19-018 PUBLIC HEARING Regarding the Proposed ANNEXATION of a Property Having
the Address of 9505 NORTH ILLINOIS ROUTE 91 (PIN Nos. 08-35-300-023
AND 08-35-300-030), Peoria, Illinois.

CONSENT AGENDA ITEMS BY OMNIBUS VOTE, with Recommendations as Outlined:
19-019 Communication from the City Manager and the Community Development
Director with a Request to APPROVE Grants to COMMON PLACE and
TRI-COUNTY URBAN LEAGUE, in the Total Amount of $33,963.00, from the
HUD CDBG Funds. (Council District 1)
19-020 Communication from the City Manager and Interim Director of Public Works
with a Request to for the Following:
A. APPROVE a 3-Year CONTRACT with THE CLEANING SOURCE, in the
not-to-exceed Amount of $245,254.00, for Janitorial Services to City
Building Groups 3 and 4;
B. APPROVE a 3-Year CONTRACT with LINDSAY’S DEPENDABLE
CLEANING SERVICE, in the not-to-exceed Amount of $49.958.98, for
Janitorial Services to City Building Groups 1 and 5; and
C. APPROVE a 3-Year CONTRACT with LUDY’S CLEANING SERVICES,
in the not-to-exceed Amount of $50,250.00, for Janitorial Services to City
Building Group 2.
19-021 Communication from the City Manager and the Fire Chief with a Request to
APPROVE and Authorize the Execution of a Three-Year CONTRACT with FIRE
RECOVERY USA to Provide Billing and Collection of Fire Department
Non-Emergency Medical Services, the Cost of which would be Determined by
the Recovery Rate.
19-022 Communication from the City Manager and Director of Community
Development with a Request to Concur with the Recommendation from the
Planning & Zoning Commission and Staff for the Following:
A. APPROVE a RESOLUTION Approving the Consolidated Initial and
Amended/Restated ANNEXATION AGREEMENT, Subject to
Conditions as Recommended by the Planning & Zoning
Commission, All for the Property Generally Located West of IL
Route 91, North of Parcel Identification No. 08-35-300-008, East of
Orange Prairie Road, and South of Parcel Identification No. 08-35-
300-027; the Property is Identified as Parcel Identification Nos. 08-35
-300-030 and 08-35-300-023, Located within the City of Peoria and
Peoria County, IL; and
B. ADOPT an ORDINANCE Annexing Property Located at 9505 N IL
ROUTE 91 (Parcel Identification No. 08-35-300-023), All for the
Property Generally Located West of IL Route 91, North of Parcel
Identification No. 08-35-300-008, East of Orange Prairie Road, and
South of Parcel Identification No. 08-35-300-027; the Property is

D. APPROVE a RESOLUTION Approving the Preliminary Plat for

19-023 Communication from the City Manager with a Request to APPROVE a
RESOLUTION Supporting Local Public Radio Station WCBU.
19-024 Communication from the City Manager and Director of Community
Development with a Request to Concur with the Recommendation from the
Planning & Zoning Commission and Staff to:
A. ADOPT an ORDINANCE REZONING Property Located at the Foot of
MORTON STREET, (Parcel Identification No. 18-03-382-003), Peoria,
Illinois, from Class R-8 (Multi-Family Residential) District, Class C-G
(General Commercial) District, and Class I-2 (Railroad/Warehouse
Industrial) District, to a Class R-3 (Single Family Residential) District;
and,
B. RESCIND the Multi-Family Plan Adopted by Ordinance No. 17,264 for
the Property Located at the Foot of MORTON STREET, (Parcel
Identification No. 18-03-382-003), Peoria, IL. (Council District 1)
19-025 Communication from the City Manager and Director of Community
Development with a Request to Concur with the Planning & Zoning
Commission and Staff to ADOPT an ORDINANCE REZONING Property from a
Class C-G (General Commercial) District to a Class B-1 (Downtown
Commercial) District for the Property Located at 701 MAIN STREET, (Parcel
Identification No. 18-09-201-001), Peoria, IL. (Council District 1)
19-026 Communication from the City Manager and the Chief of Police with a Request
for the Following:
A. ADOPT An ORDINANCE Amending the City of Peoria 2019 REVISED
BUDGET Relating to the Capital Fund to Recognize the Receipt of an
EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG)
and the Corresponding Expenditures, in the Amount of $63,633.00
(Requires Super Majority Vote)
B. APPROVE a SOLE SOURCE PURCHASE of Twenty (20) Pico Ballistic
Body Armor Vests for the Peoria Police Department Special Response
Team (SRT) Duty Use from TYR TACTICAL BODY ARMOR, in the
Amount of $36,954.21.

19-027 Communication from the City Manager and Corporation Counsel with a
Request to APPROVE the SITE APPLICATION for a Class B (Restaurant, 50%
Food) Liquor License with the Retail Sale of Alcohol at INTERNATIONAL CAFÉ,
INC., D/B/A ADAMS STREET CAFÉ, 107 SW ADAMS, Contingent Upon
Compliance with all Building Code Requirements, with a Recommendation
from the Liquor Commission to Approve. (Council District 1)
