Community Development Block Grant (CDBG) Advisory Board

City of Petersburg Community Development Block Grant Advisory Committee April 17, 2024 6:00pm Petersburg Public Library 201 W. Washington Street Petersburg, VA 23803 Regular Meeting Summary 1. The meeting was called to order by Mr. Kofi Adih, Chairman, at 6:14PM. 2. Roll call of Advisory Committee Members: the presence of a quorum was determined. 3. After the Moment of Silence, notes from the March 2024 meeting were approved. 4. New Business: the updated CDBG Timeline of key dates was reviewed. Recommended subrecipients will be published for public review. The Advisory Board will keep in mind that at the June City Council meeting questions and comments from the public should be handled with keeping timeliness in mind; collaboration with the city clerk will be required. It was also noted that the timeline needs to be edited to add a date for award letters to be dispersed and that at the May 15th, 2024 meeting, the Advisory Board will review the CDBG management system called IDIS. This will provide the group with a snapshot of the activities, especially regarding timeliness. 5. Presentation from PY23_FY24 subrecipient Petersburg Recreation, Special Events & Volunteerism on use of the PY23_FY24 award: The award will be used to make improvements to Farmer Street Park’s basketball, tennis and pickle ball courts as  well required maintenance to the pool, which is planned to open on memorial day weekend. There was a delay in commencing the project, due to a necessary change of vendor. The previous vendor updated their quotes and made the cost of the project astronomical. The Parks…department had to regroup. The new vendor should be able to complete the project no later than June 15, 2024. Board members asked the admin to look into the process and cost to place a sign at the site identifying that those upgrades were made possible with CDBG funds. A ribbon cutting event would be nice too. Proposed projects for Fiscal Year 2025 include Legends Park tennis and basket ball courts, Jefferson Street Park and Playground, McKenzie Street Park and Playground and final upgrades to the Farmer Street Pool to complete the resurfacing; this was put out for bidding and the total pool resurfacing project should not exceed $100K. 6. Public Comment Period: N/A. there were no public comments. 7. Other topics discussed: a. This board would like to consider strategies to preserve Pocahontas Island, Jarred House, the McKenney Library and other possible priority areas of the city. Member Leon Curry will draft a CDBG Impact priorities list for future review by the board. b. Volunteers are always needed and welcomed to help keep the parks clean. c.
