Advisory Committee on Police Community Relations Minutes
April 15, 2024 – 6:00 P.M.
Peoria Police Department’s Training Room

The Advisory Committee on Police Community Relations met at the Peoria Police Department’s
Training Room on Monday, April 15, 2024, with proper notice posted. Chair Burch called the meeting
to order at 6:00 P.M.
ROLL CALL
Present: Amick, Burch, Cuizon, Echevarria, Lang, Malcolm, Richardson, Schaidle, Wilson
Excused: Allen, Smith
Absent: Boone, Burnside, Farrell, Jackson, Lowery, Petersen
City Staff Present: Toren, Kirby
APPROVAL OF MINUTES
Vice-Chair Lang motioned to approve the March 18, 2024, meeting minutes; seconded by Asst. City
Manager (ACM) Richardson. Motion passed.
MEETING
Chair Burch opened the floor for discussion regarding some upcoming community events. The Juneteeth
Fest was discussed. Members discussed if they were interested in participating. ACM Richardson
encouraged the committee to decide if they would like to attend due to the sign up for tables and how
quickly slots fill up. Members Schaidle, Wilson, Cuizon, Chair Burch, Vice-Chair Lang, and ACM
Richardson confirmed that they would attend. Members discussed the logistics of securing a table; ACM
Richardson confirmed that the Fest provides tables. It was agreed that the committee would purchase a
banner, tablecloth, and small items to hand out. Chief Echevarria agreed that he would handle the
purchase of these items. The Peoria Police Department’s Walk and Talks were discussed, and members
were forwarded the schedule.
Chair Burch tabled the complaint process discussion since Councilman Allen was unable to attend.
Chair Burch discussed the lack of attendance for certain members. The following were voted on a
recommendation to remove due to lack of attendance – Stephanie Lowery (motioned by Chief
Echevarria, seconded by Member Cuizon), Terry Burnside (motioned by ACM Richardson, seconded
by Member Cuizon), and Kelly Petersen (motioned by Vice-Chair Lang, seconded by Member Cuizon).
Motion passed. These recommendations will be forwarded to Mayor Ali.
GENERAL POLICE UPDATES
Sgt. Hughes from the Neighborhood Service Unit discussed upcoming community events that the
department is hosting. The unit is having a couple “Summer Safe Zones” which members are invited to
attend and have a table at. These events are setup in a block party format.

CITIZEN OPPORTUNITY TO ADDRESS THE COMMITTEE – none
Vice-Chair Lang discussed the Friendship House’s Peacekeepers program. This referral source program
is designed to help first offender juveniles with restitution and connect them to needed services and
support. Members agreed that they were interested in learning more about this program.
