Council Minutes September 17, 2015 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, September 17, 2015. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts made a motion to waive the reading of the September 3, 2015, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the September 3, 2015, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $225,558.66; a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned a portion of the bills are for Playground equipment in the amount of $107,000.00 for the Bicentennial Park; $70,000.00 to Clements Dean for Park construction; and $21,000.00 for our contracted Deputies. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor’s Report: Mayor Sanders reported the Pinson Community Center needs a little facelift; new lighting; rework cabinets; and painting inside. Councilor Cochran offered a motion authorizing replacing lighting at the Pinson Community Center with LED’s at a cost of approximately $4,500.00-$6,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Cochran offered a motion to authorize and directing the Mayor to have a conceptual drawing done for landscaping on Innsbrooke Parkway at a cost of $800.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Tanner offered a motion to approve grading work needed for 3 of 4 fields at PYSC at a cost of $1,650.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders offered a first reading of a resolution to establish the position of Office Assistant. Mayor Sanders offered a first reading of a resolution to establish the position of Parks Assistant. Mayor Sanders mentioned the Pinson Elementary Fall Festival has asked the City to sponsor a booth with the cost of $100.00 for candy. Mayor Sanders asked if Council had any objections to this. Mayor Sanders stated “Let the record reflect Council had no objections”. Old Business: Mayor Sanders mentioned he has received the City of Tarrant’s Police Department information and has distributed the report to Council. Councilor Cochran stated that the City of Tarrant Police Department and AMIC line up with his proposal. Councilor Cochran added the city could also do an extended Deputy program which would consist of 12 contract Deputy cars; an onsite Sergeant/Lieutenants office here; we are thinking in all terms but we have not had that conversation with the Sheriff at this point. Mayor Sanders stated either way we will still need to renovate the Rock School. Councilor Cochran stated yes, we still need the space either way, adding he would like to take this up before the end of the year. Councilor Churchwell offered a motion to invite the Sheriff to come and present his departments estimate of the cost to begin a Police Department to Council. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." New Business: Councilor Cochran offered a resolution calling for a speed and road safety control agreement between the City of Pinson and Jefferson County, Alabama, regarding speed breakers and signage in the Innsbrooke Subdivision, at a cost of approximately $2,200.00 each with 4-5 needed. Councilor Roberts duly seconded the motion. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as Resolution 15-53. Mayor Sanders introduced Ronnie Dixon, ABBF Executive Director. Mr. Dixon reported this year’s Butterbean Festival will be larger than those of the past. Mr. Dixon added the Trak Shack will be directing the run and they are planning for 150 runners. Mr. Dixon stated the fireworks show will last 5 minutes longer this year making the show 25 minutes long and equivalent to Thunder on the Mountain. Mr. Dixon invites everyone to come out and enjoy the Alabama Butterbean Festival to be held on October 2nd and 3rd, 2015. Public Comment: None. Councilor McCain moved to adjourn.
