CALL TO ORDER Chair Joe Battiston called to order a regular meeting of the City of Petersburg Architectural Review Board on Wednesday, July 9, 2014 at 6:00 p.m. at Council Chambers, City Hall, 135 N. Union Street, Petersburg, Virginia 23803. 2. THE PLEDGE OF ALLEGIANCE 3. REVIEW OF MINUTES Minutes not available. 4. APPROVAL OF AGENDA Mr. Ward made a motion to approve the agenda with the exception that item (g) be moved to the regular agenda, followed by a second from Mr. Worsham. The motion passed unanimously. Mr. Worsham moved to add item (k) to the agenda, followed by a second from Mr. Ward. The motion passed unanimously. 5. PUBLIC INFORMATION PERIOD Chair Battiston opened the Public Information Period to anyone who wished to speak on any subject not on the agenda. With there being no comments, Chair Battiston closed the Public Information Period. 6. REQUEST(S) FOR CERTIFICATES OF APPROPRIATENESS Consent Agenda: Mr. Worsham moved to approve the consent agenda as presented, followed by a second from Mr. Ward. The motion passed unanimously. a. 20 W. Old Street: b. 22-24 W. Old Street: c. 26-28 W. Old Street: d. 5 N. Sycamore Street: e. 405 S. Sycamore Street f. 109-111 N. Sycamore Street Regular Agenda: g. 16 W. Old Street: The applicant, a representative from Mint Gastropub, was present. Staff recommended approval of the proposed application. Chair Battiston asked about the wood portions of the storefront that had just been painted. The applicant stated the property owner painted the wood work black. Chair Battiston stated that before any work is completed on the exterior it needs to come before the board and receive a COA. Mr. Worsham moved to approve the previously painted woodwork and the sign as presented, followed by a second from Mr. Ward. The motion passed unanimously. h. 818 W. Washington Street: The applicant, Javier Vargas, was present. Staff recommended approval of the proposed application. Mr. Worsham moved to approve the proposed application as well as repairing the existing fence and painting it white or leaving it the same, followed by a second from Mr. Ward. The motion passed unanimously. i. 1289 Upper Appomattox Street: The applicant, John Zeugner, was present. Staff recommended approval of the proposed application. Chair Battiston asked what time frame the applicant was looking at; the applicant responded with 18-24 months. Mr. Ward moved to approve the proposed application with the 24 month temporary approval, followed by a second from Mr. Worsham. The motion passed unanimously. j. 222-224 S. Jones Street: The applicant, City Attorney Brian K. Telfair, was present. Staff recommended denial of the proposed application. k. 20 W. Bank Street: The applicant, Tom Harrirs, was present. Staff recommended deferral of the proposed application. The applicant presented specifications of the windows which will be one over one. Mr. Worsham asked if all the windows were in the same condition or if just the upper story windows the worst; the applicant stated it seemed as if the sashes were replaced in 1989. Mr. Worsham said the windows appeared original to him. The applicant stated the transoms will remain, just the sashes will be replaced. Mr. Worsham stated that he is hesitant to approve the application because currently all the windows are matching and changing just one set of windows causes different sets of windows on the the front of the building--noting the windows are a key part of the architectural fabric of the building. . Mr. Worsham stated the windows look repairable. The applicant stated that what he is proposing a frame that goes inside the existing frame. Chair Battiston stated that is considered a sash kit and is not appropriate as it will change the profile of the windows. Mr. Ward stated that if they are able to be repaired, the board is supposed to encourage repair over replacement based on the national Standards. Mr. Worsham stated the building needs to be looked at as a whole. Mr. Worsham moved to deny the application as proposed, followed by a second from Mr. Ward (based on a lack of provided information and evidence that the windows are not able to be repaired). The motion passed unanimously. l. 132-136 N. Sycamore Street, 123 N. Union: The applicant, Isaac Ward, was present and recused himself. Staff recommended approval of the proposed application. Mr. Ward noted that the windows and storefront on the Union Street elevation will not be painted. Also the existing windows on the north elevation of the Union Street building will not be painted. Mr. Ward also provided clarification on the color detailing for the cornice of the N. Sycamore building. Mr. Worsham asked if Mr. Ward might consider removing the paint from the metal storefront on the N. Sycamore Street; Mr. Ward stated he would like to amend his application to have that option.  Mr. Worsham asked why there were two different colors for the cornice; Mr. Ward stated that he is in favor of having two different shades of the same color. Mr. Worsham stated that painting the cornice one color makes the cornice stronger, and painting the cornice two different colors weakens the cornice. Ms. Booty moved to approve the application as submitted with the option to paint the cornice of the N. Sycamore side all one color (Mount Etna) as well as leaving the storefront unpainted metal, followed by a second with Mr. Worsham. The motion passed unanimously. 7. OLD BUSINESS 8. NEW BUSINESS 9. WORK SESSION a. Vote for Chair and Vice-Chair: Mr. Worsham moved to delay the vote until more members of the board were present, followed by a second from Mr. Ward. The motion passed unanimously. 10. ADJOURNMENT With there being no further business, the meeting was adjourned by a motion from Mr. Ward and a second by Mr. Worsham. The motion passed unanimously, and the meeting was adjourned at 7:10 p.m.
