BOARD OF FIRE AND POLICE COMMISSION February 2, 2022 8:30 a.m. – Peoria, Illinois MEETING WAS HELD ELECTRONICALLY - ZOOM ROLL CALL The Board of Fire & Police Commission meeting was called to order by Chairperson Lynn Pearson. Commissioner’s present: Lynn Pearson, Tom Burke, William Watkins, John Williams, William Spears, and Kelly Petersen Commissioner’s absent: Leonard Unes Others present: Affirmative Employment Specialist Debra Bush, Police Chief Eric Echevarria, Police Captain Earnest McCall, Fire Chief James Bachman, and Assistant Fire Chief Shawn Sollberger APPROVAL OF MINUTES William Watkins motioned to receive and file the minutes of Regular Meeting January 5, 2022 as presented; seconded by Tom Burke; all approved 6-0. COMMUNICATIONS A. Request to Promote – Fire Engineer Thomas Burns to Fire Captain effective January 5, 2022 due to the retirement of Fire Captain Todd Dosemagen B. Request to Promote – Firefighter Matthew Schmitz to Fire Engineer effective January 5, 2022 C. Request to Permanently Promote – Lieutenant Earnest McCall to Captain; Sergeant Tony Rummans to Lieutenant; and Officer Logan Grayson to Sergeant effective Sunday, January 9, 2022 Tom Burke motioned to receive, and file communication A, B, and C, as presented; seconded by Bill Spears; all approved 6- 0. Lynn Pearson asked the new Commissioner to introduce himself to the Fire and Police Commission. Commissioner Kelly Petersen introduced himself to the Commission and was excited about being on the Commission and looking forward to helping in any way that he could. OLD BUSINESS A. Timeline and Recruiting Efforts Fire Chief Bachman stated that they have three new Recruits in the recruitment class, and they will graduate the fourth week in March. Fire Chief Bachman stated that they were wrapping up the CPAT testing this weekend and the written examinations will take place in late February. Police Captain McCall stated that they have 10 Police Recruits at the Police Training Academy and they are doing well with no problems. Police Captain McCall stated that the department will be interviewing 25 candidates next week and would like the Commission to conduct their interviews the week of February 14, 2022, if possible. Regular Meeting February 2, 2022 Page 2 ADJOURN TO EXECUTIVE SESSION Tom Burke moved to adjourn to Executive Session under 2c (1) of the Open Meetings Acts, seconded by William Watkins; all approved 6-0. RECONVENE TO REGULAR SESSION NEW BUSINESS Lynn Pearson stated that while in Executive Session they reviewed the minutes from the January 5, 2022 meeting and they were okay to be released. Tom Burke moved to approve the Executive Session Minutes of January 5, 2022 that are okay to be released, seconded by William Watkins; all approved 6-0. Lynn Pearson stated that while in Executive Session they reviewed the January 2022 Police Recruit Eligibility Pool, and it will be approved as presented. Tom Burke moved to approve the January 2022 Police Recruit Eligibility Pool as presented; seconded by Bill Spears; all approved 6-0. ADJOURN MEETING There being no further business, Tom Burke moved to adjourn the meeting; seconded by William Watkins; all approved 6-0. Submitted by: Debra D.
