Council Minutes April 2, 2020 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, April 2, 2020. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Mayor Sanders appointed Anjelea May, Acting City Clerk. Roll Call: Anjelea May, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the March 19, 2020, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the March 19, 2020, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Committee Chair Comments: Finance: Councilor Tanner offered a motion to pay the bills in the amount of $36,223.49, a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Annexation: Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 5735 Miles Spring Road and 5688 Clay Palmerdale Road. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2020-09. Mayors Report: Mayor Sanders recommended postponing CityFest (May 2), Shred-A-Thon (May 9) and the Movies in May. Mayor Sanders suggested combining with National Night Out in August. Councilor Galamore suggested having a back to school bash. Mayor Sanders heard no objection from Council. Mayor Sanders mentioned the Storm Shelter is set and he is requesting trade permits. Mayor Sanders mentioned the City has already received the first reimbursement check from the Emergency Management Agency. Mayor Sanders mentioned the City of Pinson is 15 years old today. Mayor Sanders stated on March 30, 2004 we voted to incorporate as a city. Mayor Sanders stated many positive things have happened during the last 15 years and per the audit as of June 30, 2019 the city has assets in the amount of 6.74 million dollars. New Business: Councilor McCain offered an ordinance establishing the use of electronic vote counting and ballot marking devices. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for any objection for immediate consideration, none was voiced. Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2020-10. Chief Coleman, Center Point Fire District gave the Fire District report. Councilor Tanner moved to adjourn. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
