Peoria, Peoria County, and State of Illinois for the TOWN GENERAL FUND
and ILLINOIS MUNICIPAL RETIREMENT FUND, in the Amount of

Request to Approve a CONTRACT with ILLINOIS OIL MARKETING, in the
LOW BID Amount of $84,300.00, for Replacement of the IN-GROUND HEAVY
EQUIPMENT LIFT in the Fleet Maintenance Garage.
15-403 Communication from the City Manager and Finance Director/Comptroller with
a Request to AUTHORIZE the City Manager to Sign the Second Amendment
to the PEORIA COUNTY and the CITY OF PEORIA INTERGOVERNMENTAL
AGREEMENT for the Improvement and JURISDICTIONAL TRANSFER of
RADNOR ROAD and WILHELM ROAD, Commonly Known as the GROWTH
CELL 1A AGREEMENT, to Allow Either Party to Pay Its Entire Debt Service
Off During the Course of the Agreement to Either Restructure the Bonds or
Place Funds in Escrow for the Purpose of Future Payment.
15-404 Communication from City Manager and Director of Public Works with a
Request to Approve a Professional Services AGREEMENT with MILLENNIA
PROFESSIONAL SERVICES, in the Amount of $90,000.00 for Engineering
Assistance on Various City Projects.

15-405 Communication from the City Manager and the Human Resources Director
with a Request to Authorize the City Manager to Execute the COLLECTIVE
BARGAINING AGREEMENT Negotiated Between the City of Peoria and the
INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS LOCAL
UNION 51, with said Agreement Covering the Period from December 1, 2014,
Through November 30, 2018.
15-406 Communication from the City Manager and the Director of Community
Development with a Recommendation to Enter into an AGREEMENT, which
Supersedes all Previous Agreements, with East Bluff Neighborhood HOUSING
Services (EBNHS), Regarding the Use of Special Service Area (SSA) Funds
for FY2016.
15-407 Communication from City Manager and the Director of Public Works with a
Request for the Following:
A. ADOPT an ORDINANCE Amending the City of Peoria BUDGET for
Fiscal Year 2015 to Transfer Funds from the General Fund to the
Capital Fund, in the Amount of $250,000.00, for the Purchase of a
Pavement Striping Truck and Pavement Grinding Vehicle.
B. AUTHORIZE the PURCHASE of a Two-Component PAVEMENT
STRIPING TRUCK from MARK RITE LINES EQUIPMENT COMPANY
INC. of Billings, Montana, in the Amount of $550,000.00, and a
PAVEMENT GRINDING VEHICLE from DICKSON INDUSTRIES, INC.
of Tecumseh, Oklahoma, in the Amount of $295,000.00.
15-408 Communication from the City Manager and the Corporation Counsel with a
Request for the Following:
A. APPROVE an INTERGOVERNMENTAL AGREEMENT Between the
City, Peoria County Treasurer and Peoria County to Authorize the
Peoria County Treasurer as the City’s Billing Agent to Include the City’s
Refuse and Garbage Collection Fees to the Annual Property Tax Bills;
AND
B. ADOPT an ORDINANCE Amending Chapter 13 of the City CODE for
the Billing of the City’s REFUSE AND GARBAGE COLLECTION FEES
to the Property Tax Bills by the County Treasurer as the City’s Billing
Agent Commencing in 2016.
15-409 Communication from the City Manager and Finance Director/Comptroller with
a Request to ADOPT an ORDINANCE ABATING the TAX Heretofore LEVIED
to PAY PRINCIPAL of and INTEREST on GENERAL OBLIGATION
CORPORATE PURPOSES BONDS, of the City of Peoria, Peoria County,
Illinois 1998 Series C; 2009 Series A; 2010 Series C & D; 2011 Series B; 2012
Series A, B & C; 2013 Series A & C; 2014 Series A, B, C; and 2015 Series A,

15-410 Communication from the City Manager and the Director of Community
Development with a Request to ADOPT an ORDINANCE LEVYING A TAX for
FY2016 for the EAST BLUFF NEIGHBORHOOD HOUSING SERVICES
(EBNHS) Special Service Area and Direct the City Clerk to File a Certified
Copy of the Ordinance with the County Clerk to Allow this Tax to be Extended
as Provided by Law.
15-411 Communication from the City Manager and the Finance Director/Comptroller
with a Request to ADOPT an ORDINANCE Amending the City of Peoria
BUDGET for Fiscal Year 2015 Relating to the Receipt of a Grant from the U.S.
ENVIRONMENTAL PROTECTION AGENCY to Conduct Community-wide
Hazardous and Petroleum Assessments at Eligible Brownfield Sites, in the
Amount of $400,000.00; the Receipt of a Grant from the UNITED STATES
SMALL BUSINESS ADMINISTRATION for a START-UP IN A DAY Grant, in
the amount of $50,000.00; the Receipt of a GRANT FROM ILLINOIS
AMERICAN WATER FIREFIGHTER GRANT for the Purchase of Fire Helmets
and Eye Protection, in the Amount of $800.00; the Receipt of a GRANT FROM
FM GLOBAL for the Purchase of Two Types of Smoke Detectors and Stovetop
