MINUTES OF THE PUBLIC HEARING AND REGULAR MEETING OF THE TOWN OF PINETOP-LAKESIDE PLANNING AND ZONING COMMISSION, HELD ON THURSDAY, FEBRUARY 9, 2017 IN THE TOWN COUNCIL CHAMBERS LOCATED AT 1360 N. NIELS HANSEN LANE, LAKESIDE, AZ 85929 A. Call to Order Chairman Staley called the meeting to order at 6:00 p.m. Roll Call: The following Members were present: Adam Staley Chairman Richard Smith Vice Chairman Tim Williams Commission Member David Barnby Commission Member Mazie Hastings Commission Member The following Members were absent: John Jarchow Commission Member Also Present: Cody Blake Community Development Director Jill Akins Deputy Town Clerk Karen & Steve Applicants Kraxberger John Salskov Applicant Minutes of Planning and Zoning Commission Public Hearing and Regular Meeting – February 9, 2017 Page 2 B. Call to the Public Chairman Staley called for public comments. No comments were offered. C. Old Business The Commission did not have any old business to discuss. D. New Business D.1 Public Hearing – Review, Discussion and Consider Zoning Map Amendment from R1-4 to C-1 Light Commercial; APN(s) 311-47-013 Member Hastings moved to adjourn the regular meeting and move into the public hearing. Vice Chairman Smith seconded the motion and it carried unanimously. Town Community Development Director Blake responded to questions by the Commissioners regarding the property. He said to leave the property partial C1 and residential would leave the lot non-conforming and would not be feasible. He responded the Kraxbergers are living in the old Munich House as their second residence. Town Community Development Director Blake stated nineteen letters were mailed out to the neighbors within 300 hundred feet of the property, and said he received three responses and all three had no objections to the rezoning of the property. Town Community Development Director Blake stated a rezone would not give the Kraxbergers an outright use to do whatever they want on the property, and said other than single family residence, the property would require site plan review from the Planning and Zoning Commission. Mr. Krazberger stated he and his wife had been in the community for 20 years. He said their first business was a bed and breakfast, and said the property is ideal for a bed and breakfast. He said it is a possibility they might expand the restaurant into a bed and breakfast along with two to three small rental cottages. He explained they had bought another business in Town which is currently taking precedence over building the third cottage. He stated their biggest concern is part of the Munich House being zoned residential, and said he like to be in compliance and have the lot zoned commercial. Member Williams moved to close the public hearing. Member Hastings seconded the motion and it carried unanimously. Vice Chairman Smith moved to recommend to the Town Council approving the request for a zone change from R1-4 to C-1 for APN 311-47-013 with the following condition that all future development on the parcel is subject to site plan review by the Minutes of Planning and Zoning Commission Public Hearing and Regular Meeting – February 9, 2017 Page 3 Planning and Zoning Commission. Member Hastings seconded the motion and it carried unanimously. D.2 Consider Accepting the Resignation of Robert Ingels to the Planning and Zoning Commission Member Williams moved to accept the resignation of Member Robert Ingels. Vice Chairman Smith seconded the motion and it carried unanimously. Vice Chairman Smith stated Member Ingels was always prepared and spoke from the heart regarding matters before the Commission. Chairman Staley expressed his gratitude to Member Ingels, and said he respected Member Ingels opinions and thoughts provided to the Commission. He stated Member Ingels always had the Town of Pinetop-Lakeside in his best interests. D.3 Review, Discussion and Consider Letter of Interest from John Salskov for the Vacancy on the Planning & Zoning Commission Town Community Development Director Blake announced he had received a letter of interest from Mr. Salskov for the vacancy on the Planning and Zoning Commission. Mr. Salskov stated he is an attorney and resident in Pinetop-Lakeside. He said he would like to be involved in the community and help manage change and growth in the community. His primary focus of law is real estate. Member Williams moved to recommend to Town Council the appointment of John Salskov for the Planning and Zoning Commission vacancy with the term ending July 24, 2019. Member Hastings seconded the motion and it carried unanimously. D.4 Review and Discussion to Determine Possible Updates to the Town Code Title 17 – Zoning Chairman Staley directed homework for the Commission Members to review the remaining definitions in Title 17 - Zoning before the next regular meeting. The remainder of the definitions would be reviewed at the next meeting. D.5 Discussion Regarding Any Future Agenda Items Town Community Development Director Blake stated there are no future agenda items at this time. He recommends cancelling the second meeting in February 2017. The next regular meeting would be held on March 9, 2017. Staff Reports Town Community Development Director Blake announced the possibility of a Town Council and Planning and Zoning Commission work session following a light Town Council meeting, possibly the second Town Council meeting in March 2017. Town Community Development Director Blake distributed to the Commission Members the following: Town of Pinetop-Lakeside Strategic Management Plan, the General Plan, a book titled Over My Dead Body and notes from a meeting held on Monday, December 12, 2016 with local business owners and Town Manager Keith Johnson. Town Community Development Director Blake reminded the Members to attend the Open Meeting Law Training on February 28th at the City of Show Low. Town Community Development Director Blake announced the Winterfest being held at Mountain Meadow Recreation Park on Saturday, February 25, 2017. F.
