Minutes from the Petersburg City Council meeting held on: April 21, 2015 -1– ______________________________________________________________________________ The regular meeting of the Petersburg City Council was held on Tuesday, April 21, 2015, at the Union Train Station. Mayor Myers called the closed session meeting to order at 5:45p.m. 1. CLOSED SESSION MEETING – 5:45 P.M. 2. ROLL CALL: Present: Council Member David R. Coleman Council Member John A. CLOSED SESSION: City Attorney Brian Telfair, stated that it was City Council’s desire to enter into a closed session under Section 2.2-3711.A (1) of the Code of Virginia under Subsection 1 to discuss personnel matter with regards to media; and under Subsection 7 to obtain a staff briefing where a briefing in an open meeting could potentially and adversely affect the negotiating posture of the City. Council Member Coleman moved that the City Council go into closed session for the purposes noted by the City Attorney. The motion was seconded by Vice Mayor Parham. There was no discussion on the motion, which was approved on roll call vote. On roll call vote, voting yes: Hart, Hill, Wilson-Smith, Parham and Myers; Absent: Moore; Abstain: Coleman City Council entered closed session at 5:45 p.m. CERTIFICATION: Council Member Hart made a motion to return City Council into open session and certify the purposes of the closed session. Update by Dana Cragg, Chairperson of the Quality Circle for a Healthy Community, regarding the Quality Circle’s activities and an announcement by Alice Freeman, of Healthy Hearts Plus II, regarding the City’s Biggest Healthy Loser Campaign. BACKGROUND: Dana Cragg, Chairperson of the City’s Quality Circle for a Healthy Community, will provide information about the Quality Circle’s activities and future plans. The Quality Circle partnered with Healthy Heart Plus II to establish the City of Petersburg’s Biggest Healthy Loser Campaign. Alice Freeman, of Healthy Hearts Plus II, will announce the winner of the City’s Biggest Healthy Loser Contest. RECOMMENDATION: For information only. Dana Cragg, Chairperson of the Quality Circle for a Healthy Community, gave a briefing on the City’s Quality Circle for a Healthy Community. Ms. Renata Lewis gave a briefing and announced the winners of the City of Petersburg’s Biggest Healthy Loser Campaign. She stated that the winners were: 3rd Place Winner, Eunita Wade (Finance); 2nd Place Winner, Rasheedah Farid (Social Services); 1st Place Winner, Amanda Rodriquez (Utilities); and the Grand Prize Winner, Vivian Gail McCann (Code Compliance). b. Resolution commending the Virginia State University’s Women’s Basketball Team.  Minutes from the Petersburg City Council meeting held on: April 21, 2015 -3– ______________________________________________________________________________ BACKGROUND: The City wishes to recognize and commend the Virginia State University Women’s Basketball Team for its outstanding accomplishments. Chuck Moore, Athletic Director of Richard Bland College Men’s Basketball Team, stated that it is an honor to receive this recognition from this great City. He stated that it is also an honor to represent this City as well. He stated that now people know about the City all across the State of Virginia. Resolution commending the Central Virginia Waste Management Authority (CVWMA) on its 25th Anniversary. BACKGROUND: The Central Virginia Waste Management Authority was formed in 1990 by thirteen localities in the central Virginia region including the Cities of Colonial Heights, Hopewell, Petersburg, and Richmond; the Town of Ashland; and the Counties of Charles City, Chesterfield, Goochland, Hanover, Henrico, New Kent, Powhatan, and Prince George to provide solid waste management and recycling services. RECOMMENDATION: Recommend Council adopt the attached resolution commending CVWMA. Steven Hicks, Director of Public Works, gave a briefing on commending the Central Virginia Waste Management Authority (CVWMA) on its 25th Anniversary. Presentation by Kim Hynes, Executive Director of the Central Virginia Waste Management Authority, on the curbside trash and recycling program. BACKGROUND: The City started the City-wide curbside trash and recycling program in March 2013. Kimberley Hynes, Executive Director of the Central Virginia Waste Management Authority (CVWMA), will provide an update on the curbside trash and recycling program. RECOMMENDATION: For information only. Kim Hynes, Executive Director of the Central Virginia Waste Management Authority (CVWMA), gave a briefing on the curbside trash and recycling program. f. Presentation by Jason Zhang, Project Manager for the Virginia Department of Transportation on VDOT projects in the City of Petersburg. BACKGROUND: Jason Zhang, Project Manager with the Virginia Department of Transportation, will provide information on the following projects that will soon be under construction:  Puddledock and Industrial Intersection  Route 36 and Puddledock intersection  Sycamore Street, Crater Road and Walnut Boulevard traffic signal RECOMMENDATION: For information only. Jason Zhang, Project Manager with the Virginia Department of Transportation on VDOT projects in the City of Petersburg. There was discussion among City Council Members and staff. g. Update by J. Howard Hines, Building Official, on the procedure for providing notice of violations for tall weeds and grass. BACKGROUND: Currently, the City’s inspectors are attaching citations to stakes and placing the stakes on the property of those who are not in compliance with Section 50-63 of the City Code, which pertains to tall weeds and grass. This method is used each time there is a grass or vegetation violation at a property. Going forward, the City will mail the notice. This new process will require only one mailing for the entire growing season. If other concerns arise at the same property after the original mailing, only photo documentation will be needed prior to submitting the property to a contractor for cutting. RECOMMENDATION: For informational only. J. Howard Hines, Building Official, gave a brief overview of the procedure for providing notice of violations for tall weeds and grass. 6. CONSENT AGENDA:  Minutes from the Petersburg City Council meeting held on: April 21, 2015 -5– ______________________________________________________________________________ a. Minutes of the City Council meeting held on April 7, 2015. Council Member Coleman made a motion to accept the Consent Agenda. The motion was seconded by Council Member Hart. OFFICIAL PUBLIC HEARINGS: (In accordance with the Rules of Council, public comment will be heard before discussion by Council. Once discussion has started, no further input from the public will be accepted. Each speaker will be limited to three (3) minutes.) a. A public hearing on an amended Ordinance granting to the City Manager the authority to sign a Deed of Easement with Verizon Wireless (“Verizon”) to provide a non-exclusive easement on City property located at 255 East South Boulevard. BACKGROUND: This request was originally heard and adopted during a public hearing on February 3, 2015. Due to some unforeseen obstacles by Verizon, Verizon is unable to proceed with installation of facilities by burying. Verizon seeks to modify the original easement to include placement of aerial as well as buried facilities. Granting an easement on 255 E. South Boulevard to Verizon will permit Verizon to install and maintain communication system. RECOMMENDATION: Recommend Council authorize the City Manager to sign a Deed of Easement with Verizon Wireless to provide a non-exclusive easement on publicly-owned property addressed as 255 E. South Boulevard. Steven Hicks, Director of Public Works, gave a brief overview of the amended ordinance granting to the City Manager the authority to sign a Deed of Easement with Verizon Wireless (“Verizon”) to provide a non-exclusive easement on City property located at 255 East South Boulevard. Ms. Jackson opened the floor for public comment. Seeing no hands, Ms. Jackson closed the public hearing. Council Member Hart made a motion to authorize the City Manager to sign a Deed of Easement with Verizon Wireless to provide a non-exclusive easement on publicly-owned property addressed as 255 East South Boulevard. The motion was seconded by Council Member Wilson-Smith. The motion was approved on roll call. On roll call vote, voting yes: Coleman, Hart, Hill, Moore, Wilson-Smith, Parham and Myers 15-ORD-28 AN ORDINANCE AMENDING ORDINANCE #15-ORD-04, GRANTING A NON- EXCLUSIVE GRANT ON 255 EAST SOUTH BOULEVARD, FURTHER IDENTIFIED AS TAX PARCEL 055-11-0004 TO VERIZON WIRELESS. b. A public hearing on the proposed disposition of publicly-owned properties addressed as 1206 Hinton Street, 1162 Hinton Street, 1203 West Washington Street, and e1157 West Washington. BACKGROUND: The City is considering the disposition of publicly-owned properties addressed as 1206 Hinton Street, Tax Parcel 24-220036; 1162 Hinton Street, Tax Parcel 24-220039; 1203 West Washington Street, Tax Parcel 24-220019; and 1157 West Washington Street, Tax Parcel 24- 220018. 1203 West Washington Street is improved with a structure. The other three (3) properties are unimproved. The properties have a combined assessed value of $55,000. Pathways have requested the transfer of four (4) publicly-owned properties to use for a housing project. Pathways plans to apply for AHSN HOME Grant funding for the project. Reginald Tabor, Project Manager of Economic Development, gave an overview on the disposition of subject properties. Ms. Jackson opened the floor for public comment. Charlie Cuthbert, 132 South Adams Street, stated that this is a low-income housing project camouflaged as a project to help veterans. He stated that he ask City Council to vote it down. He asked what the long-term consequence is to the Petersburg taxpayer’s of adopting this project. He stated that each of the four families that are proposed by Pathways can buy the house for as little as $1. He stated that suppose each of the families have one child for the Petersburg tax payer to educate. He stated that one child cost the Petersburg tax payer approximately $10,000 per year to educate. He stated that $10,000 per child times 12 years of school is $120,000. He stated that if you multiply this by four children and that this would be close to half a million dollars. He asked where the veterans are coming from. He stated that the Pathways letter that is in the agenda packet states that potential home owners will be recruited. He stated that it does not say that they will be coming from Petersburg. He stated that after they are going to be recruited they will be oriented into their Petersburg neighborhood. He stated that they are from Chesterfield, Colonial Heights, Dinwiddie and points outside of Petersburg. He stated that they should vote down this low-income housing project. Larry Smith, 816 Cameron Street, stated that he had nothing to say until he heard last comment. He stated that he has nothing against the kid. He stated that if the citizens spends $10,000 a year to educate one that this fine. He stated that he is a veteran and that he takes issue with someone having a problem trying to find homes for veterans. He stated that veterans are low-income because they are not that highly trained at many of the levels such as Privates, Sergeants and NCOs that have been injured. He stated to those who are against the proposal to please bring more facts with trying to have low-income. He stated that he ask that the City please support the project. Mr. Johnson stated that Mr. Cooper is present from Pathways if there are any questions. Linwood Christian, 410 Mistletoe Street, stated that at first this was going to be a mute subject to him. He stated that there is one thing that they have to do. He stated that they have got to stop assuming that when they hear the term low-income that it applies to everyone. He stated that if this is the case then he should be lumped into it. He stated that he receives a disability check and that he is considered low- income. He stated that they have got to get away from these stigmas that they hang over peoples head. He stated that a veteran or a nurse that is low-income has just as much right to afford decent housing as anyone else. He stated that when they talk about low-income. He stated that when they talk about the neighborhoods they need to look at the number of slumlords that do not live in the City of Petersburg. He stated that they are taking the neighborhoods down. He stated that on Wilson Street there is a property owner that lives in Canada. He stated that the tenant cannot get them to come get the mold out of the home. He stated that this person has the right to have decent housing like everyone else. He stated that they should look at where the undercover drug marketing is coming from. He stated that it is not coming from the low-income. He stated that they should get rid of the stigma. He stated that this is something to help the veterans. Seeing no further hands, Ms. Jackson closed the public hearing. Dave Cooper, Chief Project Officer, gave an overview of the project for the requested proposal. A public hearing on a proposed Ordinance amending Sec. 11-136 and Sec. 114-236 of the Code of the City of Petersburg, changing the method of measurement of water from cubic feet to gallons. BACKGROUND: Currently the customer’s bi-monthly water and sewer bills are calculated from the consumption reading of the water meter based on cubic feet measurements. Staff recommends the ordinances be changed for calculating the consumption reading of the water from cubic feet to gallons on a monthly basis. RECOMMENDATION: Recommend Council adopt the attached Ordinance. Steven Hicks, Director of Public Works, gave a brief overview on a proposed Ordinance amending Sec. 11-136 and Sec. 114-236 of the Code of the City of Petersburg, changing the method of measurement of water from cubic feet to gallons. Ms. Jackson opened the floor for public comment. Vernel Gannaway, 652 Old Wagner Road, stated that his question would be on how this would affect the customers because they are over budgeting for the project already. He stated that they were told before the process began that there was going to be a savings. He stated that they have something else where things are going from cubic feet to gallons. He stated that in his area there are a lot of drainage problems and he has even had water problems in his home. He stated that he would like this to be explained to him further. Talibah Majeed, 1847 Brandon Avenue, stated that her concern is the accuracy of the meters. She stated that she received a bill like a lot of people that did not make since because of her usage because she is the only person in her household. She stated that she works all day Monday through Friday. She stated that she got a bill that seemed unreasonable. She stated that when she went to the office to ask about it and she stated that she was told that she can wait because another is bill is issued and it will be recalculated. She stated that her bill was the same amount. She stated that she talked to two friends that live in different states. She stated that one lives in New Jersey and one lives in Indiana. She stated that both of them said that these types of meters have been questioned by different towns. She stated that the friend in Indiana read that a couple of towns actually brought law suits against the manufacturer. She stated that she remembers the Vice Mayor asking a question to the person who had something to do with the meters. She stated that one of the questions was about checking to see if there was a comparison to make sure that they have the best meters. She stated that no comparison was made. She stated that she is not clear on how the meters got purchased if there was no comparison. She stated that if there had been comparison done then this idea or issue would have come up and should have been a red flag. She stated that she really thinks that there needs to be a reconsideration and reevaluation of this process. She stated that she cannot afford to pay a bill higher than the one that she was paying before. She stated that now they are supposed to pay the bill on the 6th day of the month. She stated that this does not work for her and her budget. She stated that when it was due on the 16th this worked for her budget. She stated that she was told she was told that they can change the date anytime that they wanted to. She stated that when she asked who “they” was being referred to she did not get a response. She stated that then the lady stated that she has twenty days to pay the bill past whatever day the bill is due anyway. She stated that this time it will be 28 days. She stated that she is now wondering why she is being charged a penalty when she gets the bill that is due on the 6th when she has twenty days to pay it. She stated that she is asking that they reconsider this entire measuring process including the device that is being used. Robert Williams, Richmond Avenue, stated that he talked to one of the water people at one of the  Minutes from the Petersburg City Council meeting held on: April 21, 2015 -8– ______________________________________________________________________________ meetings. He stated that they said it was three different ways that they charge for water. He stated that one of the ways that they charge for water is because there was a median in the ground. He stated that under the new system $0.38 per gallon. He asked whether they will be charged one way or three ways to determine water bill. Linwood Christian, 410 Mistletoe Street, stated that being that the City had two rain storms he hopes that the City does not have another one with what he is getting ready to say. He stated that in this particular instance he would like to come to the defense of the water department. He stated that at their neighborhood association Mr. Hicks did make some things clear at their neighborhood association and also during the meeting that Council Member Hart had. He stated that there were a lot of questions that came up. He stated that Mr. Hicks staff did the best that they could to correct it. He stated that one thing that was good was that people could come down to the office and talk to them about their problem. He stated that another question is on whether the rates are going to be cheaper. He asked what the rates are currently. He asked how it is going to be now going from cubic to gallons. He stated that there were people who were not at home but were still getting enormous water bills. He asked whether they are going to see some lighting of the load going from gallons to cubic feet. Carolyn Bailey, 435 Gillfield Drive, stated that she is also concerned about the process of the water bill going from cubic feet to gallons. She stated that she has spoken to several people in the utility billing office. She stated that she has also spoken to City Council Members. She stated that it seems to be a big confusion. She stated that when she has spoken with the ladies at water billing they stated that the gallons would be billed the same as cubic feet. She stated that it takes seven and a half gallons of water to make cubic feet. She stated that she does not understand how a cubic foot of water would be measured out the same. She stated that she has been told that the surrounding areas are already being charged by the gallons. She stated that as of this morning she has called Colonial Heights, Chesterfield and Hopewell. She stated that they are still being charged by the cubic feet. She stated that they just heard the gentleman talk about low-income. She stated that low-income is a part of Petersburg as well as elderly. She stated that they have to choose between buying their medicine and paying the water bill. She stated that if they are late then they are going to get that $50 late charge. She stated that City workers jobs have been outsourced and they are now facing unemployment. She stated that they are not fortunate enough to have a $20,000 or a $30,000 raise that some people in the room have received. She stated to Mr. Johnson that this is a job and a livelihood for some people. She stated that if you work and live in the City of Petersburg this is a double strike. She stated that she is an educator and they did not get a raise. She stated that before this she did work for the City. She stated the cost is something that they cannot afford. She stated that she is asking City Council to vote against it. Ken Pritchett, 1113 Overbrook Road, stated that he understands that they are just converting cubic feet to gallons. He asked whether this would be the same for garden meters. He stated that he knows that some of the counties have to have a garden meter that measures the gallons going through it. He stated that the Petersburg meters have been cubic feet. He asked that when people call in their garden meter readings will these be converted like the regular water meters. Mr. Hicks stated yes. Mr. Pritchett stated to City Council that they look like they have their backs against the wall for some reason. He stated that they moved the desk back and for them to not run into the wall if they have to make a hasty exit. He stated that he would like to make a comment to Mr. Johnson. He stated that he has had a couple of occasions where he had to run to the water billing department. He stated that there is a young lady in the water department by the name of Mia that is a breath of fresh air. He stated that she has been very pleasant to deal with and that he thinks that if there is any merit pay to be considered in the budget for City employees he thinks that she is a lady that would certainly qualify for it. On roll call vote, voting yes: Coleman, Hart, Hill, Moore, Wilson-Smith, Parham and Myers 15-ORD-30 AN ORDINANCE TO AMEND SECTION 114-136 OF ARTICLE II, OF CHAPTER 114, AND 114-236 OF DIVISION 3, ARTICLE III, OF CHAPTER 114, CHANGING THE METHOD OF MEASUREMENT OF WATER FROM CUBIC FEET TO GALLONS, OF THE 2000 CODE OF THE CITY OF PETERSBURG, AS AMENDED. d. A public hearing on the proposed Operating Budgets for Fiscal Year 2015-2016. BACKGROUND: City Manager has recommended an operating spending plan of $103,933,338 for the Fiscal Year beginning July 1, 2015, and ending June 30, 2016. The public hearing will allow citizens to comment on the City Manager’s recommendations before City Council. RECOMMENDATION: Recommend Council hold a public hearing to receive public comment on the proposed FY2015-16 Operating Budgets. Irvin Carter, Director of Finance and Deputy City Manager, and Curtis Finney, Assistant Director of Finance, gave a briefing over the proposed Operating Budgets for Fiscal Year 2015-2016. Steven Hicks, Director of Public Works, gave an overview of the Utility Budget. Ms. Jackson opened the floor for public comment. Ian Christian, 410 Mistletoe Street, stated that as he is about to graduate from high school he is present today asking them to consider what is being requested by his school system. He stated that he does hope that City Council realize that in the event that the school system is not given 50% of what they are asking then the teachers will not get their raises. He stated that this will mean that many teachers will be leaving and others will not bother to come. He stated that the class sizes will increase. He stated that not granting the school systems what they are asking will leave many programs will be coming to an end with no chances of explanation. He stated that if City Council does not give the school system what they are asking then they would need to accept the responsibility. He stated that this would be to help the students that are coming after him to be able to have teachers, technology and decent class sizes. He stated that he ask the City to put the schools and children first so that they get what they desire. Ken Pritchett, 1113 Overbrook Road, stated that he is present to not be specific on any particular part of the budget. He stated that he is asking that the City Manager and Finance Director consider and find a way to give the tax payer a 5% decrease in real estate taxes for this year and the next three years by utilizing some of the money from the closure of the jail. He stated that the citizens have not gotten a raise which their raise would be a decrease in the tax relief since 2007. He stated that if the City did use some of the savings of the $1.2 million and they use of a penny which is $135,000 and that this would give $675,000 to accomplish the five cents in the tax decrease. He stated that this would leave $525,000 to pay into the fund balance to be able to add to the $750,000 reserved that was budgeted last year by ordinance to use. He stated that the City should be in the 8-10% of the annual budget. He stated that at the moment there are no reserves in the City. He stated that this is a difficult problem for the City as far as the bond rating and everything else and everything that the City needs to borrow money and do everything else. He stated that Mr. Hicks explained that this is something that they have to do as far as the water and sewer in the future years. He stated that he realizes that the debt service will be going down in a few years but they cannot keep adding to the debt service. He stated that this is one thing that has been another instance and area that is causing the bond rating to decline. He stated that he is asking City Council to take a fine tooth comb and go through the budget and to find the nickel per year to take the tax rate down so that the City will no longer be the next to the highest rate in the state. Sheriff Vanessa Crawford, 1616 Kings Road, stated that it appears that the City Manager has only  Minutes from the Petersburg City Council meeting held on: April 21, 2015 - 10 – ______________________________________________________________________________ put 21 positions in the budget for the Sheriff’s Office. She stated that only 18 of those positions are deputies. She stated that in each meeting that they have had with Mr. Johnson as well as the Commonwealth Attorney it was clear that the 21 positions would be funded by the City and the other comp board positions would be not included in the 21 positions. She stated that however this too has changed. She stated that each has requested five deputies in JD&R Court, four deputies in Circuit Court 1 & 2 and six deputies in General District Court. She stated that this is a total of 20 deputies already. She stated that they are responsible for picking up other inmates in other jurisdictions on a regular basis for court. She stated that this would require deputies for transporting. She stated that they also must have deputies in the holding unit to receive inmates and in the control room and a minimum of two deputies to put inmates in a court tank. She stated that it is not safe for one deputy to be escorting 20 inmates. She stated that they also have to restrain those inmates as well. She stated that they have civil process papers that they have to serve daily and that there has to be someone present to type these papers. She stated that these papers include jury summons, subpoenas, court summons and etc. She stated that these papers must be typed before the deputies can serve the paperwork and post them on the door of citizens. She stated that preparation of these documents is critical for the office. She stated that they cannot operate with 20 people. She stated that it has come to her attention that all of the City departments currently maintain people who have the ability to write grants as part of their staff. She stated that she questionably ask why leave the Sheriff’s Office without the ability of a skilled grant writer. She stated that the City Manager stated to her that he wants the grant writer in his office to write for the entire City. He stated that this is not unlike what her grant writer does for her. She stated that in addition to writing grants her grant writer, public information officer and the back-up to the civil process person. She stated that she understands that the City Manager is proposing putting three positions in the Police Department Budget for transportation. She stated that they have been doing transportation for several years because the police were told not to transport out the City. She stated to City Council that they are expected and elected or appointed to represent the desires of the citizens that elect them and act in their constituent’s best interest. She stated that she has been approached by a number of citizens that voice their displeasure of concerns about the City’s closure of the jail. She stated that she hopes that they review the request so that the Sheriff’s Office can continue to serve the citizens in Petersburg in the best manner possible. Cassandra Conover, Commonwealth Attorney for Petersburg, stated that she wrote a letter to City Council regarding the concerns for Courthouse Hill. She stated that she held a meeting with the Sheriff’s Department, the City Manager and a representative from the courts. She stated that she gave out dockets to show them what their schedule is like. She stated that they operate four courts a day and sometimes five. She stated that some of them may not be aware of how busy the criminal docket is. She stated that she is not even talking about the civil docket. She stated that they may hear an average of 100 a week. She stated that they have cases where they have multiple co-defendants. She stated that where it may not be in the paper but the City has had many shootings. She stated that every co-defendant has family. She stated that they have territorial beef within the City. She stated that they need a minimum of four deputies in a court a day. She stated that they have four courts a day. She stated that on Thursdays there will be an additional civil court. She stated that when things jump off the deputies are present for security. She stated that City Council may not have threats to their life but in the 24 years that she has been Commonwealth Attorney she has had threats to her life. She stated that she will not compromise on security. She stated that when they have major trials they need security. She stated that if they have to call the police then the City needs to be able to pay the overtime. She stated that she will not compromise on this. She stated that she ask that they reevaluate those numbers. She stated that 18 deputies are not going to work. She stated that when they have citizens to come to an open court to watch court who need to be protected. She stated that her attorneys need to be protected and the victims as well. She stated that she has a problem right now with cases because victims and witness are too scared to come to court to testify. She stated that now the City wants to compromise on security. She stated that City Council needs to consider now that they have heard the voice from Courthouse Hill. Larry Smith, 816 Cameron Street, stated that his question is in regards to continuing to pay for the BB&T project. He asked whether there is a conflict of interest with any on City Council who may receive monies from a contractor or a subcontractor dealing with the BB&T project. Janelle Sinclair, 808 Sunset Avenue, stated that she would to voice her personal views and  Minutes from the Petersburg City Council meeting held on: April 21, 2015 - 11 – ______________________________________________________________________________ concerns on the proposed budget. She stated that she has concerns about the cost pertaining to the closing of the City jail. She stated that the State of Virginia financially assist locally elected constitutional officers and that this assistance makes up the third largest local aid program in the commonwealth budget. She stated that one of the constitutional officers would be the sheriff and the regional jail officers. She stated that local officers submit requests to the compensation board and the compensation board approves the base budget for each officer. She stated that this includes both the commonwealth’s and locality funding and the compensation board reimburses local government for expenses incurred up to the limit of the approved budget. She stated that the compensation board provides the state portion of operation cost for jails including salaries, benefits of correctional officers and support staff, cost for certain programs and office supplies. She stated that the compensation board pays 100% of base salaries and benefits for local deputies and regional officers and up to the number of officers required by staffing ratios established by the General Assembly in their appropriation acts. She stated that reductions have been encouraged and that this encouragement comes in the promotion of sheriff services such as the regional jail. She stated that the suggestion is to partner and not to eliminate. She stated that the City of Petersburg has worked with Riverside Regional Jail for housing woman for the City of Petersburg. She stated that the cost of this service has been $1,144,564 per the adopted budgeted for FY2014-2015. She stated that now that it has been passed with much controversy she ask her representatives to reconsider the decision due to misinformation. She stated that it was stated that the City will save money, however the City will lose money. She stated that the City of Petersburg support from the State of Virginia in the form of reimbursements will be drastically reduced by millions to $500,000 for the salary of the sheriff and that department. She stated that revenues from other agencies on that budget were reduced by $7 million which includes the reimbursements from the Sheriff Department. She stated that there will be an increase from $1 million to $4 million allocated to Riverside Regional Jail. She stated that this department has experienced a reduction of 67 to 21 employees. She stated that it is crucial that everyone understands that the City did not totally bear the burdens of the salaries, benefits or housing of the inmates as initially told. She stated that the State of Virginia did support this locality. She stated to City Council that their reconsideration of their vote is needed and to consider all the facts and consider them as citizens. Johnna Baskas, 1804 Chuckatuck Avenue, stated that she is Petersburg. She stated that she is a teacher. She stated that she impacts the future of Petersburg. She stated that according to the City’s budget she is not important. She stated that they need to remember that “She is Petersburg” and that she is a teacher. Andrian Dance, 1617 Drury Road, stated that he is a member of Petersburg School Board. He stated that when they met with City Council they gave them some bad information. He stated that they do have openings in the City of Petersburg for teachers. He stated that they have about ten openings for teachers. He stated that they have about 13 teachers leaving this year. He stated that teaching is a very difficult job. He stated that the teachers in Petersburg are underpaid as they are underpaid in the United States of America. He stated that in Petersburg it takes a teacher 41 years to get to the top of the pay scale. He stated that in surrounding areas teachers can retire at 55 years old. He stated in Petersburg they cannot afford to retire at 55 years old because they are not at the top of the salary range. He stated that he has visited several schools since he has been on the school board and there is a lot of maintenance that needs to be done to the schools. He stated that he ask to please support the schools for an increase in their budget. Michael Edwards, 409 Grove Avenue, stated that here the City is debating on a budget and all its misfortune. He stated that last year prior to the shifting City Council Members a motion was made to give raises to four top positions in the City. He stated that it was approved by majority vote. He stated that the positions included but are not limited to the City Manager, City Attorney, City Assessor and the City Clerk. He stated that these positions received raises and amazingly the money was found to make this happen. He stated that he stands before them today for the many voices of the little people that actually run this City in its day to day operation. He stated that he ask each of City Council Members if there is any one up there listening. He asked do they feel the pain and struggle of the City’s employees. He stated that they close the jail and lay off numerous employees but then they sit there and raise a water bill 14% on an already struggling family. He stated that the people that have the everyday task of making sure the City runs deserves so much better. He stated to City Council that they sit in a public meeting and thank them for their hard work and have appreciation lunches for them but that this does not pay their bills or put food on the table. He stated that the cost of living goes up all the time and healthcare is at an all-time high. He stated that many employees are scared to come forward in fear of losing their jobs. He stated that the 800 plus men and women deserve much better. He stated that the solution is simple. He stated that there was money found to give positions raises now they need to make it possible for the dedication to at least have hope for the breaking of the New Year. He stated that with the flat funding for the school system the City should support the school system for any amount of money that they ask for. He stated that the City, its citizens and the students is what make the City shine. He stated that you hear negativity about the Petersburg School System. He stated that there is nothing but hellions in the City. He stated that he came out of the school system in the fifth grade. He stated that he is proud to say that he is a product of Walnut Hill Elementary School. He stated that he can remember all his teachers and principals. He stated that they were dedicated individuals who were not about the money and who were dedicated to see a student better themselves. He stated that he ask City Council as they continue to debate this budget to please look at all of this and the City employees. Dionte Chambliss, 4-A Redwood Court, stated that he is currently a senior at Petersburg High School. He stated that he urges this City Council to at least agree with what some of the citizens are stating. He stated that if the teachers do not get at least 50% more in their pay then they will start to leave. He stated that students will start to miss school because of the teachers not being present. He stated that the students will not have any discipline. He stated that the classrooms will get smaller because students will begin to leave. He stated that extracurricular activities and after school programs will not be needed and children will fail SOLs. He stated that the even Petersburg High School will become unaccredited. Linwood Christian, 410 Mistletoe Street, stated that he stands present as the President of the Citywide PTA and Petersburg Advocates for Children. He stated that he ask this City Council look deeper into funding the schools. He stated that they just saw two students from the Petersburg School System. He stated that they already know that if this City Council does not do what they supposed to do by the schools then they are going to lose teachers. He stated that no teachers will come. He stated that class sizes will get bigger and they will be concerned about security in the schools. He stated that when you look at it how many of the students could possibly be the future Commonwealth Attorney and other positions. He stated that they will never know if they do not do right by the schools. He stated that Petersburg has a long terrible history of being the lowest underfunded school system in the area. He stated that they need to stop this. He stated that the reason that they need to stop this is because that they need to put children first. He stated to Mayor Myers and the rest of City Council that they have gotten out there and talked about what they need to do for the school system. He stated that nobody will come to the City if the school system is not under par because they are underfunded. He stated that they need to put the children first. He stated that they are putting everything else first. He stated that just as his fellow citizen stated about the four positions that got a raise. He stated that if one person deserved a raise or who deserves more to her raise is the clerk being that she is acting as the preceding officer for City Council. Vernel Gannaway, 652 Old Wagner Road, stated that he is also a product of the Petersburg School System based on years of unity with City Council and the school system. He stated that he has never seen anything like today with the division of two bodies. He stated that as City Council Members they should just come in the schools and see what teachers do or go to their homes and find out where they are lacking money to do things for their own families. He stated that he reason why he can stand here today because he had dedicated teachers. He stated that the teachers are part of the community. He stated that they are different today and that they still have some that are still present in the City. He stated that he is Petersburg and that he wears it everywhere that he goes. He stated that he wants to see the betterment. He stated that he wants to see the City where people are not talking about Petersburg as a low-income area. He stated that it is not a low-income it is a rich area. Dr. Joseph Melvin, Superintendent of Petersburg Public Schools, stated that he wanted to take this moment to begin advocating for the proposed budget for the school division. He stated that over the last  Minutes from the Petersburg City Council meeting held on: April 21, 2015 - 13 – ______________________________________________________________________________ couple of years they have seen momentum in the school system. He stated that he certainly does not want to see this slip. He stated that they have dedicated staff and parents. He stated that the students are working very hard and diligently. He stated that they have created innovative programs through the school division. He stated that these programs are not only celebrated in Petersburg but outside the City. He stated that people are watching outside the City especially when it relates to education. He stated that flat level funding cannot get them to where they need to be. He stated that this is almost impossible to get them to do this. He stated that everything continues to rise. He stated that they have looked at the budget and that he does not want to go over it again. He stated that they did that last week and answered many of the questions from City Council. He stated that he is asking City Council to fund the proposed budget for the school division. Seeing no further hands, Ms. Jackson closed the public hearing. There was discussion among City Council and staff. 8. PUBLIC INFORMATION PERIOD: The Public Information Period is established by the Rules of Council to hear input from City residents or owners of businesses in the City. It will last for a maximum of 30 minutes. Speakers will be called in the order that they have signed up to speak. If there are ten or fewer speakers, each shall speak for a maximum of 3 minutes. If there are more than six (6) people desiring to speak, the time allotted to each person may be adjusted or the number of speakers limited to meet the time limitation. A speaker may speak on items except those that are listed on tonight’s Council agenda. Any matter brought before the attention of the City Council during the public information period will not be acted upon by the City Council at this meeting. Ms. Jackson stated that all requests received for public records during the Public Information Period will be regarded as a FOIA request, including all applicable fees to provide the information. Larry Akin Smith, 816 Cameron Street, stated that he needs City Council help. He stated that on March 17, 2105, he attended the City Council meeting. He stated that at the council meeting during the public information period he asked some questions. He stated that the minutes from this meeting clearly show that he asked for guidance in finding where information could be viewed and not for copies of any information. He stated that he did not ask for copies of anything. He stated that the minutes which City Council has clearly approved states that he asks where to find information. He stated that it does not state that he asked for them to provide any copies of information for him. He stated that as a result of his appearance and concern he has been charged for documents without his request or agreement. He stated that this was neither discussed nor agreed upon before sending him documents and a bill. He asked whether this was some new attempt to discharge citizens from stepping up to the podium and asking a question. He stated that this action discourages citizens from exercising their constitutional right to speak. He stated that pursuant to Virginia Code 2.2-3700 it reads “the previsions of this chapter shall be liberally construed to promote and increase the awareness by all people of governmental activities and afford every opportunity to citizens to witness the operations of government.” He stated that it further states that this chapter shall not be construed to discourage citizens from free discussion by officials or employees of public matters of the citizens of the commonwealth. He stated that they need to read the codes. He stated that all public bodies, officers and employees shall make reasonable effort to reach an agreement with a requester concerning the production of records requested. He stated that any ordinance adopted by a local governing body that conflicts with the provisions shall be void. He stated that he therefore ask that this body null void invoice 0103 dated March 31, 2015, that he received from the City of Petersburg. He stated that they have made no reasonable effort to talk to him to reach an agreement on the production of the said public records. He stated that he has asked for and agreed to no such mailing. He stated that he finds their actions to be disturbingly insulting to his rights without fear of financial and legal repercussions. Ken Pritchett, 1113 Overbrook Road, stated that he would like to have the status and not copies of the disposition of properties located at 1842 Powhatan and 1751 Sherwood Road. He stated that he would also like to know when they can expect to display the ordinance that was passed to have the motto “In God We Trust” on display in the council meeting venue. He stated that on the Fleet Street error where the  Minutes from the Petersburg City Council meeting held on: April 21, 2015 - 14 – ______________________________________________________________________________ motion was made in December to sell one parcel and two parcels were conveyed. He stated that he would like to know how the City is going to correct this error and also the assessor’s records have not been corrected. He stated that this transaction closed in February 2013 or 2014 and that it is still showing that each parcel sold for $50,000. He stated that he would like to know what the correct answer to this is. He stated that he would like to ask if City Council would consider an ordinance or amend the current procedure that anytime it authorizes the City Manager to negotiate the sale of City property that it is brought back to City Council for final approval. He stated that he thinks that this could eliminate the problem that they have with Fleet Street. Johna Vasquez, 1804 Chuckatuck Avenue, stated that since 1908 Alpha Kappa Alpha Sorority Inc. has implemented programs and service in helping countless lives. She stated that their current international programs focuses on launching new service and new dimensions of service. She stated that members of their organization including their local chapter Delta Omega and their undergraduate chapter Alpha Epsilon at Virginia State University, which were chartered in 1921 and 1926, have the rewarding opportunity to address community needs in Petersburg and the tri-city area with programs in five target areas. She stated that one is educational enrichment, two is health promotion, three is family strengthen, four is environmental ownership, and five is global impact. She stated that they have plans to greatly expand their community presence as a result of their initiatives which include international community impact days. She stated that they second one that they are having is May 16, 2015, at Walnut Hill Elementary School. She stated that they are going to be refreshing the playground at the school. She stated that their new signature enrichment program is Ascend. She stated that tonight they have students present that are part of the free program that they will have through 2018. She stated that it currently serves 40 youth. She stated that the program focuses on achievements, self-awareness, communication, engagement, networking and developmental skills. She stated that it is designed to motivate, engage and assist high schools students in reaching their maximum potential. She stated that youth in the Ascend program have the opportunity to receive academic enrichment and life skills training to support their enrollment into college or employment on a monthly basis through presentation, events and activities conducted by chapter members, guest speaker and cultural field trips. She stated that their presence tonight was part of the civic engagement component which shows the students the importance of City government. She stated that she is one of the lead coaches for Ascend. She stated that she has the targeted chairman present with her tonight, Cassandra Conover. She stated that she also has the president present, Annette Smith Lee. She stated that they have students and parents in attendance as well. She stated that she would like to thank City Council for allowing the students to engage in the City Council meetings. She stated that she would like to thank City Council as well for allow the Delta Omega Chapter and the Alpha Epsilon at Virginia State University to serve all mankind in the Petersburg Tri-City area. Rasheedah Farid, 18 Jarratt Court, stated that no one spoke about what took place in Petersburg, Virginia this weekend. She stated that she is excited about Petersburg. She stated that sometimes where we work and live there is a lot of negativity. She stated that they had the opportunity to do something good and reduce the stress levels in their lives and speak about the good things in Petersburg. She stated that this weekend a lot of good things were happening in Petersburg. She stated that 6:00am was the marathon and the 5K Walk/Run. She stated that the City had so many people present to see this beautiful picture of people coming from everywhere. She stated that she did hear that it was a group of young ladies from “Black Girls Run.” She stated that she knows that it is a national organization. She stated that there were people as far away as Pennsylvania that came to Petersburg for the walk. She stated that she had some associates from Colonial Heights and that they were cheering them on. She stated that it was a beautiful site to see. She stated that the celebrities took place like Council Member John Hart, Mayor Howard Myers, Vice Mayor Samuel Parham, the City Manager, and that Officer Batts was everywhere. She stated that this has a lot to do with health and wellness. She stated Council Member Darrin Hill was present as well. She stated that they have to celebrate and that they have to be in tune with the joy that contributes to everyone’s overall mental health and physical well-being. She stated that they need to take advantage of these opportunities when they are presented. She stated that she has heard in the past that people say that there is not a lot going on in Petersburg. She stated that Saturday was an indication that there was lot of things going on. She stated that she had the opportunity to dance with Virginia State University Woo-Woos as well. She stated that she attended the smoking BBQ festival. She stated that she also went to the car show at Tabernacle. She stated that she also attended a Soul Logistics Award Show in the City as well. Linwood Christian, 410 Mistletoe Street, stated that on many occasions some of the workers do not get the necessary recognition that they need. He stated that one of the things as a citizen that he would like to do is speak on something that he had spoken on earlier briefly. He stated that he would like to again thank the Department of Public Works Director. He stated that he has really been out there trying to help people understand what is going on with regards to the water bill. He stated that also to mention again there is one lady that when you call her even to ask for a specific telephone number to a certain department the clerk helps. He stated to everyone that they do not realize the value that they have in this young lady. He stated that City Council needs to do her right. He stated that something happened at last City Council meeting and that she was not done right. He asked when will the next Ward 5 meeting will be. He stated to the Mayor that he was accused by one of his associates as she stood up at last meeting and told him what he can and cannot say. He stated that no one is going to tell him what he can and cannot say. He stated that they need to stop gripping and try to do something positive. He stated that on Saturday he was in Richmond with quiet a number of teachers. He stated that they had a “Keep Kids First Rally.” He stated that parents, children and teachers were present. He stated that he is asking that City Council do what is positive and do right by the schools. He stated to the Mayor that he has everyone in his neighborhood and is out there to assist. Vernel Gannaway, 652 Old Wagner Road, stated that he spoke at a few council meetings before regarding the traffic on Crater and Rives Road. He stated that he does not know if this is out of the City’s jurisdiction. He stated that the traffic is still backed up. He stated that when you get in left lane to turn on Rives Road the lights are a problem. He stated that the lights seem to be reversed and that they have to make a U-turn. He stated that you will be in the left lane for about five minutes. He stated that the traffic is being backed up in that left lane. He stated that the City has had a lot of heavy rains. He stated that he has an easement on his property. He stated that he has a real mess from where the trucks were working. He stated that he had a backup drainage. He stated that he found out that the drainage is in his backyard. He stated that the trucks had to come in his backyard and that they drove right on through his yard. He stated that he had to pay for the plumber that came and this was not his fault. He stated to Council Member Hill that he wants this issue dealt with. 9. BUSINESS OR REPORTS FOR/FROM THE MAYOR OR OTHER MEMBERS OF CITY COUNCIL: a. Consideration of a Resolution establishing a project Utility Rate Plan for the next 5 years. BACKGROUND: The Utility Division each year, based on information they receive from our commodity providers, goes through a process to determine if a rate increase will be needed in the upcoming Fiscal Year. As a part of this process they outline any anticipated increases over the next five (5) years which enables them to do forecasting of their revenue and expenditures over that five-year period. This information is used as a planning tool. The projected five-year utility rate plan follows: FY16 14.1% FY17 13.4% FY18 3.2% FY19 4.9% FY20 5.0% RECOMMENDATION: Recommend Council adopt the attached resolution. Vice Mayor Parham made a motion to adopt the resolution establishing a proposed schedule of rate charges for the Petersburg water and sewer utility. The motion was seconded by Council Member Moore. The motion was approved on roll call. Council Member Wilson-Smith stated at the last meeting the Clerk of Council read a statement quoted, “all requests received for public records during the Public Information Period will be regarded as a FOIA request, including all applicable fees to provide the information.” She stated that she asked several times who among City Council had made a decision. She stated that not one of the City Council Members spoke up indicating that it was not made by one of them. She stated that this was followed by a response that the Clerk of Council made the decision. She stated that this is not applicable for her position. She stated that Ms. Jackson position does not have the authority to do this on behalf of City Council. She stated she has studied the subject by reading information provided in the “2014-15 Virginia Municipal League Virginia Freedom of Information Act” as well as information provided by the attorney in reference to the fees. She stated that they have a conflict and that they are not clear and precise to the public on how this ordinance is to be carried out. She stated that such statements would read for instance, “copying over ten pages for a citizen in whom it would cost $0.10 per page and up to $200.” She stated that such a statement gives specifics. She stated that her question was not related to the why or how much. She stated that it did not indicate a misunderstanding of the FOIA act. She stated that her question had to do with protocol. She stated that their council is such in where they as a body to discuss unanimous votes to either implement or agree not to implement. She stated that a decision was made by someone in an attempt to be carried out without consulting the members of council who is the governing bodies of the City. She stated that her concern and question was simply an effort to do things in a manner that is befitting to City Council as a body. She stated that since they as a council did not discuss this issue before it was brought to the public and since after asking several times who authorized this procedure and since hearing that it was authorized by a person who is not authorized to carry this out and make a decision on behalf of City Council she would like to make a motion. Council Member Wilson-Smith made a motion to have the statement made by the clerk during the public information period regarding documents to not be carried out until such time City Council can discuss and agree upon a procedure to carry out the FOIA as it apply to the public. The motion was seconded by Council Member Coleman. There was discussion among City Council Members and staff regarding motion. The motion was approved on roll call. On roll call vote, voting yes: Coleman, Hart, Hill, Moore, Wilson-Smith, Parham and Myers Council Member Wilson-Smith stated to the Clerk of Council that she apologizes again. Council Member Hart stated to Mr. Johnson that he is going to put his support in for Ms. Farid to be in the next City commercial. He stated that last weekend was a great event for Petersburg. He stated that he does not think that most was expecting the crowds that they saw last weekend. He stated that it was a great event. He stated that he actually thought that it was a great moment on council to be involved. He stated that the thinks that they had a good relationship with what was going on last weekend. He stated that they differently need to look forward to future events. He stated that he knows that the group is looking forward to coming back. He stated that they can try and seal some type of deal with them because the morale was present. He stated that when he talked to people at the BBQ they stated that they ran out of food because they were not expecting the amount of people that showed up to come. He stated that when you run out of things during events this is a good thing. He stated that he has a couple of things within his ward that need to be addressed. He stated that in Ramblewood there is definitely drainage and standing water issue that he hopes that they can address and take care of. He stated that it is on most streets that have dips. He stated that they need to clean the drains and dips out. He stated that the last thing that he constantly heard is that City’s process of business is slow. He stated that he hopes that they can look into speeding up this process. He stated that it should not take weeks and months to jobs done that can be done in fifteen or twenty minutes. He stated that money is always going to be an issue. He stated that most people do not have enough money in their homes but that they will try their best to move the City forward. Council Member Coleman stated that Ward 6 will be having a meeting on April 28, 2015, at 6:30pm at A.P. Hill Elementary School. He stated that the sheriff will be guest speaker. Council Member Hill stated that he would like to dido on what Council Member Hart stated. He reminded Council Member Hart to state information on his ward meeting. Council Member Hart stated that he will be having a Ward 7 meeting on Monday, April 27, 2015, beginning at 6:30pm at J.E.B. Stuart Elementary school along with school board member Adrian Dance. Council Member Hill stated he and Vice Mayor Parham will be having their first business ward meeting. He stated that they are trying to get their businesses together to have one meeting. He stated that this will be held at Plaza Mexican Restaurant beside the Walgreens on Crater Road. He stated that the meeting will be on Tuesday, May 26, 2015, at 6:30pm. He stated that he wanted to dido on the race and the BBQ as well. He stated that it was a great success and a lot of great things happening in the City. He stated that his church, Tabernacle Baptist Church, had their first car show. He stated that they will be doing something again in October. He stated that it is a lot of exciting things that are happening in the City and that he wish they can lead off with this stuff in the beginning. He stated that the meetings are kind of long and a lot of people leave out after certain topics are discussed. He stated that he thinks everyone for their support. He stated that he encourages the citizens to keep working with City Council. He stated that it is rough up there and that nobody asked them to be up there and that they are up there because they want to be up there. He stated that they can handle it. He stated that they have family and they have friends and that they hurt to. He stated that they should be mindful with their comments and concerns. He stated that they all want to move Petersburg forward. He stated that he wants in a barbershop and that he hears a lot of comments. He stated that some of the comments are not good. Council Member Moore stated that he wanted to commend police and fire response team. He stated that there was an individual laid out on Washington Street near the old Methodist Church. He stated that it ties into the same issues of the calls that he has been getting from some of the businesses about the panhandling and the people that are walking around in the downtown area. He stated that they are discouraging tourism. He stated that they have talked about some increases in the force of some of the things that they would have to do. He stated that the police and the fire department were present and that it was a joint response team. He stated that they took care of the situation within two minutes and the individual was intoxicated and that he was removed from the streets. He stated to Mr. Johnson that the chiefs are doing a great job and to keep up the good work. He stated that they are working to get the people are the street that are not working and that are not positive. He stated that the Southside Depot will be opening and that there are going to be a lot of people downtown. Vice Mayor Parham stated that he would like to thank the citizens and all the City employees for accompanying the 2500 and plus runners that participated in the run. He stated that all went well. He stated that one thing that he would like to bring forward to City Council is the permit process. He stated that they had some trouble getting the permit for the race. He stated that the time was excess for what it took for the permit to get there. He stated that he rode past the library today and that he has been getting complaints of people loitering around the front of the library. He stated that they need to see what they can do about this and to keep people moving. He stated that on May 7, 2015, he is going to have a Reorganizational Meeting for Neighborhood Watch in Battlefield Park at Vernon Johns Junior High School. He stated that it will be starting at 6:00pm. He stated that Officer Mack will be present. He stated that they will be speaking on getting the community police in the neighborhoods. Mayor Myers stated that he would like to thank all City Council Members for their support and for all the activities and sponsors that happened and they provided information for these events throughout Petersburg. He stated that they had a wonderful day last weekend. He stated that he would like to say that he is very proud of the Clerk of Council. He stated that they even read their own proclamation. He stated that the Mayor really does not have to do much of anything. He stated that she has been underutilized for so many years and that he is proud that she has accepted this role graciously without force. He stated to the clerk that he is very proud of her and that he thanks her for what she does for them on City Council. 10. CITY MANAGER’S AGENDA: a. City Manager’s report 1) Why is the City’s proposed utility fee being increased by 14%? The proposed budget recommends a combined increase of 14.1% for water and sewer rates. The average monthly bill for FY16 will be $46.08 (a $5.73 increase from FY15). This is due to the 21% increase for purchasing water from the Appomattox River Water Authority and the 33% increase for treating sewer water from the South Central Wastewater Authority. To offset some of the rate increase to our customers, The Public Utilities Division eliminated 4 full-time employee positions; limited travel to essential travel and training only, reduced overtime, and eliminated part-time salaries by 50%. 2) Why does the City have storm water fees if drainage in the City remains an issue? The fee was established due to Federal and State mandated laws to fund required programs for preventive maintenance, repair, and improvements to the City’s storm drain system. With these programs, entire storm drain systems are being maintained more often and are being studied to upgrade the areas where the drainage system is inadequate as part of the City’s 5-year Capital Improvement Plan. Funding from the Stormwater Utility allows for improvements that are directly targeted to meet Federal and State laws for water quality standards. While drainage remains a challenge, the funds allow for immediate maintenance of drainage areas that are prone to flooding. 3) Why are we not able to offer additional funding to Schools? The City’s current revenue does not allow for additional funding for the schools. The proposed budget has flat funding; however, City Council has the final approval whether additional funding will be available to the schools or not. 4) Where can City residents gain access to the financial reports of the City? The City’s financial reports are available to everyone on the City’s website (www.petersburgva.gov) under Finance. Also, the Annual Audit is presented to Mayor and Council each year in January. 5) Why did we recognize Local Government Week when kids are out of school on Spring Break? Mayor Myers and I attended A.P. Hill and Robert E. Lee Elementary Schools on Wednesday, April 1st, to talk to the students about local government and to answer their questions. We met with a total of about 70 students. Nationally, Local Government Education Week was recognized April 1-6, 2015. The April 7th City Council meeting was the closet meeting to present the proclamation. Responses to Councilman Moore 1. Request for options to allow for a 3% salary increase for City workers.  Minutes from the Petersburg City Council meeting held on: April 21, 2015 - 19 – ______________________________________________________________________________ A 3% salary increase for City employees (full-time and part-time) will cost $721,449.00. Please be advised that this amount does not include the Constitutional Officer’s employees and it does not include the Department of Social Services employees. The Department of Social Services employee salary increases are aligned with the State salary increases are aligned with the State salary increases. DSS employees in the past received both (State and City salary increases) if the City was financially able to do so in an effort to bring their salaries in line with the market. The cost to include DSS employees is $841,415.00. 2. Increase security at PAT station Petersburg Area Transit has secured the services of Horizon Security under State Contact to have an armed guard at the station. They are presently securing the Station and grounds Monday through Friday. If funding permits, PAT will seek to have them present on the weekends as well. Mr. Johnson stated that he wanted to thank all of the sponsors, volunteers and all that made it out this weekend to the activities. He stated that he thinks that it is a prime example to show what they can do in the City of Petersburg. He stated that they worked together and that it was not all at the expense of the tax payers. He stated that the renters and participants are looking to come back in October for the Halloween Race. He stated that the reenactment was great. He stated that they were fortunate enough to receive the banner that was at the start line. He stated that also he wants to give kudos to Ms. Danielle Fitzgerald at the Chamber of Commerce for participation and the Smoking BBQ. He stated that the board will be having a post meeting with regards to the traffic control during events. He stated that Tabernacle Baptist Church will be having a golf tournament. He stated that they look at having a great year for 2015- 2016. 11. CLERK OF CITY COUNCIL'S AGENDA: No items for this portion of the agenda. 12.
