15-276 Communication from the City Manager and the Chief of Police for the Approval
of the SOLE SOURCE CONTRACT for the City Security Systems Maintenance
with MIDCO, INC., for a One Year Period August 1, 2015 - July 31, 2016, in
the Amount of $40,505.00.
15-277 Communication from the City Manager and Director of Public Works with a
Request to APPROVE the Following City-Wide CONTRACTS with A CUT
ABOVE TREE SERVICE and JIMAX LANDSCAPING for TREE AND STUMP
REMOVAL and TREE TRIMMING BIDS 28-15 and 30-15 in the Following
Categories:
A. Tree Removal by Service Route with A CUT ABOVE TREE SERVICE,
in an Amount not to Exceed $135,228.50 (Bid #30-15);
B. Tree Removal by Size; Tree and Brush Trimming by Hourly Rates; and
Stump Removal with A CUT ABOVE TREE SERVICE, in an Amount
not to Exceed $175,000.00 (Bid #28-15);
C. Emergency Tree and Brush Trimming by Hourly Rates with JIMAX
LANDSCAPING, in an Amount not to Exceed $30,000.00 (Bid #28-15).
15-278 Communication from the City Manager and Corporation Counsel with a
Request to Approve Amendment No. 1 to the INTERGOVERNMENTAL
AGREEMENT Between the CITY OF PEORIA and PEORIA PUBLIC
SCHOOLS DISTRICT 150 for the City to Provide a Total of Three Peoria
Police Officers to Certain Specific District High Schools.
15-279 Communication from the City Manager to Amend the
INTERGOVERNMENTAL AGREEMENT between the CITY OF PEORIA and
the PLEASURE DRIVEWAY AND PARK DISTRICT to Increase the Number of
Appointees to the RIVERFRONT PROGRAMMING AND POLICY ADVISORY
COMMITTEE (RPPAC) From Eight (8) Members to Ten (10).

15-280 Communication from the City Manager with a Request to Approve a LEASE
AGREEMENT with ADAMS OUTDOOR ADVERTISING for 6500 N.
KNOXVILLE AVE and to Authorize the City Manager to Execute the Necessary
Documents (4th District).
15-281 Communication from the City Manager and the Finance Director/Comptroller
and Community Development Director with a Request to ADOPT an
ORDINANCE Amending the City of Peoria BUDGET for Fiscal Year 2015
Relating to the 2015 CDBG, HOME and ESG BUDGETS to Reflect the Actual
2015 Allocation from the United States Department of Housing and Urban
Development (HUD) and the Reallocation of Remaining Funds from
Completed Projects and the Allocation of Program Income.

Request for a FIRST READING of an ORDINANCE Adopting a COMPLETE
STREETS POLICY for the City of Peoria. (Refer to Item #13-401)

15-285 Communication from the City Manager and the Community Development
Director with a Request to Concur with the Recommendation from the East
Village Growth Cell Tax Increment Financing Economic Development Advisory
Committee, and the East Village Growth Cell TIF Redevelopment Plan and
Project, for the following:
A. APPROVE the EAST VILLAGE GROWTH CELL (EVGC) Housing
Program and Associated Program Guidelines; and
B. APPROVE the Designation of $250,000.00 in Available TIF Increment
to the EVGC HOUSING PROGRAM for 2016 and 50% of the
Unrestricted TIF Fund Balance to the HOUSING PROGRAM for
Subsequent Years Thereafter, for the Remaining Life of the TIF.
