BUSINESS ITEMS – a) Discussion, consideration and possible action interlocal participation agreement for Buy Board National Purchasing Cooperative. Fire Chief Andy Logan addressed the council Briefed the council with details of Buy Board National Purchasing Cooperative. -An online purchasing company that streamlines the process of purchasing necessities for municipalities that is free to join. NAY: None b) Discussion, consideration and possible action on Brinley Engineering design services for Piedmont Road from 206th to 220th Street. City Manager Jason Orr addressed the council Services include surveying and samples Councilman John Brown addressed the council Asking if Geo Tech is the core samples. Would like the roads to be raised and the ditches to be lowered to help prevent water retention. Mayor Kurt Mayabb addressed the council How often are samples taken of this mile? How far are we turning the corner past the intersection of 206 and 220th? Do we have a time estimate of completion? We can get the water to run up hill with a covert. th We would like to get the water to go south on piedmont road to a box on the right. Engineer Jason Brinley addressed the council We get six samples every mile. Putting in a drain on 220th to 206th west would help with less water retention. We would lower the ditch going south a crossed 36 and grade roads. The drain will go under 220th. I want to avoid pipe under the roads as much as possible. Getting this project started will cause detours. We will run into utilities and will have to give a six-month notice of doing so. NAY: None e) Discussion, consideration and possible action on sign setback ordinance change. City Manager Jason Orr addressed the council Clarifying that signs are not interpreted in this. Signs do need to be 2 feet off the easement. Councilman John Brown addressed the council Ordinance states that signs need to be 2 feet off easement or 12 feet from the curb. City engineer Mary Elizabeth Mach addressed the Council To clear up and educate everyone, this project with the sewer lagoon has been approved by DEQ and passes Piedmont City Ordinances. Gray water goes into the lagoon. Solids will be held back as the rest will flow through. With this being a church there is not as much passage due to less people there during the week. The sewer lagoon going dry would depend on the weather. NAY: None Jack Jackson addressed the Council When was sewer lagoon approved to be installed why was my neighbors and I not notified of this? I thought that sewer lagoons were not allowed in the city of piedmont. The lagoon is not just Gray water, it is going through a septic tank. Attorney Michel Seagler addressed the Council  Sewer lagoons are allowed in the city of piedmont. City Manager Jason Orr addressed the council This design for the sewer lagoon has met all the necessary qualifications by DEQ and the city. Mayor Kurt Mayabb addressed the council I understand it is undesired, however this has already been passed therefore we are unable to go back now. You with have to just deal with this one. As far as what the what qualifications and regulations for commercial lagoons compared to residential, we will have to look further into. Jonathan Hisley addressed the Council Does DEQ have regulations for commercial lagoons compared to residential? City Engineer Mary Elizabeth Mach addressed the Council Yes I am sure there is. Councilman Albert Gliechmann addressed the Council We are saying we do not allowed lagoons in our city but we have already put one in. This is restricting/prohibiting lagoons but then you are able to go to BOA and have that board allow it. Mayor Kurt Mayabb addressed the Council Community Development can make adjustments to permits for lagoons stating when putting in a lagoon neighbors within certain proximity have to be alerted/notified. BOA can permit lagoons as long as they meet their requirements. City Attorney Michel Seagler addressed the Council I can answer any questions you have regarding this, however you will have to let me know before hand to be able to do the research on each question. John Bickerstaff addressed the Council This area is being used for commercial property. Mayor Kurt Mayabb addressed the Council This needs to be tabled to get cleared up. We can leave the 1987 clause there and we will be okay. Ron Cardwell addressed the Council Any time an issue like this came in it could be handled a lot quicker and approved faster if the council met up twice a month. Mayor Kurt Mayabb addressed the Council Many of the community will not be happy if we don’t stick to section line homes. We want to get us going and get as many alterations done as soon as possible. Everyday we are trying to get investors and help with financing these roads. Our two year plan (2019-2020) is to do mustang. We would like to send out a flier to the community with the roads and dates we would like to get finished. Remove Rolling Prairie and move the other roads up by one year. We have the $10 road matiness fee I want to increase it by $28. Andy Jones addressed the Council The road bond has fizzled out. Having the fee on the bill will help. At what point does the new homes get added to the bill and start paying the fee? When will this fee on the bill apply? There is already a $10 street and ally fund. Will the new fee add to this? We as the community paying this fee want to know that it is being used to current these roads. Councilman John Brown addressed the Council New homes will be charged the fee as soon as the get a meter set for water. We would have $10 and $30 in separate funds. This is a two-year plan for this fee, once two years pass, we will come to come back and vote on it again. We can replace Rolling Prairie with Edmond road to be fixed first. Michael Huel addressed the Council When is the increase in road maintenance going to end? Are we continuously trying to get need businesses’ in town? Revenue streams are what would really help finance new roads. Councilman Melissa Ashford addressed the council Community Development Director and I continue to try and bring in new businesses’ to our town. Not many are interested or entertain the idea opening up here do to small amount of revenue. Road list needs to stay section like roads. Rolling Prairie needs to be eliminated from this list. Mayor Pro Tem Kevan Blasdel addressed the Council Doing Edmond road will not widen it, it will only fix what is there. Increasing the road maintenance fee by $28 will be able to be out in one account. We will be short $300,000 due to the current $10 fee that is already being used. Councilman John Brown made a motion to approve roads on the hand out in the five-year plan and move all roads up by on year. NAY: None n) Discussion, consideration and possible action to accept road dedication for Biggs Estate Lorraine Drive. Mayor Pro Tem Kevan Blasdel addressed the Council Barges have been put in Piedmont road due to flooding. However they fill with mud, which than caused surrounding properties flood as well. City Engineer Mary Elizabeth Mach addressed the Council Track of land developing, drainage supervision, contoured and mapped out. Water does flow into the property. An existing covert is where the water is flowing to across the property. When the house was built they claimed to not have had this issue. The road that is there was built without the plans of this house being place here. We recommend doing a covert that will impact this driveway or we recommend grading it so it will direct it off the property. Mayor Kurt Mayabb addressed the Council The map with tierce shows the water way flows into the lake. We cannot accept a road with these issues without ending up with a lawsuit. This road will go under water and we will be responsible to fix it. There is mud in a covert and water build up. Is there a way to redirect the water? JT Hargus addressed the Council When we designed this we don’t drive up and down the tierces. They were removed because when we build we can take them out if needed. The neighbor has built a dam but it is not protecting his property like he had thought, it will damage it later on. I am unable to do anything to his property so I cant stop the bam. I can go flush it out. Councilman John Brown Addressed the Council This house was built up higher on this property where as the driveway was not. The road will not go under water. This is a civil mater that needs to be dealt with not by the council. The road can continue to stay a privet road. Councilman John Brown addressed the Council This is one of the properties that needs to be rezoned. A guy bought this property to build a home and discovered it to be zoned as agriculture. We had people drive on the side of the road. We had to use a sand truck. Fire Chief Andy Logan addressed the Council Engine 1 is having issues. We are working on FEMA. We are also working with HOA in hopes to get reimbursements. 14.
