Advisory Committee on Police Community Relations Minutes April 14, 2022 – 5:30 P.M. Hybrid Meeting; Zoom and in-person at Peoria Police Department’s Training Room The Advisory Committee on Police Community Relations met at the Peoria Police Department’s Training Room and remotely via Zoom, Thursday, April 14, 2022, with proper notice posted. Chair Zagardo called the meeting to order at 5:30 p.m. ROLL CALL - Present: Allen, Boone, Burch, Echevarria, Galvan, Hargrave-Murry, Jackson, King, Lang, and Zagardo. Absent: Burnside, Parks, Schaidle, Sierra, and Wilson. WELCOME On Friday, March 4, 2022, the Governor signed a new Disaster Proclamation extending the statewide declaration through Sunday, May 1, 2022. With the signing of this new disaster proclamation, public meetings may continue to be held remotely, subject to the requirements of Public Act 101-0640: 1. Standard 48-hour notice, except for an emergency meeting, to all member of the public body, posted at the meeting location, on the public body’s website and provided to any news media that has requested notice. a. The notice/agenda must include the remote access information on it and the agenda must state if in-person attendance is allowed at any remote/hybrid meeting. 2. During the meeting, participating members must be verified and must be able to hear one another, as well as hear all discussion and testimony. 3. During open meetings, members of the public who are present at the meeting location of the public body must be able to hear all discussion, testimony and votes of the members of the body. 4. If attendance at the regular meeting location is not feasible due to the disaster, alternative arrangements must be made and notice of the meeting must include the arrangements that will provide live public access to hear all the parts of the open meeting (phone number or link to Zoom, Teams, Go To Meeting, etc.) 5. At least one member of the public body, the chief legal counsel or the chief administrative officer must be physically present at the meeting location, unless it is not feasible due to the disaster (other member of the public body may attend in person or remotely). 6. All votes must be by roll call, identifying each member and recording their vote on each issue. 7. Standard minutes of all meetings must be kept, approved and made available for public review as usual; and 8. A verbatim audio or video recording of all meeting must be made and available to the public for review. These recordings are public records and must be maintained per OMA. APPROVAL OF MINUTES Member Galvan motioned to approve the 3/10 meeting minutes; seconded by Councilman Allen. Councilman Allen motioned to approve the 3/24 townhall meeting minutes; seconded by Member Lang. Both minutes were unanimously approved. UNFINISHED BUSINESS Dr. Zagardo opened the floor for discussion regarding the meeting location and format. Member Hargrave- Murry (who was in person) expressed how she believed it was important to be at the Police Department. Advisory Committee on Police Community Relations Minutes April 14, 2022 - 5:30 P.M. Councilman Allen discussed the idea of rotating in person locations. The committee sentiment exists in rotating the meetings when COVID cases subsides. Chief Echevarria expressed that he would like to continue to have the Peoria Police Department’s training room available as a location. Members discussed how they would like to continue to be hybrid. Chief Echevarria expressed how he would like it to continue to be at the Police Department to help build police-community relationships. Councilman Allen motioned to have the May meeting at the Police Department; seconded by Member King. Motion passed. NEW BUSINESS Chair Zagardo discussed how there would be nominations for new officers in May with an election in June. Nominees should be prepared to discuss their vision for the committee. Member Lang discussed her findings on the history of the committee. The city manager and city council mandates it. She discussed how the committee was formed to improve police-community relationships and if necessary, the complaint process. Member Jackson discussed how he believed it was important to be available for complaints. Member Hargrave-Murry proposed having sub-committees based on districts to help assist with the committee’s reach. Chief Echevarria encouraged members to be involved in the department’s walk and talks that are occurring every Thursday night in various neighborhoods. Chair Zagardo discussed plans to have a roundtable discussion of HB1095 in June. Chief Echevarria and Representative Jehan Gordon-Booth will be speakers. GENERAL POLICE UPDATE Chief Echevarria presented a comparison chart showing various statistics. Compared to last year, the department is down 58% shooting incidents, 56% shooting victims, 50% shooting murder, and 14% all murder. He also mentioned with the directed patrol efforts there has been 365 vehicle stops. From these, the department hasn’t received any complaints. He also briefly discussed how the money received from HB1095 will help fund a co-response model.
