Advisory Committee on Police Community Relations Minutes October 16, 2023 – 6:00 P.M. Peoria Police Department’s Training Room (600 SW Adams St., Peoria, IL) The Advisory Committee on Police Community Relations met at the Peoria Police Department’s Training Room on Monday, October 16, 2023, with proper notice posted. Chair Burch called the meeting to order at 6:00 P.M. ROLL CALL Present: Allen, Amick, Burch, Farrell, Malcolm, Schaidle, and Smith. Excused: Echevarria, Lang, and Lowery. Absent: Boone, Burnside, Jackson, Petersen, Richardson, and Wilson. City Staff Present: Kirby, McDaniel, Moushon, and Perkins. APPROVAL OF MINUTES Councilman Allen motioned to approve the August 21, 2023, meeting minutes; seconded by Jennifer Farrell. Motion passed. Councilman Allen motioned to approve the September 18, 2023, meeting minutes; seconded by Sarah Smith. Motion passed. MEETING Chair Burch introduced Jacob Moushon, Peoria Police Department’s Crime Analyst, to the committee. Jacob talked about his role at the department and how we use statistics to look at the “why” of crime. He explained that policing is reactive and how we use statistics to ensure that resources are sent to the correct areas. He gave an update to the public transparency dashboard that would be live in November. This dashboard would be used as a tool to communicate various statistics to the community. He provided examples of how citizens will be able to view crime statistics by location. Member Smith asked how often this dashboard would be updated. Jacob explained that the department is also going through an update of its CAD/RMS system. Once this project is completed, the goal is that it will be daily updated. This dashboard will also include a community engagement portion which will include a community events calendar, resident officer contact information, and recruitment efforts highlights. He briefly discussed the Know More No More campaign and how the mission is to empower the community through transparent and honest communication, to change lives, and reduce crime. He also discussed how statistics are used for grant applications, not only for the Peoria Police Department but also for other agencies as well. The goal is to share this information for the betterment of the community. He encouraged committee members to share their input and feedback for the transparency dashboard. Chair Burch advised that the brochure update would be tabled until the next meeting since Vice-Chair Lang and Asst. City Manager Richardson were unable to attend. GENERAL POLICE UPDATES Jacob Moushon briefly provided a year-to-date crime statistic update during his presentation. Compared to last year from January to October, shooting incidents were up 25%. Year-to-date, the department has received 513 tips through its anonymous platform, tip411. Advisory Committee on Police-Community Relations Minutes October 16, 2023 - 6:00 P.M.
