TOWN OF PINE LEVEL MINUTES OF RECESSED MEETING JUNE 29, 2020 7:00 P.M. CALL TO ORDER Mayor Jeff Holt called a recessed meeting of the Pine Level Board of Commissioners to order on Monday, June 29, 2020 at 7:00 p.m. ROLL CALL √ Mayor Jeff Holt X Commissioner Greg Baker √ Commissioner Jimmy Garner √ Commissioner Phil Pittman √ Commissioner Bill Radford Staff Present: Police Chief Ashley Woodard, Recreation Coordinator Scottie Hayes, and Deputy Clerk Connie Capps. Others Present: None PUBLIC HEARING ON 2020-2021 BUDGET Mayor Holt opened a required public hearing on the proposed budget for 2020-2021. He gave the board copies of the balanced budget. He said the good news is this budget is $37,798.00 less than last year’s budget. He pointed out the following:  tax rate remained the same at $.46  3% pay raises for employees  increase in water and sewer rates combined will be .70 per thousand gallons and that includes the increase from Johnston County and also from the water and sewer project. (An average user of 4,000 gallons would cost a customer about $2.80 more each month.)  Annual Garbage Truck payment of $12,427.00  Annual Fire Department contribution $105,270.00  Police retirement contributions went up from 9.7 to 10.84  Included 5% increase in Health insurance, property and liability and workman’s comp insurance He stated that there was money in capital outlay that was not designated yet, and said the board could look at the budget in the 4 th quarter and possibly make an extra payment on the garbage truck. Mayor Holt stated that beginning this budget year July 1, 2020 through June 30, 2021, with a 20% reduction in sales tax revenues, the town has a balanced budget. He said it was the first time in about 10 years the town did not have to dip into Fund Balance. He said this was due to the town paying off some expenses this past year, such as police cars, and generators. He said the only expenses left are the town hall, water tank, and the Davis Mill Road water line. He said the good thing is we are not having to dip into our reserves. He also stated that the companies that have antennas on the water tank would soon begin to pay the town. The mayor stated he was very happy with the balanced budget. A copy of the budget ordinance is hereby included with and made a part of these minutes. Mayor Holt thanked Connie Capps and Town of Princeton Administrator Marla Ashworth for their assistance with the budget process. Motion to adopt budget and close the public hearing: Comm. Garner Second: Comm. Pittman Vote: unanimous DISCUSSION ON GOLF CARTS Commissioner Garner said he would like for the board to look into adopting a Golf Cart Ordinance. He said that Chief Woodard had reviewed the ordinances from NCDOT and the Town of Four Oaks. He stated that due to seeing more golf carts on the streets, he was concerned for the safety of children and citizens in town. Mayor Holt asked that Golf Carts be placed on the agenda for July under New Business. RESOLUTION Mayor Holt stated that Dan Simmons had requested that a resolution was needed authorizing the Mayor of Pine Level to sign a contract with RD Braswell for the 2017 Water and Sewer Project. The Mayor read the enclosed resolution and it is hereby incorporated and made a part of these minutes. Motion to Adopt: Comm. Pittman Second: Comm. Radford Vote: unanimous MEETING ADJOURNED Commissioner Garner said he wanted to thank Chief Woodard for going beyond the call of duty by working extra nights and said he appreciated all the policemen and the great job they were doing. The Mayor and Commissioners thanked all the employees for their hard work during this time. There being no further business to discuss, the meeting adjourned at 7:30 p.m. Connie N.
