidding. The Board approved the resolution 5-0. Trustee Reichert made a motion to approve Resolution 2025-06: Resolution of the Village of Peoria Heights Approving Engineering Services Agreement with Woodard and Curran for Hydraulic Model Development for Unidirectional Flushing Plan. Trustee seconded the motion. Director of Community Development, Mr. Wayne Aldrich, said it’s important before major improvements to check on pressure and how the water moves through the system noting it’ll help with ice pigging and the annual flushing program as well. The contract is for services not to exceed $60,000. Director Aldrich noted the system was built for a large brewery and that impacted the system. The Board voted 5-0 to approve. Superintendent of Public Works, Mr. Chris Chandler, reported the work being done on Lake wasn’t as extensive as originally quoted so the price of the project will be about $30,000 less than approved. The Board expressed approval. Trustee Wigginton made a motion to approve purchase of a police vehicle. Trustee Goett seconded the motion. Trustee Wigginton noted the purchase was a budgeted item which began in November because of the time to order and outfit the new vehicle. The PHPD will be trading in an old vehicle to lower the cost. Trustee Wigginton noted the price was state bid. Chief Sutton noted that the vehicle will replace a vehicle which given to the PHFD since the fire department needed a command vehicle. Chief Sutton noted the PHPD had been fortunate to receive a lot of grant support in the past few years reducing expenses. The Board voted 5-0 to approve. Chief Sutton updated that the Village will be receiving its barricades prior to the St. Patrick’s Day event. Mayor Phelan asked for miscellaneous business. Trustee Khazzam shared she’s been working with Director Aldrich speaking to new business owners coming to the community. She noted one of the new owners had a previous successful business in Washington, and she’s moving to Peoria Heights because she received feedback indicating the most interest in her business was in the Village. Director Aldrich shared a firm had been selected by TriCounty Regional Planning for the parking study. Additionally, the zoning rewrite continues to progress. There will be public meetings for the zoning rewrite in the next few months. Also, he has met with the engineers for Prospect Road, and surveyors have started work on Prospect. The project has been made a high priority by TriCounty which speaks well for the community, the planning process, and will assist the Village in seeking grant funding. Mayor Phelan opened the meeting to public comment. Hearing none, the meeting was closed to public comment. Trustee Goett made a motion to adjourn, and Trustee DeVore seconded the motion.
