Council Minutes June 19, 2014 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, June 19, 2014. Mayor Sanders led the invocation. Girl Scout Troop 142 led the Pledge of Allegiance to the Flag of the United States of America. Mayor Sanders appointed Anje May as Acting Clerk for the meeting. Roll Call: Anje May, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts made a motion to waive the reading of the May 29, 2014, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the May 29, 2014, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect that both motions passed unanimously." Mayor Sanders suspended rules. Mackenzie Johnson, with Girl Scout Troop 142, spoke briefly about the community project they finished at Triangle Park. Ms. Johnson stated that the girl scouts finished the flower bed and that they had a fun time doing the work. Ms. Leslie Mayo, Girl Scout Troop leader, stated that 11 girls participated in the project and that everything for the project was donated. Ms. Mayo stated that it took 3 hours to complete the project. Ms. Mayo presented a frame with pictures of girls in different stages of the project to the council. Mayor Sanders presented the Girl Scout with a box of gifts from the Clay-Pinson Chamber of Commerce. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $48,048.59; a copy of the bills schedule is attached. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say "no", all in favor say "aye." Mayor Sanders, "Let the record reflect that the motion passed unanimously.” Public Safety: Councilor Cochran mentioned that Chief Donnie West with the Center Point Fire Department was selected as one of two people to receive Fire Chief of the Year. Mayor’s Report: Mayor Sanders mentioned that the spot showers we have received has delayed the paving at Emerald Lakes. Mayor Sanders stated that he and Councilor Cochran went to the Jefferson County Board of Education meeting. Mayor Sanders stated that while there the board approved Clements Dean to do an aggressive fertilization treatment on the football field. Mayor Sanders stated that PVYA needs repairs on the lights in the restrooms and press box area. Old Business: Councilor Tanner mentioned that she would like the Mayor to check into buying a cover for the sign at the Rock School. Councilor Cochran offered resolution authorizing a contract concerning Pinson Park, Phase 1 for the amount of $277,850.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-no; Councilor Churchwell-yes; Councilor McCain-yes.. Mayor Sanders, resolution passes as Resolution 14-18. Councilor Cochran offered a resolution authorizing the Mayor to execute a purchase contract with Joe Jolly for a general obligation warrant in the amount of $2,000,000.00 for the park and City Hall financing. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes.. Mayor Sanders, resolution passes unanimously as Resolution 14-19. Councilor Roberts offered a first reading of the 2014-2015 budget with a new format. New Business: Councilor Roberts offered an ordinance amending the business license code concerning certain annexed businesses. Councilor Cochran duly seconded the motion. Mayor Sanders asked for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as Ordinance 2014-24. Councilor Roberts offered a first reading of a resolution streamlining and clarifying budgeting and budget reporting. Councilor Tanner made a motion to have the July 17 meeting at Palmerdale Homestead Community Center at 10 a.m. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say "no", all in favor say "aye." Mayor Sanders, "Let the record reflect that the motion passed unanimously.” Public Comment: Debra Wilder, 6717 Lakes Edge Lane, asked why the city council did not put any money in to the Pinson Valley Youth Association. Ms. Wilder stated that she didn’t know why the city couldn’t give or loan PVYA $10,000.00. Ms. Wilder stated that they would do fundraisers but there was no place to host them. Ms. Wilder stated that PVYA has never had help with equipment cost. Ms. Wilder stated that the football field was in horrible condition. Councilor Cochran stated that the city has spent thousands of dollars improving the PVYA property. Councilor Tanner stated that she wanted the city to take over the park. Barry Wilson stated that PHCC host fundraisers all the time for different things and do not charge for them if they are affiliated with the city. Pete Chandler, 4450 Silver Lake Road, stated that the money from the softball tournament should go to buy equipment for the PVYA football team. Councilor Cochran offered a motion to enter executive session for the purpose of discussing real estate and trade and commerce. Councilor Churchwell duly seconded the motion. Mayor Sanders, I provide certification in regard to trade and commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously”. Mayor Sanders released Anje May as Acting Clerk and appointed Councilor Dawn Tanner as Acting Clerk. Mayor Sanders called council out of executive session. Councilor Cochran moved to adjourn. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
