Minutes from the Petersburg City Council meeting held on: January 16, 2018 -1– ____________________________________________________________ _______________________________ The Organizational meeting of the Petersburg City Council was held on Tuesday, January 16, 2018, at the Union Train Station. Mayor Parham called the meeting to order at 5:30p.m 1. CALL TO ORDER: Mayor Samuel Parham called the meeting to order. 2. OATH OF OFFICE: No items for this portion of the agenda. 3. ROLL CALL: Present: Council Member Charles H. Cuthbert, Jr Council Member Annette Smith-Lee Council Member Treska Wilson-Smith Council Member W. Howard Myers Council Member Darrin Hill Vice Mayor John A. Hart, Sr. Mayor Samuel Parham Absent: None Present from City Administration: City Manager Aretha R. Ferrell-Benavides City Attorney Joseph E. Preston Clerk of Council Nykesha D. Jackson, CMC 4. BUSINESS OR REPORTS FOR/FROM THE MAYOR AND OTHER MEMBERS OF CITY COUNCIL: a. Review and Adoption of City Council's Rules of Council and Procedure Council Member Myers made a motion to move that City Council adopt the Rules of Council as presented. The motion was seconded by Vice Mayor Hart. There was discussion on the motion. There was discussion among City Council Members regarding page 1, 5 and 15 of the Rules of Council. Council Member Wilson-Smith made a substitute motion to move #3 on page 5 to the end of the meeting. She stated that this way if the meeting begins at 6:30pm they can start at 6:30pm and not have the public have to wait Council Member Wilson-Smith stated that she would like to withdraw her substitute motion. There was discussion among City Council and staff. Council Member Wilson-Smith stated that she wishes to withdraw her comments. Council Member Myers made a motion to move that City Council adopt the Rules of Council as presented. The motion was seconded by Vice Mayor Hart. The motion was approved on roll call. On roll call vote, voting yes: Cuthbert, Hill, Myers, Smith-Lee, Hart and Parham; Voting No: Wilson-Smith 18-R-1 A RESOLUTION ADOPTING THE RULES OF COUNCIL. Minutes from the Petersburg City Council meeting held on: January 16, 2018 -2– ____________________________________________________________ _______________________________ Mayor Parham made a motion to appoint Council Member Treska Wilson-Smith as the Chair and Council Member Annette Smith-Lee as Vice Chairperson to the Education, Health and Human Services Committee; Council Member W. Howard Myers as Chair and Mayor Samuel Parham as Vice Chairperson to the Economic Development, Tourism, Land Use and Housing Committee; and Vice Mayor John Hart as Chair and Council Member Charles Cuthbert as the Vice Chairperson to the Judiciary and Public Safety Committee. The motion was seconded by Council Member Myers. The motion was approved on roll call. On roll call vote, voting yes: Cuthbert, Smith-Lee, Wilson-Smith, Myers, Hill, Hart and Parham 18-R-2 A RESOLUTION APPOINTING COUNCIL MEMBER TRESKA WILSON-SMITH AS THE CHAIR AND COUNCIL MEMBER ANNETTE SMITH-LEE AS VICE CHAIRPERSON TO THE EDUCATION, HEALTH AND HUMAN SERVICES COMMITTEE; COUNCIL MEMBER W. HOWARD MYERS AS CHAIR AND MAYOR SAMUEL PARHAM AS VICE CHAIRPERSON TO THE ECONOMIC DEVELOPMENT, TOURISM, LAND USE AND HOUSING COMMITTEE; AND VICE MAYOR JOHN HART AS CHAIR AND COUNCIL MEMBER CHARLES CUTHBERT AS THE VICE CHAIRPERSON TO THE JUDICIARY AND PUBLIC SAFETY COMMITTEE. City Council Members had a discussion that all standing committee boards would submit quarterly reports when they have their meetings so that there is some transparency. There was discussion among City Council regarding the rules and regulations of the standing committees and the boards and commissions. There was also discussion about the notice of the meetings of the standing committees and the attendance of city council members. 4.
