Council Minutes
July 31, 2014 – 6:30 p.m.
Special Called Meeting
The Pinson City Council met in Council Chambers at 4410 Main Street on Thursday, July 31,
2014. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the
Flag of the United States of America.
Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following
council members present:
Mayor Sanders
Councilor Tanner
Councilor Cochran
Councilor Churchwell
Councilor McCain
Absent:
Councilor Roberts
Councilor Tanner made a motion to approve payment of the bills in the amount of $93,037.07; a
copy of the bills schedule is attached. Councilor Cochran duly seconded the motion. Mayor
Sanders called for any discussion. Councilor Tanner mentioned that $80,000.00 of the amount is
for paving done at Emerald Forest. Mayor Sanders called for any further discussion. As there
was no further discussion, Mayor Sanders called for all opposed say "no", all in favor say "aye."
Mayor Sanders, "Let the record reflect that the motion passed unanimously.”
Councilor Cochran made a motion offering a resolution accepting the dedication of a portion of
Gold Leaf Lane located within Aspen Ridge Sector 2. Councilor Tanner duly seconded the
motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders
called for a roll call vote on the main resolution with the following results:
Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Churchwell-yes;
Councilor McCain-yes.
Mayor Sanders, resolution passes unanimously as Resolution 14-27.
Councilor Cochran made a motion offering a resolution authorizing the Mayor to accept a
proposal for paving of Aspen Ridge 2nd Sector, Campbell’s Paving in the amount of $5,900.00
and Dunn Construction in the amount of $6,750.00, for a total of $12,650.00 for materials and
paving. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion.
As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with
the following results:
Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Churchwell-yes;
Councilor McCain-yes.
Mayor Sanders, resolution passes unanimously as Resolution 14-28.
Councilor Cochran made a motion offering a resolution accepting the dedication of a portion of
Oak Street West (Posey Estate Road). Councilor Tanner duly seconded the motion. Mayor
Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll
call vote on the main resolution with the following results:
Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Churchwell-yes;
Councilor McCain-yes.
Mayor Sanders, resolution passes unanimously as Resolution 14-29.
Councilor Cochran offered a motion to approve a quote from T-N-T Excavating to remove chert
and cobble from Dry Creek near the Main Street Bridge, at a cost of $1,600.00/day for 5-7 days
for a total of $8,000.00-$11,200.00. Councilor Churchwell duly seconded the motion. Mayor
Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all
opposed say "no", all in favor say "aye." Mayor Sanders, "Let the record reflect that the motion
passed unanimously.”
Councilor Cochran offered a motion to approve a quote from Eastern Tree in the amount of
$3,500.00, for the removal of trees and stumps on city property near PVHS. After some
discussion and questions from council, Councilor Cochran withdrew the motion until further
information regarding the property can be gathered.
Councilor Churchwell stated that he felt several items need to be discussed and decided
regarding the park. Councilor Churchwell added the items he felt need to be discussed are: a
permanent name for the park; discuss fencing of the area; there needs to be something done
about the house on the property, regarding improvements; and discussion on the dog park.
Mayor Sanders asked council to offer suggestions for the name of the park. Councilor Tanner
asked if there were plans to put siding on the house. Mayor Sanders stated that was something
we could look at doing.
Mayor Sanders stated there was recently a report in the press of a home invasion in Pinson which
was not in Pinson the home was located in Chalkville.
Mayor Sanders invited everyone to attend National Night Out on August 5, 2014, at Innsbrooke
Lake Pavilion at 6:00 p.m.
Councilor Cochran offered a motion to approve the purchase of 12, 44 gal. Brute garbage cans
with dome lids for PVHS Stadium, at a cost of $150.00/ea. Councilor Tanner duly seconded the
motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders
called for all opposed say "no", all in favor say "aye." Mayor Sanders, "Let the record reflect that
the motion passed unanimously.”
Councilor Cochran mentioned there has been some work done on the PVHS football field at a
cost of approximately $40,000.00 which is a temporary fix. Councilor Cochran suggested that
council begin discussions with Dr. Pouncey, (the new superintendent), regarding turf being
installed next year. Mayor Sanders stated he mentioned that to Dr. Pouncey at their recent
meeting.
Public Comment: None
Councilor Cochran moved to adjourn. Councilor Churchwell duly seconded the motion. Mayor
Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
