1. CALL TO ORDER
Chair Joe Battiston called to order a regular meeting of the City of Petersburg
Architectural Review Board on Wednesday, September 11, 2019 at 6:00 p.m. at
Council Chambers, City Hall, 135 N. Union Street, Petersburg, Virginia 23803.
2. THE PLEDGE OF ALLEGIANCE
3. REVIEW OF MINUTES
Minutes from August 8, 2019 were presented. Mr Lunsford motioned to approve the
minutes as presented, with a second from Mr Murphy. The motion passed
unanimously.
4. APPROVAL OF AGENDA
Ms Wynn motioned to approve the agenda as presented, with a second by Mrs Jordan.
The motion passed unanimously.
5. PUBLIC INFORMATION PERIOD
Chair Battiston opened the Public Information Period to anyone who wished to speak
on any subject not on the agenda. With there being no comments, Chair Battiston
closed the Public Information Period.
6. REQUEST(S) FOR CERTIFICATES OF APPROPRIATENESS
b. 1115-1117 W. High Street

Applicant not present. Mr Lunsford motioned to move this item to the end of the
agenda. Ms Wynn seconded the motion and it passed unanimously.
c. 302 Halifax Street
Applicant present, Karen Bostic. Staff recommended approval.
Ms Bostic explained that she just received her business license, and noted that the
sign on the ground was chalk. She said each color was symbolic for the area being
near the Heights for inspiration, hope, and to bring kids there to make memories; she
will have hopscotch, jax, etc. She explained the symbolism of each color, and asked
help to bring happiness to kids. She noted the location's closeness to the Civil Rights
in Education Trail, she could give out brochures and teach history, bring peace
happiness and love.
Mr Battiston noted that the application had the sign in black and white, he asked if the
background behind the lettering would be black, and wanted to be sure it wouldn't be
pastel colored and obnoxious. Ms Bostic said the colors would be the same as what's
in chalk on the ground.
There was no public comment.
Mr Murphy motioned to approve the application as submitted, with a second from Me
Wynn. The motion passed unanimously.
d. 541 High Street
Applicant present, Michael Crocker. Staff recommended approval.
Mr Battiston asked if the deck would be up against the siding, Mr Crocker said it
would not to allow for drainage. Mr Ammons asked the type of rails, Mr Crocker said
he would use the white with wood and metal, Mr Ammons asked the type of pickets,
Mr Crocker said round.
No public comment.
Ms Wynn motioned to approve the application, with a second from Mr Murphy. The
motion passed unanimously.
e. 301 E. Fillmore St
Applicant’s representative present, Bill Fitzhugh. Staff recommended approval.
The Board had no questions.
There was no public comment.

Mr Ammons motioned to approve the application with a second from Mrs Jordan.
The motion passed unanimously.
f. 227 St Andrews Street
Applicant not present.
b. 1115-1117 W. High Street
Applicant now present, Keonte Crenshaw.
Mr Battiston said the process for demolition was followed.
There was no public comment.
Mr Battiston moved to allow the application to move forward by-right after
successful completion of the requirements set forth by the Zoning Ordinance. Mr
Lunsford seconded the motion, and it passed 5 to 1, with Mr Ammons opposed.

A motion was made by Mr Lunsford to adjourn the meeting seconded by Ms Wynn,
the motion passed unanimously and the meeting was adjourned.
