CALL TO ORDER Chair Joe Battiston called to order a special meeting of the City of Petersburg Architectural Review Board on Wednesday, May 29, 2019 at 6:00 p.m. at Council Chambers, City Hall, 135 N. Union Street, Petersburg, Virginia 23803. 2. THE PLEDGE OF ALLEGIANCE 3. REVIEW OF MINUTES No minutes were presented. Mr Pradia motioned to dispense with the review of the minutes, seconded by Mr Murphy. The motion passed unanimously. 4. APPROVAL OF AGENDA Mr Lunsford made a motion to approve the agenda. The motion was seconded by Mr Murphy and passed unanimously. 5. PUBLIC INFORMATION PERIOD Chair Battiston opened the Public Information Period to anyone who wished to speak on any subject not on the agenda. With there being no comments, Chair Battiston closed the Public Information Period. 6. REQUEST(S) FOR CERTIFICATES OF APPROPRIATENESS Regular Agenda: 1  a. 20 N. Sycamore Street: Applicant present, Carlos Colindtes. Staff recommended approval. Mr Battiston questioned the MiriTec listed, as it is a polymer material and plastic is not permitted in Local Historic Districts. Mr Colindtes said he thought it was wood. Mr Lunsford suggested MDO board; it is wood and was used on Old Towne’s Alibi storefront. Mr Battiston said it could be used in horizontal strips, Mr Murphy asked if it would be like siding. Mr Colindtes said boards could be 1 inch staggered. Mr Pradia asked if this would be for framing or around the lettering, Mr Colindtes said the letters would be attached to the material. Mr Battiston asked if the MDO board could be cut, Mr Lunsford said yes, it’s long lasting, versatile, and has been used on other storefronts in the City. Mr Colindtes was agreeable to MDO board. Mr Battiston also suggested the use of southern yellow pine. Mr Lunsford commented that the applicant would need a flat surface to mount the sign letters, Mr Colindtes said it will be flat, not lapped. Mr Murphy confirmed that the material would be wood. Mr Colindtes said yes, and presented trim samples. Mr Battiston said the wood panels on the bottom would be good for MDO. No public comment. Mr Murphy motioned to approve the application with the use of MDO board instead of MiriTec. Motion seconded by Mr Lunsford and passed unanimously. 6. OLD BUSINESS Meetings Mr Battiston expressed support for having two meetings a month in the busy season. Mr Murphy said he would rather have more cases than just one at a meeting. Mr Battiston said it was more to stop delays; he would rather have a special meeting than split cases, more in an emergency situation or when more information is requested. Ms Jordan agreed, especially in the case of critical or large projects, to have a special meeting. Mr Lunsdord preferred the option to have a special meeting rather than two mandatory meetings due to the schedules of the ARB members. Mr Pradia agreed, and suggested the busiest period would be June to August. Mr Battiston said the special meetings should be more for if there are Board requested delays, and staff would filter this on a case-by-case basis. Mr Battiston said they want to treat everyone the same, however a homeowner might not understand having full plans, but a developer should. Mr Lunsford mentioned working with applicants to find solutions to be compliant. Mr Murphy did not want to penalize a person with professional drawings while approving a sketch. Mr Battiston said they will be able to afford being stricter when the City’s property values go up. 2 7. NEW BUSINESS Potential for National Register Listed Properties to Come under ARB Purview Staff mentioned that a Resolution would be going before City Council soon with the goal of putting properties listed on the National Register of Historic Places under review by the ARB. Mr Murphy said an unintended consequence could be that people won’t designate their buildings in the future. 8. ADMINISTRATIVE APPROVALS 9. WORK SESSION 10.
