Minutes Architectural Review Board Wednesday, March 12th, 2025 Multi-purpose, Petersburg Public Library 201 W. Washington St. 6:00 p.m. In attendance: Larry Murphy, Joe Battiston, Louis Malon, Bill Hartsock, Celeste Wynn, Joe Yates Absent: None Meeting was called to order at 6:00pm Approval of Agenda Action: Agenda was approved. Review of Minutes February minutes approved; motioned by Celeste Wynn, seconded by Larry Murphy Public Information Period Based on request from public, a Certificate of Appropriateness request for 530 Grove Avenue was added to the agenda. Requests for Certificate of Appropriateness: a. 13-15 S. South Street; Folley Castle Historic District; Applicant/Owner: Chaz Harrington- Request to install Hardie Plank siding and new windows was deferred to a future meeting. b. 829 W. Washington Street; Folley Castle Historic District; Applicant/Owner: Scott Wendland- Request to install shed in rear yard was deferred to a future meeting. c. 314 E. Washington Street; Centre Hill Historic District; Owner/Applicant: 5588 LLC- The applicant asked to be able to remove the side windows and replace them and restore the front windows. The ARB voted that all the windows should be refurbished, noting the applicant could come back with additional information if some are beyond repair. Larry Murphy motioned; Louis Malon seconded. d. 326 S. Sycamore Street; Poplar Lawn Historic District; Owner/Applicant: Madonna Dersch- The applicant’s request involved restoration/repair work on entire property. The ARB voted to approve the application as submitted since the work involves in-kind restoration to the entirety of the building. Motioned by Louis Malon, seconded by Joe Yates. e. 530 Grove Avenue; Old Towne Historic District; Owner/Applicant: Cava Property Management Group LLC- Applicant requested to remove and replace windows on the property. The ARB voted that the front and side windows should be refurbished but rear windows could be replaced, noting storm windows could be installed for energy efficiency. Celeste Wynn motioned; Louis Malon seconded. The Board stated better-quality windows from the rear could be moved to the front façade if applicable. Old Business: There was no old business to request. New Business: a. Administrative Approvals Staff noted two administrative approvals for Certificates of Appropriateness had been granted over the last month; a roof replacement and repainting of brick at 233 South Adams Street and repairs to a front porch foundation at 215 St. Andrew Street. b. Discussion on material for Appomattox River Trail near Union Station : The Board determined that the existing cobblestone should be preserved and replaced if taken out (when possible) and requested that brick pavers be used for trail being installed. c. Discussion on approval of signs in the historic districts. The Board directed staff to begin bringing all sign requests before the Board for public hearings.
