April 3, 2025. Page 2  Pledge of Allegiance and Invocation Mayor Irwin led the Pledge of Allegiance to the Flag. The Invocation was offered by Town Manager Keith Johnson. B. Call to the Public Mayor Irwin called for public comments. Larry Mc Cormick offered the following comments, “Good evening everyone. Larry McCormick, I live in the County. I have lived here approximately eight (8) years now and over the last two to three weeks there has been a noticeable uptick in Police presence up and down the 260. I would like to applaud whoever brought that about. I think it is a great thing. Obviously everybody that drives the Town, especially on the 260 knows that the speed limits are abused quite easily. In the past, I think it was last Labor Day, there was a fatality accident on the 260. Anyway, I just want to applaud the overall presence of Police and hope that it continues throughout the summer when we are invaded by the large number of part-timers that come up. Hopefully it will be much safer for the old guys like me. Again, thank you. It is nice to be able to say something positive for once. Thank you.” Ken Cail offered the following comments, “Hello Mayor Irwin, Members of the Council, and Town Employees. Thank you for this opportunity to address you as I am not a citizen of the Town and sometimes I wish to be. This clearly means that I have ideas and desires about annexation. I have lived in this community since 1969, before it became a Town. I daily travel to the park. I was one of the first to write letters to the editor about our need for a park. We initially faced uninformed opposition from the Forestry Department in which a not so public apology had to be written. I have addressed the Council by letter and through letters to the editor concerning the danger of our voting machines because the only complete source of voting tallies comes from such machines. A system of full observable hand counts with a machine count could only add to the safety of our system of democracy. This is an issue that was unanimously approved at our Arizona Town Hall held in Show Low. Towns in Navajo County should push to abolish the practice of bundling vote totals, which could make it hard to see vote manipulation and return to reporting by polling place. A top elected official who has a daughter with a voting machine patent in China is a concern no matter which side of the political spectrum you sit on. Nature-based tourism, affordable housing, a dog park, and road improvements are town issues that I want to be part of. Working with Mayor Irwin in utilizing state funding sources such as the Tax Credit Program for our schools and for nonprofits such as Camp Tatiyee are a great idea. The biggest hurdle that I have found is miscommunication compounded by resistance to open discussion. To overcome this, we will need to have available time. Whatever your position is on any of these topics, it can be addressed and improved through civil discussions in this time of division. I am requesting that the Town Council form a dog park committee of community members, Town Staff, and Town Council representatives. Thank you for your time.” C. Public Works Director Patterson reminded Council that this item was presented to Council on March 20th and was tabled. Director Patterson stated that the wording “inflatable movie screens”, was removed from the previous description and said that they are not high risk for causing injury. The main purpose of adding this Section to the Town Code is the risk of injury caused by Inflatable Play Structures. Director Patterson added that the Town’s Insurance Risk Pool does not approve of the use of Inflatable Play Structures on Town properties. The previous wording was Bounce Houses and Other Inflatables. Mayor Irwin declared a Public Hearing. No comments were offered. Mayor Irwin Closed the Public Hearing. Vice Mayor Beus moved to approve Ordinance No. 25-482 adopting an amendment to Town Code Title 12, Chapter 12.12 TOWN PARKS, by adding Section 12.12.070, which prohibits the use of INFLATABLE PLAY STRUCTURES in Town parks, recreational facilities, and Town owned rights-of-way; and adjusting the numbering of all succeeding Sections of Chapter 12. Page 6 D.5 Public Hearing, Discussion and Consideration of Ordinance No. 25-483, Approving Zone Change (Z-92), A Zoning Amendment from R-Low to R1-2 for the Zoning Map of the Town of Pinetop-Lakeside. To view the presentation of this item, go to: https://www.youtube.com/watch?v=BmXrCYdkXqo&t=409s The presentation of item D.5 starts at minute 29:50 Community Development Director Loyd shared that a homeowner in the mentioned area submitted an application to add a garage on his property, After reviewing the request, Director Loyd had to inform the applicant that it would not be allowed because development standards for the zoning of his parcel were not met. When Director Loyd looked at the surrounding properties he found nine (9) other properties that did not meet the Town’s zoning requirements. Director Loyd said he is unsure of how this happened, it was done in the late 80’s. Director Loyd explained that a Zoning Amendment is needed in order for these parcels to meet the Town’s Zoning Requirements. The amendment will change the Zoning of all nine (9) parcels from R-Low to R1-2 for the Zoning Map of the Town. Mayor Irwin declared a Public Hearing. No comments were offered. Council Member Heisler moved to adopt Ordinance No. 25-483 approving (Z-92) a zoning amendment from R-Low to R1-2 Single-Family Residential Zoning District- Twenty Thousand (20,000) Square Feet Per Dwelling Unit for the Zoning Map of the Town of Pinetop-Lakeside, amending the zoning of 6.3 acres for the following APN’s, 311-50-025B, 311-50-025C, 311-50-025D, 311-050-025E, 311-50-026A, 311-50-026B, 311-50-026C, 311-50-026D, 311-50-085, and 311-50-086. As the academic year concludes, we would like to extend our sincere appreciation and congratulations to three outstanding graduating seniors—Grace Smithson, River Rigg, and Jackson Woods—for their dedicated service as members of the Mayor’s Youth Advisory Committee. Throughout their time on the Committee, Grace, River, and Jackson have shown exemplary commitment to learning about local government and to serving our community. Their involvement has been instrumental in the success of numerous initiatives and events that benefit residents of all ages. Notably, these students played an important role in supporting the Backpack Snacks program by helping to raise awareness and pack food donations for children who may face food insecurity outside of school hours. They also generously gave their time and energy to assist at community events such as the Town’s Easter Celebration, the Mayor’s Tree Lighting, and lunch service at the Community Center, among many others. Their leadership, compassion, and community spirit have left a lasting impact, and we are truly grateful for their contributions. As they move forward to pursue new opportunities, we wish them continued success and know they will accomplish great things in the future.
