MINUTES OF THE
PINE LEVEL PLANNING BOARD MEETING
SEPTEMBER 24, 2020
MEETING INFORMATION
The Pine Level Planning Board met on Thursday, September 24, 2020 at 6:30 p.m. at the Pine
Level Town Hall. The meeting was called to order by Chairman Randy Jones.

There were no meetings held in June, July and August.
MOMENT OF SILENCE
Chairman Randy Jones asked that a moment of silence be held in memory of the Clayton
Fireman, Jason Dean, who was a 20-year veteran with the Clayton Fire Department that passed
away.
INFORMATION ON FIRE HYDRANT LOCATIONS AND DISTRIBUTIONS
Pine Level Fire Department President Greg Johnston and Pine Level Captain Kevin Scully were
present to discuss the NC State Building Code/ Fire Code information previously distributed to
the board for review. Chairman Randy Jones stated that due to future developments coming to
Pine Level, the town will need to include this information in the subdivision ordinance. He said
the information submitted in the NC State Building Code/Fire Code Appendix B- Fire-Flow
Requirements for Buildings, Appendix C-Fire Hydrant Locations and Distributions and
Appendix D- Fire Apparatus Access Roads, are pertaining to fire and safety issues. He updated
the board on future developments that maybe coming to Pine Level.
Captain Kevin Scully from the Pine Level Fire Department addressed access roads and turn-a-
rounds in subdivisions according to NCDOT standards and Appendix B, C, and D of the NC
State Fire Code. Randy Holloman stated that this information is needed for a guide to go by
when reviewing subdivision plats. After some discussion, Zoning Administrator Scottie Hayes
suggested that Fire Chief Brannan Barbee attend the Subdivision Review Board meetings when
subdivisions are being reviewed in order to be aware of all future developments and to assist in
making sure the NC State Building Code/ Fire Code regulations were followed on the plans
submitted.
After some discussion, Terry Rains made a motion to recommend to the town board to amend
the subdivision ordinance to include and follow the current NC State Building Code/ Fire Code
Appendix B, C, and D for all Minor and Major Subdivisions as well as any revisions that may be
added and to also follow the NCDOT regulations. Randy Holloman seconded the motion. The
motion passed by unanimous vote. Chairman Jones said this information should be included in
the Subdivision Ordinance Checklists. Chairman Randy Jones stated that he appreciated the
Fire Department bringing this information to the board, and their service to Pine Level.
UPDATES
Zoning Administrator Scottie Hayes gave an update on several issues that he had received in the
month.
Scottie updated the board concerning the 160D updates: The Mission Statement and the
Comprehensive Land Use Plan Map. He stated that a new map may need to be submitted due to
some adjustments that will need to be made.
Chairman Randy Jones informed the board that the Polling Place to vote in Pine Level has been
moved from the Fire Station to the Pine Level Elementary School Gymnasium.
MEETING ADJOURNED
There being no further business to discuss, Greg Johnson made a motion to adjourn the meeting
and Randy Holloman seconded the motion. Motion passed unanimously. The meeting ended at
7:35 p.m.
