SPECIAL MEETING OF THE PIEDMONT CITY COUNCIL
GEORGE FINA MUNICIPAL BUILDING - 314 EDMOND ROAD NORTHWEST
Friday November 12, 2021 at 9:00 AM
MEMBERS PRESENT: Mayor Kurt Mayabb, Councilman Austin Redus Mayor Pro Tem
Kevan Blasdel, Councilman Ron Cardwell, Councilman Jonathan
Hisey
ABSENT: Councilman Melissa Ashford
STAFF PRESENT: City Clerk Jennifer Smith, City Attorney
Michael Segler, Community Development Director Scott Garnand,
and City Secretary Arielle Garcia.
1. CALL TO ORDER - Mayor Kurt Mayabb called the meeting to order at 9:03am
2. ROLL CALL - City Clerk Jennifer Smith called roll and a quorum was present
3. BUSINESS ITEMS –
a) Discussion and possible action to approve Contract for interim city manager.
Mayor Pro Tem Kevan Blasdel made a motion to approve contract for the Interim City Manager. Motion was
seconded by Councilman Jonathan Hisey.
Vote Was:
AYE: Councilman Austin Redus Mayor Pro Tem Kevan Blasdel,
Councilman Ron Cardwell, Councilman Jonathan Hisey
NAY: None
b) Discussion and possible action on grading and adding material to Sara Road between
192nd and 206th
A motion was not made for business item b. Council is directing Public Works to care of road as needed.
c) Discussion, consideration and possible action on resolution 11-12-21 in reference to bridge
inspections by ODOT
Councilman Ron Cardwell made a motion to adopt resolution, allow ODOT to select inspector. Motion was
seconded by Councilman Jonathan Hisey.

AYE: Councilman Austin Redus Mayor Pro Tem Kevan Blasdel,
Councilman Ron Cardwell, Councilman Jonathan Hisey
NAY: None
d) Discussion, consideration and possible action on bids for mustang rd.
Mayor Pro Tem Kevan Blasdel made a motion to accept all bids, award All Roads Paving to pave 6 inches and
add additional 3 year to the warranty, and add the addendum to start after Christmas. Motion was seconded by
Councilman Ron Cardwell.

AYE: Councilman Austin Redus Mayor Pro Tem Kevan Blasdel,
Councilman Ron Cardwell, Councilman Jonathan Hisey
NAY: None
4. ADJOURN – Mayor Kurt Mayabb adjourned the meeting at 9:25
