Minutes from the Petersburg City Council meeting held on: July 11, 2016 -1– ______________________________________________________________________________ The Special Meeting of the Petersburg City Council was held on Monday, July 11, 2016, at City Hall in Council Chambers. Mayor Myers called the special meeting to order at 11:00a.m. 1. ROLL CALL: Present: Council Member David R. Coleman Council Member John A. Hart, Sr. Council Member Darrin Hill Council Member Brian A. Moore Council Member Treska Wilson-Smith Vice Mayor Samuel Parham Mayor W. Howard Myers Absent: None Present from City Administration: Acting City Attorney Mark Flynn Acting City Manager Dironna Belton Clerk of Council Nykesha Jackson, CMC 2. PURPOSE: a. Discussion regarding personnel matters. Mr. Flynn gave an explanation on regards on not going into closed session due to personnel matters being on the entire City employees. He stated that the law does not support this. Ms. Belton gave a brief PowerPoint presentation regarding different tiers for personnel cuts to the entire City. There was a discussion among City Council and staff. Vice Mayor Parham moved that they start of 10% pay cut across the board for all City employees. The motion was seconded by Council Member Hill. There was discussion on the motion. Council Member Moore made a substitute motion to exclude City Council appointees in the 10% pay cut across the board for all City employees. The motion was seconded by Mayor Myers. There was discussion on the motion. On roll call vote, voting yes: Coleman, Hart, Moore, Parham and Myers; Voting No: Hill and Wilson-Smith There was discussion among City Council and staff. Council Member Coleman made a motion that the effective day for the 10% pay cut be July 23, 2016. The motion was seconded by Council Member Moore. There was no discussion on the motion. On roll call vote, voting yes: Coleman, Hart, Hill, Moore, Wilson-Smith, Parham and Myers Mayor Myers made a motion that Ronald Flock (Ward 1), Samuel Rhue (Ward 2), Jeffrey Fleming (Ward 3), Julian Greene (Ward 4), Annie Mickens (Ward 5), Patricia Nunnally (Ward 6), Willie Noise (Ward 7), Vice Mayor Samuel Parham and Council Member Brian Moore appointed to the Citizenry Committee. The motion was seconded by Council Member Moore.  Minutes from the Petersburg City Council meeting held on: July 11, 2016 -2– ______________________________________________________________________________ 16-R-36 A RESOLUTION APPOINTING RONALD FLOCK (WARD 1), SAMUEL RHUE (WARD 2), JEFFREY FLEMING (WARD 3), JULIAN GREENE (WARD 4), ANNIE MICKENS (WARD 5), PATRICIA NUNNALLY (WARD 6), WILLIE NOISE (WARD 7), VICE MAYOR SAMUEL PARHAM AND COUNCIL MEMBER BRIAN MOORE APPOINTED TO THE CITIZENRY COMMITTEE. There was discussion among City Council Members. Vice Mayor Parham made a substitute motion to step down and allow Council Member Wilson-Smith take his place on the Citizenry Committee. The motion was seconded by Council Member Coleman. There was no discussion on the motion. On roll call vote, voting yes: Coleman, Hart, Hill, Moore, Wilson-Smith, Parham and Myers 3.
