CITY OF PIEDMONT – PARK & RECREATION BOARD

Wednesday, February 20, 2019 6:30 p.m.
MEMBERS PRESENT: Chairman Dr. Paul Francel, Louann Trammel, and Rebecca
Anderson
MEMBERS ABSENT: Cory Cranfill & Abbie Hamblin
STAFF PRESENT: City Secretary Valorie Cumming
1) CALL TO ORDER – Chairman Dr. Paul Francel called the Parks and Recreation meeting to order at
6:40pm
2) ROLL CALL – City Secretary Valorie Cumming called roll and a quorum was present.
3) CONSENT AGENDA – All items on the consent agenda are non-controversial and may be
approved by one motion.
a) Approval of Minutes for the Park and Recreation meeting on October 17, 2018.
Louann Trammel made a motion to approve the consent agenda. Motion was seconded by Dr. Paul Francel.
The Vote was:
AYE: Chairman Dr. Paul Francel, Louann Trammel, and Rebecca

NAY: None
4) CONSIDERATION OF ITEMS REMOVED FROM THE CONSENT AGENDA –
None
5) PUBLIC HEARING – Topics to include those items not listed in the agenda.
None
6) BUSINESS ITEMS –
b) Discussion and possible action on spring picket sales.
Rebecca Anderson addressed the board
-people are asking us to reopen
Chairman Dr. Paul Francel addressed the board
-let’s go ahead and kick off the sales
-talked to City Manager Jason Orr and he will designate someone to collect the forms and money
c) Discussion on City’s plan for a park and recreation employee.
Chairman Dr. Paul Francel addressed the board
-spoke with City Manager Jason Orr and will start looking now
-keep park in order is primary responsibility and secondary is to help out with public works
-Police Chief Scott Singer is working on getting security up and running
Louann Trammel addressed the board
-is this a part-time position
Rebecca Anderson addressed the board
-are bathrooms actually going to happen
d) Discussion and possible action on events.

2. Easter Egg Hunt- April 19
Rebecca Anderson addressed the board
-Sandra Schwinn is the monarch representative from state
-speak on conservation
-Mayor’s Monarch City
-have to give a presentation
-1,500 people have seen event on Facebook
-event will be at Old Store and at no charge
-we need bathrooms open and working for Easter event
-will have a few special gold coins
Chairman Dr. Paul Francel addressed the board
-can we have more of a forum at the event
-need to promote Easter event
-we always have a good turnout
Louann Trammel addressed the board
-Easter event will start at 5pm and end at 9pm on Friday
-event will be at the park
-have food trucks, bounce house, petting zoo, face painters, Chester, movie and egg hunts
-Hop movie will play on a truck
-once movie end, we will have glow in the dark for intermediate/middle
-2 and under on west side of park against the fence near inflatables
-kids corral inside of park will be for 3-6-year old
-big play ground area will be for 7-10-year old
-Bridge church will stuff and hide eggs as well as serve popcorn
-we need to put up a banner and hang flyers at local events
e) Discussion and possible action on senior leisure area.

-Daren Scott is working on drawing hopefully will have next week
-received stencils for hopscotch, pickleball, foursquare etc.
-Cory Cranfill said he would paint them on
-people are excited about shuffle board and bocce ball
a) Presentation, discussion and possible action on Eagle Scout gaga ball project.
Ethan Olson addressed the board
-one component of the leisure area is the gaga pit
-will do it for Eagle Scout Project
-I have to be in charge of volunteers putting it together
-have small fundraisers to raise money
-any money raised above and beyond will go to park
-wants to raise around $300 or more
-sale goods such as lemonade, beef sticks, funnel cakes, soda, water and Dutch oven cobbler etc.
-cost around $1,051-$1300
-sporty activity for young children to stay active
-rules of the game are simple don’t let the ball hit you, you can’t step out, no feet can be used only use
hands to swat
-it is built like a hexagonal shop
-approximately 10x10 with walls 2x12x10 boards 3 feet off ground and 5-foot posts to keep in
place
-different types of flooring can be used sand, wood, mulch, grass etc.
-need to weather proof such as sealant or special types of paint to also give color
-project completed by June 1st
-would like to extend to community, create flyers, and post on Facebook
-project has to be approved by Eagle Board
-send minutes to us to take with me to the meeting in mid-March
Rebecca Anderson addressed the board
-grass and dirt are not a good idea for flooring
-we could use sand or wood chips
-sand could double as a box for kids to play in and easy to refill
-love to help you promote your project
-for finish like natural wood and paint posts maybe primary color
-you will sale out if you do fundraise event at Easter Egg Hunt
-finances for park are at F&M bank
-Abbie Hamblin is really good at creating flyers
-send me information you would like to post on Facebook
-Library would like to give away books and have a paint and pallet for fundraiser this summer
-Chairman Dr. Paul Francel addressed the board
-wood chips might hamper ball
-you can’t hit people anywhere with the ball except the legs
-seen lots of other Eagle Scout projects and aren’t nearly as good as this
-be confident in yourself and believe we can get community involved
-would like to recognize him somehow maybe with a plaque on the court
-put near athletic fitness circle and volleyball court
-need a rules sign
-we need an equipment and supply list to purchase
Louann Trammel addressed the board
-expand good to sale including water and canned drinks
-like the look of natural wood
-sale goods at the Easter Egg Hunt on April 19th
Louann Trammel made a motion to approve item a with sand flooring. Motion was seconded by Dr. Paul
Francel.

8) BOARD MEMBER’S COMMENTS –
Rebecca Anderson addressed the board
-look at the areas next to splash pad that fill with water
-horse tails
-look at the monarch garden due to flooding
-raised bed with boarder
9) ADJOURN –
Chairman Dr. Paul Francel made a motion to adjourn the Park and Recreation Board meeting at 7:49pm.
Motion was seconded by Rebecca Anderson.
