Page 2 Mayor Irwin led the Pledge of Allegiance to the Flag. Diane White offered the Invocation. 8. Call to the public Mayor lrwin called for public comments. No comments were offered. C. Consent Agenda Mayor Irwin announced consideration of the Consent Agenda and explained that all items listed would be acted upon by a single vote of the Council, unless a member of the Council asked that specific items be removed from the Consent Agenda, discussed, and voted upon separately. Vice Mayor Smith moved for passage of the Consent Agenda. Council Member Beus seconded the motion and by show of hands the following vote was recorded: AYES NAYS ABSTAIN Mayor Irwin X Vice Mayor Jeny Smith X Council Member Krigbaum X Council Member Snitzer X Council Member Watson X Council Member Beus X Council Member Heisler X Mayor Irwin then declared that all Consent Agenda items in these minutes were approved, passed, and adopted with a 7-0 vote. C.1 Consider approval of the Minutes of the Town council Meeting held on May 19, 2022. By a unanimous vote under the Consent Agenda, Town Council approved the minutes of the Town Council Meeting held on May 19, 2022. C.2 Consider approval of the Town check Register for the Minutes Of the Town Council Regular Meeting -June 2, 2022. Page 3 __ period of April 1 through 30, 2022. __ By a unanimous vote under the Consent Agenda, Town Council approved the Town Check Register for the period of April 1 through 30, 2022. C.3 Consider approval of the application for Extension of premises to allow alcohol on an upstairs deck at the Munich Haus located at 2044 E. White Mountain Blvd. Pineto AZ 85935. By a unanimous vote under the Consent Agenda, Town Council approved the application for Extension of Premises to allow alcohol on an upstairs deck at the Munich Haus Located in Pinetop, AZ. C.4 Consider approval of ordinance No. 22-448 and Resolution No. 22-1614 amending Chapter 17.60.020 Commercial Recreational Zoning District. __ By a unanimous vote under the Consent Agenda, Town Council approved Ordinance No. 22-448 and Resolution No. 22-1614 amending Chapter 17.60.020 Commercial Recreational Zoning. D. Business Before the council Mayor Irwin announced that Public Comment will be taken at the beginning of each agenda item, after the subject has been announced by the Mayor and explained by Staff. Any citizen, who wishes, may speak one time for five minutes on each agenda item before or after Council discussion. Questions from Council Members, however, may be directed to staff or a member of the public through the Mayor at any time. D.1 Consider accepting the resignation of planning and zoning __ Chairman Adam staley effective May 2022. Community Development Director Loyd shared that Chairman Staley had submitted his letter of resignation from the Planning and Zoning Commission. Director Loyd stated that the vote passed with a 4-1 vote at the Planning and Zoning meeting held on May 26, 2022. Vice Mayor Smith moved to accept the resignation of Adan Staley from the Planning and Zoning Commission. D.2 Recognition and appreciation of planning and zoning chairman Adam Staley for his dedication and service from June 2013-May 2022. Community Development Director Loyd stated that Chairman Staley is an outstanding citizen and served on the Planning and Zoning Commission for nine (9) years. Director Loyd added that Mr. Staley willingly served as Chairman for the last six (6) years. Director Loyd stated that Mr. Staley will be missed and presented Mr. Staley with a plaque in appreciation of his service and dedication to the Planning and Zoning Commission. Adam Staley shared that he appreciated the recognition and that it was a pleasure serving the town. Mayor Irwin added that she appreciated the work and dedication Mr. Staley provided to the Planning and Zoning Commission. D.3 Consider authorizing the call of Election and Resolution No. 22-1615 for the Town's 2022 General Election, November 8, 2022. Town Clerk Salskov explained that the purpose of the Call of Election for the November 8, 2022, General Election is to renew the Altemative Expenditure Limitation-Home Rule Option. Council Member Snitzer moved to approve Resolution No. 22-1615 authorizing the Call of Election for the Town's 2022 General Election, November 8, 2022. D.4 Reports from council committee Liaisons and Town Manager. Council Member Krigbaum shared that she had attended a meeting in Cottonwood for TRACKS. Councilor Krigbaum said that her most important part of working with TRACKS is trail work and building trails which she does every Monday moming. Councilor Krigbaum shared that Save Our Park will be meeting on Monday, June 13, 2022. Councilor Krigbaum reported that CPAW has not yet met. Council Member Beus reported that Blue Ridge Unified School District held graduations for Kindergarten through Seniors in high school. Councilor Beus also shared that eurollment is going well and the school is at full capacity. Councilor Beus shared that the top academic priority for the upcoming school year is the implementation of new curriculum for K-12 grade. Councilor Beus added that the school district is preparing for enhanced security and practicing evacuation drills as well as associated reunification plans in response to emergency incidences. Councilor Beus stated that the Historical Society held a meeting a week ago which included an invite to Chief Dan Bames and Councilor Beus to give a presentation on the new Police Department building plans. Councilor Beus stated that the Historical Society is excited to re-open the museum. Council Member Heisler stated that he had no report at this time. Vice Mayor Smith shared that the Transit Advisory Committee has not met since he last gave a report, and there is nothing new to report. Vice Mayor Smith stated that the RE Center has made a request for a stop at their facility which will be discussed with the town in the future. Vice Mayor Smith said that the Senior Center appreciated everyone that has helped with serving lunch, Vice Mayor also shared that the senior Minutes of the Town Council Regular Meeting -June 2, 2022. Page 6 Center is in negotiations/discussions with the school board to extend the lease, Vice Mayor stated that there are roof repairs that need to be done and they are working on a grant to have the repairs done and the new lease will extend to the life of the roof. Council Member Watson stated that he had no report at this time. Council Member Snitzer shared that TRACKS started trail work in Show Low to beat the warm weather, when they moved to Pinetop, they were red flagged out of the forest. Councilor Snitzer stated that when the forest has restrictions they are not allowed in with their tools as they can cause a spark. Councilor Snitzer said the Rainbow Lake Coalition is working on strengthening their ties with the irrigation district. Councilor Snitzer shared that the Nature Center spring carnival was a success setting a new milestone in their fundraising efforts. Councilor Snitzer stated that the Nature Center had received a major donation which will help fund two bathrooms, repair doors and install carpeting. Councilor Snitzer spoke briefly about the partnership with Land on Sky adding that construction has begun on a facility for Land on Sky with Arizona Office of Tourism grant money. Mayor Irwin reported that the Jack Barker Memorial Fund will have its annual golf tournament on September 17, 2022, at the Pinetop Lakes Golf and Country Club. Mayor Irwin shared that the VFW had their Memorial Day ceremony at the Veterans Memorial at Town Hall on Monday, May 30th at 11:00 a.in. and appreciated the outpouring of support from our community and Council that attended. Town Manager, Keith Johnson shared that the town will hold a budget session on June 14, 2022 at 9:00 a.in. Manager Johnson also reminded Council that the Town's much anticipated hot air balloon festival will be held June 24-25, and moming of the 26th. With a Pilot welcome meeting on June 23rd. Manager Johnson explained that they need volunteers to help with Smokey Bear balloon. Lastly, Manager Johnson shared that on June 29th the Town will be commemorating the 20th anniversary of the Rodeo-Chediski fire at 10:00 a.in. at Jack Barker Memorial Park, reminding that the community is invited, and that the Town will be unveiling a piece of art that will be displayed at the park.
