The Special Called Closed Session Meeting of the Petersburg City Council was held on Monday,
April 12, 2021, on live stream. Council Member Parham called the Special Called Closed Session
Meeting to order at 11:04 a.m.

2. DETERMINATION OF THE PRESENCE OF A QUORUM:
All City Council Members are present.
3. APPROVAL OF THE CONSENT AGENDA (TO INCLUDE MINUTES OF PREVIOUS
MINUTES):
a. Consideration of an appropriation for the Sheriff’s TRIAD Crime Prevention Grant in the
amount of $899.46 (1st Reading)
Council Member Myers made a motion to approve the consent agenda. The motion was seconded by
Council Member Hart. The motion was approved on roll call. On roll call vote, voting yes: Cuthbert, Wilson-
Smith, Myers, Hart, Hill, Smith-Lee, and Parham
4. CLOSED SESSION:
a. The purpose of this meeting is to convene in the closed session pursuant to §2.2-3711(A)(1)
of the Code of Virginia for the purpose of discussion pertaining to performance, assignment, and
appointment of specific public employees of the City of Petersburg specifically including but not
limited to discussion and consideration in preparation for interviews of prospective candidates
for the position of City Manager.
Council Member Hart made a motion that the City Council go into closed session for the
purposes noted. The motion was seconded by Council Member Hill. There was no discussion on the
motion, which was approved on roll call vote.

City Council entered closed session at 11:05 a.m.
CERTIFICATION:
Council Member Hill made a motion to return City Council into open session and certify the
purposes of the closed session. The motion was seconded by Vice Mayor Smith-Lee. There was no
discussion on the motion.
The motion was approved on roll call vote.
On roll call vote, voting yes: Cuthbert, Wilson-Smith, Myers, Hart, Hill, Smith-Lee and Parham
21-R-32 A RESOLUTION CERTIFYING, AS REQUIRED BY THE CODE OF VIRGINIA,
SECTION 2.2-3712, THAT TO THE BEST OF EACH MEMBER’S KNOWLEDGE,
ONLY PUBLIC BUSINESS MATTERS LAWFULLY EXEMPTED FROM OPEN
MEETING REQUIREMENTS OF VIRGINIA LAW WERE DISCUSSED IN THE
CLOSED SESSION, AND ONLY SUCH PUBLIC BUSINESS MATTERS AS WERE
IDENTIFIED IN THE MOTION CONVENING THE CLOSED SESSION WERE HEARD,
DISCUSSED, OR CONSIDERED.
City Council returned to opened session at 12:44 p.m.
3. ADJOURNMENT:
City Council adjourned at 12:39 p.m.

RE: Consideration of an Appropriation for the Sheriff's TRIAD Crime Prevention Grant in the amount of
$899.46. (1st reading of ordinance)
PURPOSE: The purpose of these funds are to purchase equipment for the seniors who are TRIAD members to
help with crime prevention and consumer protection.
REASON: There are continuous safety equipment needs that our seniors require and this is part of our efforts
to educate and promote safety while they are in the community and at home. This grant will ensure that we are
addressing those needs.
RECOMMENDATION: It is recommended that this appropriation be approved as it will allow the Sheriff's
Office to purchase the safety equipment for the senior's participating in TRIAD.
BACKGROUND: On February 3, 2021, the Petersburg Sheriff's Office was awarded a grant which was
solicited by the Office of the Attorney General. This funding was made available to assist the Sheriff's Office in
their efforts to promote safety and crime prevention for TRIAD members.
