Council Minutes April 19, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, April 19, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: City Clerk, Marie Turner called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Churchwell Councilor Roberts Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the April 5, 2018, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the April 5, 2018, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Pre-meeting Comment: Makenzie Johnson, Girl Scout Troop 142. Thanked council for helping the girl Scout Troop. Bill Veitch, Candidate for Jefferson County District Attorney. Candidate Veitch introduced himself and explained his experience and qualifications and asked for support on June 5, 2018. Mayor Sanders reinstated. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $56,295.04 a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain announced upcoming City Events. April 21, 2018 – Shred-a-thon 8am-11am at City Hall April 28, 2018 - CityFest at Bicentennial Park  Movies in May will begin Friday in May 4th with The Emoji Movie; May 11th Coco and May 26th Ferdinand. Mayor Sanders announced National Night Out will be hosted by Innsbrooke Subdivision again this year. Mayor’s Report: Mayor Sanders stated cleanup is continuing at Bradford Park. Councilor Tanner offered a motion authorizing additional street and curb sweeping to be done by Sweeping Corporation at a cost of $2,457.50. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Old Business: Councilor Tanner offered a resolution concerning surplus property-Truck, regarding the 1999 Chevrolet Tahoe to be conveyed to Glennwood Volunteer Fire District for $1.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 18-15. Mayor Sanders offered a 1st reading regarding new flooring at City Hall. Councilor Galamore stated after researching adding big games at Bicentennial Park her thoughts are that Cornhole would be the best game to start with and it could even be customized with our seal. Councilor Galamore will get quotes. New Business: Councilor McCain offered a resolution recognizing the 2017 Rudd Middle School Basketball Team on their undefeated season and County Championship. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Roberts offered a resolution recognizing the 2017 Rudd Middle School Football Team on their undefeated season and County Championship. Councilor Churchwell duly seconded the motion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 18-14. Councilor Roberts offered a resolution approving an Inter-Local agreement with Jefferson County EMA concerning emergency sirens. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor McCain mentioned this is for 5 years at $2,400.00 per year. Councilor Tanner asked where the sirens are located. Mayor Sanders stated Pinson Elementary; Pinson Valley High School; Palmerdale Fire Department; PYSC; Womack Rd/Davidson Rd; Tyler Loop/Sweeney Hollow. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 18-16. Councilor Galamore asked what would be involved in doing tag renewals at our City Hall. Mayor Sanders stated we would need another person and equipment and it would be very involved to do that here. Councilor Tanner stated the City of Clay does new tags. Councilor Churchwell stated when he goes to Center Point for his renewal he goes mid-month with no problem. Mayor Sanders stated he will check on this and report back to council. Public Comment: Allison Scanlan, Library Director. Mrs. Scanlan stated the library is in the middle of their fundraiser for the Summer Reading Program, adding the Goal is to raise $2,000.00 and they have currently raised $995.00. Councilor McCain moved to adjourn. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
