MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE TOWN OF PINETOP-LAKESIDE, ARIZONA, HELD THURSDAY, FEBRUARY 25, 2016, IN THE TOWN COUNCIL CHAMBERS. Chairman Jarchow called the Regular Meeting to order at 6:00 p.m. Roll call was as follows: ROLL CALL: Present Absent Present Absent John Jarchow X Timothy Williams X James Snitzer X Errol Heslop X Rob Ingels X Adam Staley X _____ Richard Smith X STAFF PRESENT: Evelyn Racette, Town Manager, Kathrine Nunn, Planning Tech and Jill Akins, Assistant to the Town Clerk. ITEM NO. 3, CALL TO THE PUBLIC: There were no requests to address the Commission at this time. ITEM NO. 4, APPROVAL OF THE REGULAR MEETING MINUTES FOR JANUARY 14, 2016 AND JANUARY 28, 2016: Vice Chairman Snitzer asked the Commission for any substantive questions in the meeting minutes would be discussed, but said typos would be given to Jill Akins to correct and not discussed in the meeting. COMMISSIONER WILLIAMS MOVED TO APPROVE THE REGULAR MEETING MINUTES FROM JANUARY 14, 2016 AND JANUARY 28, 2016 WITH THE NOTED CORRECTIONS PROVIDED BY VICE CHAIRMAN SNITZER TO MS. AKINS. COMMISSIONER STALEY SECONDED THE MOTION AND IT CARRIED UNANIMOUSLY. ITEM NO. 5, INFORMATION/DISCUSSION/LEGAL ACTION REGARDING PRIORITIZATION OF GENERAL PLAN IMPLEMENTATION MEASURES: Vice Chairman Snitzer said the General Plan implementation measures need to be prioritized by the Planning and Zoning Commission and giving to Town staff and Town Council. The Implementation Measures as determined by the Planning and Zoning Commission are as follows: Land Use Goals Implementation Measures: 1. Utilize buffering to protect against incompatible uses. Planning and Zoning Commission 2. Review and clarify the Zoning Code. Planning and Zoning Commission 3. Review densities in Zoning Districts. Town Staff and Planning and Zoning Commission 1  4. Review and improve Town regulations. Town Staff and Town Council 5. Enforce compliance with regulations. Town Staff 6. Promote the reduction and eliminations of non-conforming land uses. Planning and Zoning Commission and Town Council. 7. Review all proposed development for conformance to the General Plan. Planning and Zoning Commission and Town Staff. 8. Conduct Design Review. Planning and Zoning Commission 9. Incorporate zoning protections from Section 4.1 in the 2001 General Plan into the Zoning Code. Planning and Zoning Commission 10. Increase the number of community cultural and recreational facilities available and the number of developments providing public space for cultural and recreational purposes. Town Council and Town Staff. Circulation Goals Implementation Measures: 1. Expand multi-modal options. Town Staff and Town Council 2. Expand bike paths throughout Town. Town Staff and Town Council 3. Support and promote pedestrian and bicycle provisions in site design. Town Staff 4. Evaluate roads for safety, access and connectivity in regards to multi-modal transportation. Town Staff 5. Implement traffic calming devices to increase transportation safety. Town Council 6. Increase the number of new sidewalks, multi-modal paths, and trails to link recreation areas, public facilities, and shopping with residential neighborhoods. Town Staff and Town Council 7. Create buffers, landscaped with native vegetation, between pedestrian routes and roadways. Town Staff Economic Development Goals Implementation Measures: 1. Work closely with secondary and post-secondary education institutions to provide education and training that supports business retention, expansion and attraction. Town Council and Town Staff 2. Coordinate business regulations and procedures. Town Staff and Town Council 3. Provide incentives to retains and attract quality businesses. Town Council Environmental Planning Goals Implementation Measures: 1. Encourage remediation of unhealthy forest areas to firewise standards. Town Council 2. Enforce compliance with all Town Code provisions including maintenance. Town Staff 3. Produce and distribute educational materials concerning proper maintenance, management, restoration, and development in natural areas. Town Staff Open Space Goals Implementation Measures: 1. Replace all usage of the term “Open Space” that relates to less than an entire lot with more appropriate terminology in the Town Code. Completed by Planning and Zoning Commission. 2  2. Obtain conservation easements and/or development restrictions, where possible for key open space preservation. Town Council and Town Staff Cost of Development Goals Implementation Measures: 1. Identify development costs. Town Staff 2. Monitor impact fee legislation (A.R.S.) regarding development fees. Town Staff 3. Evaluate potential impacts of all development projects. Town Staff and Planning and Zoning Commission 4. Partner with and assist to identify sources of funding for redevelopment projects. Town Staff and Town Council Growth Area Goals Implementation Measures: 1. Evaluate conditions of existing development to help guide redevelopment. Planning and Zoning Commission and Town Staff 2. Actively seek ways to purchase or retain Woodland Lake Park. Town Staff and Town Council Water Resources Goals Implementation Measures: 1. Participate in regional efforts to protect water resources and its quality. Town Council and Town Staff 2. Meet or exceed state and federal water quality mandates. Town Staff 3. Continually monitor water supply and projected demand. Town Staff 4. Produce and distribute educational materials concerning water conservation practices. Town Staff Vice Chairman Snitzer said the priorities for the Planning and Zoning Commission are as follows: 1. Review and clarify the Zoning Code. 2. Evaluate potential impacts of all development projects. 3. Evaluate conditions of existing development to help guide redevelopment 4. ITEM NO. 6, STAFF REPORTS: Ms. Racette said there would be a Citizen Budget Input meeting on March 10, 2016 at 6:00 p.m., and said the meeting would be held at Blue Ridge High School in Library East. She said there would not be a Planning and Zoning Meeting held that night, but said she would like the Commissioners to attend the Citizen Input meeting. She said each department in the Town would have a station that citizens would be able to visit to find out what staff is planning and proposing for their department for 2016/2017. She said the restaurant and bar tax would and 3 the Capital Improvement Plan would be on the agenda for the March 2, 2016 Town Council meeting. ITEM NO. 7, FUTURE AGENDA ITEMS: Ms. Racette said there would be an upcoming Conditional Use Permit on the March 24, 2016 Planning and Zoning meeting regarding equines. Commissioner Ingels asked the status of a meeting with the Planning Chairman or Director of Navajo County. He said this had been ongoing for a long time and had not happened. Ms. Racette said it is possible and would be a made a reality, but said it probably would not happen until after March 2016. She said there had been discussion regarding the building codes with Chairman Jarchow and Cody Blake at a regional level so the Town would have the same Codes as Show Low, Navajo County and the fire districts.
