Council Minutes February 3, 2022 Regular Meeting The Pinson City Council met in regular session at Pinson City Hall at 4410 Main Street, Pinson, on Thursday, February 3, 2022. Councilor Churchwell led the invocation. Councilor Walker led the Pledge of Allegiance to the Flag of the United States of America. Mayor Cochran appointed Leah Wiginton, Acting City Clerk. Roll Call: Leah Wiginton, Acting City Clerk, called roll of Pinson City Council with the following council members present: Councilor Walker Councilor Roberts Councilor Churchwell Councilor Kirkland Mayor Cochran Councilor Kirkland Absent: Councilor Tanner Minutes: Councilor Kirkland offered a motion to waive the reading of the minutes from the January 6 and January 20th meetings. Councilor Walker duly seconded the motion. Mayor Cochran called for all in favor to say “aye” all opposed to say no. Mayor Cochran ‘let the record reflect the ayes carry’. Councilor Roberts offered a motion to approve the minutes from January 6th and January 20th, with one small spelling correction. Councilor Kirkland duly seconded the motion. Mayor Cochran called for all in favor to say “aye” all opposed to say no. Mayor Cochran ‘let the record reflect the ayes carry’ Committee Chair Reports: Finance: Councilor Walker offered a motion to pay the bills in the amount of $132,358.17. Councilor Kirkland duly seconded the motion. Mayor Cochran called for any highlights. Councilor Walker mentioned the bill for $34,000.00 to the Jefferson County Sheriff’s Department, the bill for bleachers for $16,000.00 for Outdoor Aluminum, and the mower for Public Works from Argo Power and Equipment $34,047.50. Seeing no further discussion, Mayor Cochran stated there is no further discussion and called for all in favor to say “aye” all opposed to say "no". Mayor Cochran "Let the record reflect the ayes carry." Councilor Roberts added that Mayer was for Mayer Electric and not Mayor Cochran. Planning and Zoning; Mayor Cochran opened a Public Hearing regarding a post annexation rezoning hearing, Case Z-2022-01. As there was no one in the public to speak for or against, Mayor Cochran closed the Public Hearing. Mayor Cochran asked Bob Jones, Zoning Administrator, to speak to the issue. Mr. Jones explained that the properties would be changed to City of Pinson Agriculture and answered questions from the council. Mayor Cochran closed the public hearing. Councilor Walker offered an Ordinance for a post annexation rezoning of certain properties. Councilor Roberts duly seconded the motion. Mayor Cochran called for any further discussion. Mayor Cochran called for unanimous consent to consider with the following results: Councilor Walker – yes, Councilor Roberts – yes, Councilor Churchwell – yes, Councilor Kirkland – yes, Mayor Cochran – yes. Mayor Cochran ‘let the record reflect unanimous consent passes’. Mayor Cochran called for any additional questions or comments. Mayor Cochran called for a roll call vote on the main ordinance with the following results: Councilor Walker – yes, Councilor Roberts – yes, Councilor Churchwell – yes, Councilor Kirkland – yes, Mayor Cochran – yes. Mayor Cochran, ‘let the record reflect that passes unanimously as Ordinance 2022-03’. Mayor Cochran continued a case for abatement at 5237 Dewey Heights Road. Mr. Jones reported that Mr. Farr had called and asked that Mr. Jones express their feelings to the Council. Mr. Jones went on to remind the council that the brother that had lived on the property had passed away and no one knew the situation there. Mr. Jones went on to explain that the son and other siblings do not want to involve themselves with the property and are appreciative of all that the city has done to help them and postpone action. Shane Black, City Attorney, City of Pinson, spoke and asked the council to consider going ahead and abating the structure, as the structure appears to be unsafe. Mayor Cochran closed the Public Hearing. Councilor Roberts offered a Resolution ordering the demolition of a building and or structure and the abatement of litter and junk at 5237 Dewey Heights Road. Councilor Walker duly seconded the motion. Mayor Cochran called for any further discussion. After a brief discussion, Mayor Cochran called for a roll call vote with the following results: Councilor Walker – yes, Councilor Roberts – yes, Councilor Churchwell – yes, Councilor Kirkland – yes, Mayor Cochran – yes. Mayor Cochran ‘let the record reflect that passes as a Resolution with number to be determined’. (Clerk’s note: later assigned Resolution 22-02). Mayor’s Report: Mayor Cochran reported regarding the distribution of school allocation funds, mentioning that he had the honor of visiting each of the principals of the four schools and they were all very appreciative and thanked the council. Mayor Cochran spoke about the building projects going on in the city. Bob Jones gave an update on the permits and inspections. Mayor Cochran announced the Shred-It dates coming up quarterly, with the closest upcoming date being Saturday’s Shred Day from 9:00 – 12:00 noon here at City Hall. Old Business: Jason Howell, Fire Chief, Palmerdale Fire District, spoke regarding continuing payroll incentives from the City of Pinson, giving a report on the progress made in the department during the year due in part to the city’s help. Councilor Kirkland offered a motion to continue payroll incentives for Palmerdale Fire District in the amount of $75,000 for the year with $25,000 paid quarterly. Councilor Churchwell duly seconded the motion. Mayor Cochran called for any discussion. Seeing none, Mayor Cochran called for all in favor to say ‘aye’ all opposed to say no. Mayor Cochran, ‘let the record reflect that passes unanimously’. Center Point Fire Department: Chief Archer of the CenterPoint Fire Department gave an update on Medicaid payer rates and gave the Fire District report. New Business: Councilor Churchwell made a motion to purchase some vacuum cleaners for use primarily at the Rock School Center for a total of $2,285.00. Councilor Kirkland duly seconded the motion. Mayor Cochran called for any discussion. After a brief discussion, Mayor Cochran called for all in favor to say ‘aye’ all opposed to say ‘no’. Mayor Cochran, ‘let the record reflect that passed unanimously’. Councilor Churchwell offered a motion to purchase a television for Turkey Creek Nature Preserve training center in the about of $1,505.00. Councilor Kirkland duly seconded the motion. Mayor Cochran asked for any discussion. After a brief discussion, Mayor Cochran called for all in favor to say ‘aye’ all opposed to say ‘no’. Councilor Walker offered a motion to adjourn. Councilor Kirkland duly seconded the motion. Mayor Cochran called for all in favor to say ‘aye’ all opposed to say ‘no’.
