The special meeting of the Petersburg City Council was held on Wednesday, April 9, 2014, at the Union Train
Station. Mayor Moore called the regular meeting to order at 6:30p.m.
1. ROLL CALL:

2. DISCUSSION ON CONSIDERATION OF A RESOLUTION AUTHORIZING THE CITY MANAGER TO
SEEK APPROVAL FROM THE OTHER MEMBERS OF THE RIVERSIDE REGIONAL JAIL
AUTHORITY TO TRANSFER ALL OF THE CITY’S INMATES FROM THE PETERSBURG CITY JAIL
AND ANNEX TO THE RIVERSIDE REGIONAL JAIL:
Roland Kooch, Jr, Senior Vice President of Davenport Company, LLC, gave a brief overview of the
report that his company regarding the jail.
Sheriff Vanessa Crawford read a letter that was given to City Council Members regarding information
on the transfer of the inmates from Petersburg City Jail to Riverside Regional Jail Authority.
Kimberley Goins, Budget Manager for Sheriff Department, gave a PowerPoint overview regarding the
regional jail.
John Jones, Executive Director of Virginia Sheriff Association, gave a brief update on the regional jail.
There was discussion among City Council Members.
Council Member Wilson-Smith made a motion to not adopt the resolution authorizing the City Manager
to seek approval from the other members of the Riverside Regional Jail Authority to transfer all of the City’s
inmates from the Petersburg City Jail and Annex to the Riverside Regional Jail and to do a study on an option
three for renovations and have this brought back to City Council. The motion was seconded by Council
Member Myers. The motion was approved on roll call. On roll call vote, voting yes: Coleman, Myers, Pritchett,
Ross, Wilson-Smith, Moore; Voting No: Webb
Sheriff Crawford asked whether this meant that they put out an RFP or what.
Mayor Moore asked Mr. Telfair if he can clarify this.
Mr. Telfair stated that he believes that this is information that Mr. Johnson would have to clarify.

Mr. Johnson stated that when you talk about procurement that this is about the potential cost to get the
work done. He stated that he will get with the sheriff and figure out what is the best approach to make this
happen.
Sheriff Crawford stated that she knows the procurement process but that she did not know if there was
a particular way that she had to go. She stated that they will talk.

4. ADJOURNMENT:
Council Member Coleman moved for adjournment. The motion was seconded by Council Member
Ross. There was no discussion. The motion was approved on voice vote.
