CITY OF PEORIA Mayor’s Advisory Committee for Citizens with Disabilities MINUTES April 11th 2023, at 4:00PM Call to Order Staff Liaison Green called the meeting to order at 4:03 PM. Roll Call Present: Chair Hayes; Vice Chair Berry; Commissioner Quarles; Commissioner English; Commissioner Peterson; Commissioner Muehlbauer; Staff Liaison Green. Doug Gathers Not Present: Commissioner Srivnivas; Commissioner Olsen. Approval of Meeting Minutes March 14th, 2023 Minutes: Chair Hayes called for approval, seconded by Commissioner Muehlbauer. All in favor, none opposed, the motion carries. New Business I. Follow up on QA Discussion Introduction of Doug Gathers (now Commissioner). Mr. Gathers works in corporate banking, he is from Peoria, Illinois and has returned home to help improve conditions. Other members provided introductions to Doug Gathers. Quality Assurance Discussion: Chair Hayes circulated information for the Commission review however Commissioner English submitted a lengthy document that requires further review. The discussion will be tabled until the May meeting so that the Commission has time to review. II. Premise alert The Commissioners were provided with information about premise alert, a program that is beneficial to people with disabilities and first responders. Discussions as to how to promote that program. Currently there are only 14 people signed up for premise alert as of last year according to Commissioner Berry (based on the Police Commission meeting). Commissioner Berry mentioned that business cards would be created, in order to hand out to the community to promote awareness. Commissioner Berry: Business cards and bringing people to our committee may be beneficial to promote the program as well. Commissioner Gathers: There may be apprehension about turning over information to the police. The Commission needs to be educated on how the process works. Commissioner Peterson: Could this program be more beneficial coming from the medical first responders? Chair Hayes will reach out to attempt to gather more historical information regarding the past actions of the commission. Chair Hayes notes that a guardian has to sign off on the premise alert agreement so there was little pushback pre-covid. III. Open Meetings Act: Staff Liaison Green reported that the state law says that Commissioners who handle agendas, and other elected officials, you must take OMA training to abide by the OMA. Liaison Green will send out the OMA link through the Illinois Attorney General’s Office. IV. Sample commissions in other cities: Chair Hayes would like to table this item to the next meeting in order to gather further information. V. Other Commissioner English would like to work on something to prioritize projects. Commissioner Berry: mentioned that the Assistant City Manager is working on various programs for disabled people and she should come a meeting. VI. Next Meeting Items to Discuss: QA Premise Alert OMA link Commissions in Other Cities Adjournment: Motion to adjourn the meeting made by Commissioner English and seconded by Commissioner Quarles. All in favor, the motion carries. Meeting adjourned at 4:33 PM.
