CALL TO ORDER Vice-Chairman Ward called to order a regular meeting of the City of Petersburg Architectural Review Board on Wednesday, November 13, 2013 at 7:03 p.m. in the City Council Chambers, in City Hall, 135 N. Union Street, Petersburg, Virginia 23803. 2. THE PLEDGE OF ALLEGIANCE 3. REVIEW OF MINUTES The minutes of the October 9, 2013 regular meeting were approved with a motion from Mr. Worsham and a second from Mr. Pradia. The minutes were unanimously approved. 4. APPROVAL OF AGENDA Michelle Peters, Director of Planning and Community Development, moves to amend the agenda to include an introduction of the new Preservation Planner, Kathleen Morgan. Mr. Worsham makes a motion to approve the agenda as amended. Mr. Pradia seconds the motion. The agenda is approved as amended unanimously. 5. INTRODUCTION OF PRESERVATION PLANNER Ms. Peters introduces Kathleen Morgan, the new Preservation Planner. She comes from Historic Richmond Foundation, and she began with the City of Petersburg on October 21, 2013. Ms. Morgan has already toured the city and been briefed on the direction of the city. She is working to restore the preservation program. 6. PUBLIC INFORMATION PERIOD Vice-Chairman Ward opened the Public Information Period to anyone who wished to speak on any subject not on the agenda. No comments during the Public Information Period. Vice-Chairman Ward closed the public comment period. 7. REQUEST(S) FOR CERTIFICATE OF APPROPRIATENESS a. 22 Guarantee Street: Representative Rick Haynie presented a new window with smaller meeting rails. Mr. Haynie stated that all windows will be replaced with windows of the same form and style, with the exception of the three windows in the front. Those windows will remain but an exterior storm will be installed. Mr. Worsham requested that the meeting rail of the storm be adjusted so that it matches that of the original window. Mr. Haynie also proposed paint colors. The building is currently white with white trim. He is proposing to paint the elevations the same color as the school with 3 different trim colors, specifically the trim being a different color than the window sashes. There were questions about the exterior stair railing, and it was discussed that that had been previously approved. The door has been removed since the submittal of their application. Staff will approve the new door and transom. Mr. Pradia made a motion to approve the application, followed with a second by Ms. Wynn. The motion passed unanimously. b. 531 S. Sycamore Street: Rev. DeCarlo Smith was present. Mr. Pradia asked what color the plastic letters were, and Rev. DeCarlo Smith answered that they were to be gold. Mr. Worsham made a motion to approve, followed with a second by Ms. Wynn. The motion passed unanimously. c. 9 N. Sycamore Street: Gwen Cooper was present to present her application. She stated that she is now proposing columns made of wood as opposed to stucco. Ms. Cooper will also be using a product called Re-Store to paint above the storefront glass. She will be installing a wood panel beneath the glass with curved indentation to compliment the curvature of the storefront system (this is an amendment to her application). Ms. Wynn moved to approve the application as amended, followed with a second by Mr. Worsham. The motion passed unanimously. Further discussion took place about the second story windows. Ms. Cooper has removed the plywood and temporarily installed plexiglass with some trim and painted plywood in the curved portion of the window. Ms. Cooper stated that some portions of the window frame have rotted, therefore she replaced some portions with painted wood. Mr. Worsham suggest she remove the newly placed wood as it may cause additional moisture problems. The board recommended that Ms. Cooper restore her original windows and come back at a separate meeting with more pictures and information on her proposal. d. Martin Luther King, Jr. Bridge/U.S. Route 301: Phillip Tinsley was present to present the application. He stated the lights are to be beneath the bridge. The lights are to have similar effects of incandescent lights and will be positioned so  the light span of each post will not overlap. They are to begin at Bear Alley and stop at the second set of train tracks. The conduit will run north south and underneath the bridge, minimizing visibility. Ms. Wynn moved to approve the application, followed with a second by Mr. Worsham. The motion passed unanimously. e. 103 River Street: Phillip Tinsley stated the roof requires repair, and he is proposing to use an acrylic coating thinner than a typical patch product. The color will be a burgundy/red made to match the color of the roof. Staff will approve the color. The lifespan of the coating is 15 years. Mr. Worsham made a motion to approve the application with staff to approve the color, followed with a second by Ms. Wynn. The motion passed unanimously. f. 150 N. Sycamore Street: Phillip Tinsley stated the tree is a Paulownia tree. It is pushing the exterior wall and cornice. The proposal is to remove the tree completely. The stone and brick will be removed completely and replaced. The mortar will match what is there. Mr. Worsham moved to approve the application, followed with a second by Ms. Wynn. The motion passed unanimously. g. 110 N. Sycamore Street: Corinne Bailey was present to present the application. Ms. Bailey stated the windows are at various widths which had made it difficult to produce replacement glass. Her proposal is to install windows which are all the same size. Vice-Chairman Ward states the board would need to see a measured drawing, to scale, in order to make a more informed decision. Mr. Worsham moved to defer the application till more information is submitted at a later date. Ms. Wynn seconded the motion. The motion passed unanimously. 8. OLD BUSINESS a. 109 N. Sycamore Street: Darryl Judge was present to introduce his application. The board has had discussions with him about the industrial windows. Mr. Judge wished to remove the stucco where the windows have been bricked in and covered with stucco. It was mentioned that the windows do have historic significance and are a distinct design feature in Petersburg. It is the preference of the board that the industrial style window be pursued. Mr. Worsham made a motion to approve the demolition of the window openings and to come back to the board with the window specifications, followed with a second by Ms. Wynn. The motion was passed unanimously. 9. NEW BUSINESS Having no new business, Vice-Chairman Ward moved on to the work session period. 10. WORK SESSION The board moved in to work session. Ms. Morgan discussed that she would be implementing staff reports and recommendations moving forward. Mr. Worsham mentioned he would like pictures of each property in a presentation format. Ms. Morgan  agreed to do so. Ms. Morgan stated she is open to changing the format of the meeting if it is the wish of the board; Ms. Morgan also introduced a worksheet provided by Code Compliance. She will discuss the worksheet with Code Compliance and bring forward any changes to the board so they might comment if they wish to do so. 11. ADJOURNMENT With there being no further business, the meeting was adjourned by a motion from Mr. Worsham and a second by Ms. Wynn. The motion was approved, and the meeting adjourned at 9:15 p.m.
