REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE
FIREMEN’S PENSION FUND OF PEORIA, ILLINOIS
A Regular Meeting of the Board of Trustees of the Firemen’s Pension Fund of Peoria, Illinois,
will be held this date at City Hall, Room 404, Peoria, Illinois, at 9:30 A.M. with proper notice
having been given, for the purpose of conducting regular Firemen’s Pension Fund business.

Recommendation to Approve the Minutes of the Regular Meeting held on August 23, 2021, as
printed.
REGULAR BUSINESS
ITEM NO. 1 MONTHLY PORTFOLIO PERFORMANCE REVIEW by TOM McSHANE
GRAYSTONE CONSULTING (A business of Morgan/Stanley Smith-Barney), and
Discussion Regarding Recommendations, Possible Action Regarding the
Firemen’s Pension Fund Portfolio Performance, and Discussion and Review of
the Asset Allocations, with Request to Receive and File Reports or Take Other
Action.
ITEM NO. 2 Report from Fire Marshal James Bachman of Pension Fund Contributions, which
were made by payroll deductions during the MONTH of AUGUST 2021, from the
active members of the Peoria Fire Department and which checks were turned in
to the City Treasurer’s Office by Director of Finance/Comptroller, with
Recommendation to Concur and Receive and File.

ITEM NO. 20 REQUEST to APPROVE the REMOVAL from the PENSION ROLLS of SUSAN
FISHER HAGEL Due to Her Death on SEPTEMBER 13, 2021, and to Make
Payments to the Susan Fisher Hagel Estate, in the Amount of $1,766.44, for 13
Days of September 2021. Recommendation: To RECEIVE and FILE the Death
Certificate UPON RECEIPT and to APPROVE the Payment of $1,766.44 for 13
days of September.
ITEM NO. 21 REQUEST to APPROVE the ELECTION TO CONVERT A DISABILITY
PENSION BENEFIT to a RETIREMENT PENSION BENEFIT for JOHN L.
PFEIFER to become Effective June 9, 2021, (Last Day Duty Disability Paid June
8, 2021) Based on 68.75% of His Applicable Salary of $101,217.73 (including
longevity). REGULAR RETIREMENT PENSION to be paid for the Remaining 21
Days of June, in the Amount of $5,904.36 and $8,434.81 for every month
thereafter.
ITEM NO. 22 APPLICATION for REGULAR RETIREMENT PENSION for DIVISION CHIEF
MICHAEL E. MORGAN to become effective August 21, 2021, (last day paid by
the City August 20, 2021) based on 75.0% of his Annual Salary of $146,237.76.
Pension to be paid for the remaining 10 days of August, in the Amount of
$3,004.89 and $9,139.86 for every month thereafter with recommendation for the
Board to APPROVE.
ITEM NO. 23 APPLICATION for REGULAR RETIREMENT PENSION for FIRE CAPTAIN
REASE WATSON to become effective September 21, 2021, (last day paid by the
City September 20, 2021) based on 63.3% of his Annual Salary of $117,650.43
(which includes longevity). Pension to be paid for the remaining 9 days of
September, in the Amount of $1,836.27 and $6,206.06 for every month thereafter
with recommendation for the Board to APPROVE.

ITEM NO. 24 MONTHLY FINANCIAL REPORT from LAUTERBACH & AMEN, LLP for the
Month of AUGUST 2021, which Includes the STATEMENT OF PLAN NET
ASSETS, STATEMENT OF CHANGES IN PLAN NET ASSETS, SUMMARY of
CASH AND INVESTMENTS, BALANCE SHEET, REVENUES and REVENUE
REPORT, EXPENSES and EXPENSE REPORT, PAYROLL JOURNAL, and
VENDOR CHECKS REPORT, with Recommendation to APPROVE.
ITEM NO. 25 REQUEST for APPROVAL of a RESOLUTION Authorizing City Treasurer
Stephen Morris the POWER TO INVEST, and Authorize City Treasurer Morris to
Maintain a Minimum of $10,000.00 in the HARRIS BANK ACCOUNT.

ITEM NO. 26 CONTINUED DISCUSSION Regarding a Letters from the FIREFIGHTERS’
PENSION INVESTMENT FUND (FPIF) Regarding Authorization for Current
Service Providers to Provide Requested Data Directly to FPIF and its
Professionals, Update on Preparation for Transfer of Assets, and Notice of
Assumption of Fiduciary Control of Pension Assets by the Firefighters’ Pension
Investment Fund on January 4, 2022, with Request to RECEIVE and FILE or to
Take Appropriate Action.
