Advisory Committee on Police Community Relations Minutes
September 18, 2023 – 6:00 P.M.
Peoria Police Department’s Training Room

The Advisory Committee on Police Community Relations met at the Peoria Police Department’s
Training Room on Monday, September 18, 2023, with proper notice posted. Chair Burch called the
meeting to order at 6:00 P.M.
ROLL CALL –
Present: Allen, Amick, Burch, Farrell, Lang, Malcolm, Richardson, Schaidle, Smith, and Wilson.
Excused: Echevarria and Lowery.
Absent: Boone, Burnside, Jackson, and Petersen.
City Staff Present: Kirby, McDaniel, and Perkins.
APPROVAL OF MINUTES
Councilman Allen motioned to approve the July 17th meeting minutes; seconded by Vice-Chair Lang.
Motion passed.
MEETING
Chair Lang reviewed the goals that were compiled at the August meeting. Councilman Allen discussed
ride alongs and how he is in the process of scheduling one. Vice-Chair Lang discussed the Civic
Leadership Academy that is being offered. This program allows citizens an overview of the various
county/city departments and the services they offer. Asst. City Manager (ACM) Richardson presented
the different options for the Advisory t-shirts. Members discussed the different color options and agreed
on a black t-shirt with a white logo/lettering. Members asked about community events; ACM Richardson
discussed how she could request and help gather information for various events. Chair Burch asked about
inviting various police department employees to discuss their roles and responsibilities. Christina Kirby
said that if the group has a specific division/employee in mind to let her know and that she could arrange
it. Vice-Chair Lang discussed how it was previously mentioned that the committee could review
department procedures and policies; she asked that Administration Sergeant Dave Smith be included on
the list for potential guest speakers. ACM Richardson suggested either updating or creating a new
committee brochure that would be tailored around a specific issue. For example, creating a brochure for
a citizen compliment/complaint that would explain the process or creating one that would explain various
social services. Vice-Chair Lang, ACM Richardson, Councilman Allen, Member Schaidle & Smith
agreed to meet and look into this more. Members discussed the growing Hispanic population and
possibly being intentional in having representation within the committee. Currently, there is an open
“under 25” representative; Councilman Allen said that he would reach out to his contacts to see if there
would be any interest. Mas clarified that the makeup of the committee is defined from the ordinance.
Members discussed having some type of calendar, so they are notified of upcoming community events.
ACM Richardson discussed her goal of having an onboarding handbook for all boards and commissions.
GENERAL POLICE UPDATES
Keith McDaniel went over August’s statistics which included 8 homicides for the month which increased
the year to date to 19. He also discussed the upcoming Riding 4 a Safer Tomorrow and invited the

committee to attend. He also discussed the department’s first car show which saw around 40 cars attend.
CHIEF BOONE SCHOOL DISTRICT UPDATE
Tabled until the next meeting since Chief Boone wasn’t present.
