ROLL CALL Present: Amick, Allen, Burch, Cuizon, Echeverria, Lang, Richardson, Schaidle Excused: Malcolm, Smith, Wilson Absent: Boone, Jackson Approval OF MINUTES: April 14, 2024, Minutes Motion to approve Member Cuizon, Second Member Allen-motion passed. MEETING: Chair Burch opened the meeting at 6:00pm introducing Guest Speaker, Marcellus Sommerville, CEO Friendship House. Mr. Sommerville offered information regarding programs available at and through the Friendship House. Programs included: Peacekeepers Network, S.T.R.E.A.M. program, Food Pantry, Citizenship classes, Parent Mentor Program. He, also, discussed a 95% improvement in reading and math skills via the Enhanced Reading and Math Program JUNETEENTH EVENT Date, June 15. 2023 9AM-4PM at John Gwynn Park. Members Lang and Richardson will set up table 9-11. Mayor Ali will preside over the Parade that will begin at 11AM. Member Echeverria had samples of tote swag; Star Stress Balls are on order. Member Allen will use Signup Genius to develop a digital signup sheet and send it to each member. COMPLAINT PROCESS: Member Allen suggested the Committee members meet in a Special Session to determine if the current process is still effective or needs to be updated. As there was some confusion on the difference between the current process and becoming a review board Chair Burch suggested, before the Special Meeting, each member read the Complaint Form, Ordinances, Policies and Procedures. Chief E. discussed citizens complaints coming in directly to the PPD. He also, discussed how citizens have gone directly to him if they have concerns regarding the outcome of an investigation into a complaint. Member Richardson reminded Committee members to be aware of Personnel and Union issues. Member Allen will develop a poll for determining the date of the Special Meeting. Chair Burch stated the discussion on the complaint process may be deferred until the July meeting. A discussion was held regarding Committee Structure, Executive Session, understanding OMA applications and work around. MEMBER VACANCIES: Currently the Committee has an opening for a District 1 Representative, a District 4 Representative and two at large representatives. GENERAL POLICE UPDATES: Chief Echeverria presented the SURVEY ON POLICE SAFETY AND LAW ENFORCEMENT. He asked Chair Burch to send to all members, asking the members to have input on questions and length of Survey. MOTION TO ADJOUN: Moved by Chief, 2nd Member Allen. The meeting adjourned 7:19.
