Business Before the Council Public comment will be taken at the beginning of each agenda item, after the subject has been announced by the Mayor and explained by staff. Any citizen, who wishes, may speak one time for five minutes on each agenda item before or after Council discussion. Questions from Council members, however, may be directed to staff or a member of the public through the Mayor at any time. 8.1 Conduct the second public Hearing on renewing the Alternative Expenditure Limitation-Home Rule Option at the November 8, 2022 General Hlection. Mayor Irwin called for public comment. No comments were offered. 8.2 Consider Resolution No. 22-1617 renewing the Alternative Expenditure Limitation-Home Rule Option at the November 8, 2022 General Hlection. Finance Director Rodolph shared that the last election held for the Home Rule Option was in 2018 for the Fiscal Year starting in 2019-2020 adding that the Town has been operating under that Expenditure Limitation for the last four (4) years. Director Rodolph stated that the current Expenditure Limitation will end at FY22- 23. Director Rodolph asked Council to consider and approve Resolution 22-1617, placing the Altemative Expenditure Limitation on the November 8, 2022 General Election Ballot. Director Rodolph reminded Council and public that the Altemative Expenditure Limitation-Home Rule Option has nothing to do with raising taxes, adding that it simply allows Council to have control to spend resources the Town currently has. Director Rodolph stated that a question has come up in the past, "wfecz/ feczj?pe#s I/ we can't spend the money because Of budgetary limitations? " Directo_I I+.oddrph stated that the money would stay in the bank, adding that Home Rule Option is using the money/resources the Town is already receiving. Director Rodolph stated that it is very important to the Town. Director Rodolph shared flgures that he presented at the previous Town Council Public Hearing held on June 16, 2022, stating that the current FY22-23 the Town's budget will be approximately $25,000,000 adding that if the Town were to abide by the state-imposed limit it would drop our limit to $6,171,000 this would leave the Town $ 19,000,000 short and would force the Town to try and calculate exclusions t0 get  Page 3 Minutes of the Town Council Special Meeting -June 22, 2022. thebudgetunderthestate-imposedlimit.DirectorRodolphaddedthattheexclusion calculation is very difficult. DirectorRodolphaddressedachartthatwasinthepacketshowingallArizonaCities and Towns according to the League of Arizona Cities and Towns. Director Rodolph explained that there are 94 cities and towns and 81 of them have adopted the Altemative Expenditure Limitation-Home Rule Option or a Permanent Base Adjustment. Director Rodolph finished with sharing the importance of the Home- Rule Option to allow the Town to use the resources it already has. Mayor Irwin reminded Council, staff and public that there will be a publicity pamphlet that goes out before the General Election and a pro or con article can be written and added to the publicity pamphlet for a fee. Mayor Irwin added at the last election for the Altemative Expenditure Limitation there were two pro articles written and no con articles written or submitted. Council Member Beus moved to adopt Resolution No. 22-1617 proposing an extension of the Altemative Expenditure Limitation-Home Rule Option at the November 8, 2022 General Election. Council Member Heisler seconded the motion and by the show of hands the following vote was recorded: AYES NAYS ABSTAIN Mayor Irwin X Council Member Krigbaum X Council Member Snitzer X Council Member Beus X Taber Heisler X Mayor Irwin declared the motion passed with a 5-0 vote.
