Minutes from the Petersburg City Council meeting held on: January 5, 2015 -1– ____________________________________________________________ _______________________________ The Organizational meeting of the Petersburg City Council was held on Monday, January 5, 2015, at the Multimodal Transit Station in the Conference Room on the second floor. Clerk of City Council, Nykesha D. Jackson, called the meeting to order at 12:00 p.m. 1. CALL TO ORDER: Clerk of City Council, Nykesha D. Jackson, called the meeting to order. 2. OATH OF OFFICE: Clerk of City Council, Nykesha D. Jackson, asked Council Members Wilson-Smith, Parham, Hart and Myers if they have been sworn in. They all responded yes. Ms. Jackson asked everyone to state their physical address for the record. Council Member Wilson-Smith stated that her address is 816 Cameron Street, Petersburg, Virginia 23803. Council Member Ross stated that his address is 2011 Bishop Street, Petersburg, Virginia 23805. Council Member Parham stated that his address is 3261 Denis Road, Petersburg, Virginia 23805. Council Member Moore stated that his address is 328 Claremont Street, Petersburg, Virginia 23805. Council Member Myers stated that his address is 431 West Washington Street, Petersburg, Virginia 23803. Council Member Coleman stated that his address is 1213 Hamilton Street, Petersburg, Virginia 23803 Council Member Hart stated that his address was 1633 North Valor Drive, Petersburg, Virginia 23803 3. ROLL CALL: Present: Council Member Treska Wilson-Smith Council Member Carl M. Ross Council Member Samuel Parham Council Member Brian A. Moore Council Member W. Howard Myers Council Member David R. BUSINESS OR REPORTS FOR/FROM THE MAYOR AND OTHER MEMBERS OF CITY COUNCIL: a. Election of Mayor by City Council Members Council Member Moore nominated W. Howard Myers to be Mayor and Carl. M. Ross to be Vice Mayor. Council Member Coleman nominated Treska Wilson-Smith to be Mayor and himself to be Vice Mayor. Council Member Moore nominated Council Member Myers to be Mayor and for Council Member Ross to remain the Vice Mayor of the City of Petersburg. There was no discussion on the motion, which was approved on roll call vote. On roll call voting yes: Ross, Parham, Moore and Myers; Voting No: Wilson-Smith, Coleman and Hart 15-R-01 A RESOLUTION APPOINTING W. HOWARD MYERS AS MAYOR AND CARL M. ROSS AS VICE MAYOR OF THE CITY OF PETERSBURG. b. Review and Adoption of City Council's Rules of Council and Procedure Council Member Wilson-Smith stated that she would like to separate the prayer and pledge of allegiance to two different items on the agenda. Mr. Telfair stated that the prayer was voted on at the City Council Advance to have changed to the moment of silence. He stated that this would change it to be separated with one being the moment of silence and one being the pledge of allegiance. Council Member Wilson-Smith stated that this was fine. Council Member Moore made a motion to accept the Rules of Council with the change of separating the moment of silence and pledge of allegiance to two different items on the agenda. The motion was seconded by Mayor Myers. There was no discussion on the motion, which was approved on roll call vote. On roll call voting yes: Coleman, Hart, Moore, Parham, Wilson-Smith, Ross and Myers. 15-R-02 A RESOLUTION ADOPTING THE RULES OF COUNCIL, AS AMENDED. 5. ADJOURNMENT: Council Member Coleman moved for adjournment. The motion was seconded by Council Member Moore. There was no discussion.
