New, Affordable, Single-Family, Owner-Occupied Homes Located in the East
Bluff Neighborhood. (Council District 3)
19-258 Communication from the City Manager and the Community Development
Director with a Request to APPROVE $110,000.00 in HUD HOME (CHDO)
FUNDS for HABITAT FOR HUMANITY GREATER PEORIA for the Construction
of One (1) New, Affordable, Single-Family, Owner-Occupied Home Located at
616 EAST GIFT. (Council District 3)
19-259 Communication from the City Manager and Interim Director of Public Works
with a Request to ACCEPT the LOW BID of R.A. CULLINAN & SON, INC., a
Division of UNITED CONTRACTORS MIDWEST, and Award a Construction
CONTRACT, in the Amount of $411,000.75, for the Base Bid Plus 10%
Contingency for the SEAL-COATING CONTRACT - 2019. (All Council

19-260 Communication from the City Manager and Interim Director of Public Works
with a Request to ACCEPT the LOW BID of MICROSURFACING
CONTRACTORS, LLC and to Award a Construction CONTRACT, in the
Amount of $373,660.98, which Includes the Base Bid Plus 10% Contingency for
the HIGH QUALITY AGGREGATE POLYMER MODIFIED SLURRY SEAL
CONTRACT - 2019. (All Council Districts)
19-261 Communication from the City Manager and Interim Director of Public Works
with a Request to APPROVE a CONTRACT with MOHAWK LIFTS for the
Replacement of the Medium Duty Vehicle Lift at the Fleet Maintenance Garage,
in the Amount of $40,575.77, Utilizing the Sourcewell / National Joint Purchasing
Alliance Government Purchasing Contract.
19-262 Communication from the City Manager and Corporation Counsel with a
Request to APPROVE Amendment No. 3 to the INTERGOVERNMENTAL
AGREEMENT Between the CITY OF PEORIA and PEORIA PUBLIC
SCHOOLS for the City to Provide a Total of Four (4) Peoria Police Officers to
Certain Specific District High Schools.
19-249 Communication from the City Manager and the Fire Chief with a Request to
Concur with the Recommendation from the Fire Prevention Division to ADOPT
an ORDINANCE Amending CHAPTER 11, Fire Prevention Codes, Relating to
FEES FOR PERMITS AND LICENSES.

5201 W. WAR MEMORIAL DR., UNIT 206, Contingent Upon Issuance of all

19-265 Communication from the Mayor, Police Chief and the Fire Chief with a Request
for the Following:
A. ADOPT an ORDINANCE Amending the City of Peoria 2019 REVISED
ANNUAL BUDGET Relating to the Use of General Fund Balance to
Provide Funding for the Acquisition of ARMORED SHIELDS, RIFLE
PLATE VESTS, BALLISTIC SHIELDS and BALLISTIC HELMETS, in the
Amount of $47,547.00;
B. APPROVE the SOLE SOURCE PURCHASE of Five (5) Level IIIA
Armored Shields from BLUE RIDGE ARMOR, in the Amount of
$17,375.00;
C. APPROVE the SOLE SOURCE PURCHASE of Thirty-Five (35) Rifle
Plate Vests, Twenty (20) Ballistic Vests and Sixteen (16) Ballistic
Helmets from FEDERAL EASTERN INTERNATIONAL, in the Amount of
$30,172.00.

Council/Town Board and will be enacted by one motion and one roll call vote. There will not be separate
discussion on these items. If discussion is desired by a Citizen or Members of the City Council /Town
Board, the item will be removed from the Consent Agenda and discussed immediately after approval of the
Consent Agenda. Citizens desiring discussion on any item listed under the CONSENT AGENDA should
contact a City Council/Town Board Member or the City Clerk prior to the meeting and request that the item
be removed for discussion.
