Council Minutes March 17, 2022 Regular Meeting The Pinson City Council met in regular session at Pinson City Hall at 4410 Main Street, Pinson, on Thursday, March 17, 2022. Councilor Roberts led the invocation. Councilor Walker led the Pledge of Allegiance to the Flag of the United States of America. Councilor Walker offered a motion to appoint Councilor Roberts as Chairman of the council meeting. Councilor Churchwell duly seconded the motion. Councilor Roberts called for all in favor to say ‘aye’ all opposed to say ‘no’. Counselor Roberts ‘let the record reflect the ‘ayes’ carry unanimously’. Chairman Roberts appointed Heather Lind, Acting City Clerk. Roll Call: Heather Lind, Acting City Clerk, called roll of Pinson City Council with the following council members present: Councilor Walker Councilor Roberts Councilor Churchwell Councilor Kirkland Mayor Cochran Absent: Councilor Tanner (Mayor Cochran arrived at 8:02 PM.) Minutes: Councilor Kirkland offered a motion to waive the reading of and approve the minutes from the March 3 meeting. Councilor Walker duly seconded the motion. Councilor Roberts called for any additional comments. Seeing none, Councilor Roberts called for all in favor to say “aye” all opposed to say no. Councilor Roberts ‘let the record reflect that passes unanimously’. Fire District Reports: Chief Coleman of the Center Point Fire District Fire Department gave the Fire District Report. Committee Chair Reports: Finance: Councilor Walker offered a motion to pay the bills in the amount of $88,802.33. Councilor Kirkland duly seconded the motion. Councilor Roberts called for any highlights. Councilor Walker mentioned that highlights for the bills included $10,728.39 BSN Sports, $9,903.00 to Arts Music Shop, 9,596.00 to Jefferson County EMA, and $9,000.00 Martin Engineering. Councilor Roberts stated there is no further discussion and called for all in favor to say “aye” all opposed to say "no". Councilor Roberts "Let the record reflect the ayes carry." Old Business: Martin Engineering gave a presentation on flood plain management. Mr. Marin answered questions from the Council. Mr. Martin spoke about grants that he is pursuing and potential solutions for main street flooding (including removing abandoned railroad bridge and cleaning the creek near the bridge). Mayor Cochran joined the meeting at 8:02 PM. Annexation: Councilor Churchwell offered an ordinance to annex properties located at 8140 & 8141 Highway 75 into the incorporated city limits of Pinson. Mayor Cochran duly seconded the motion Councilor Roberts called for any discussion. Councilor Churchwell and Mayor Cochran described three parts of the property that were divided. Seeing no further discussion, Councilor Roberts called for unanimous consent to consider with the following results: Councilor Walker – yes, Councilor Roberts-yes, Councilor Churchwell-yes, Councilor Kirkland – yes, Mayor Cochran-yes. Councilor Roberts ‘let the record reflect unanimous consent passes’. Councilor Roberts called for a roll call vote on the main ordinance with the following results: Councilor Walker-yes, Councilor Roberts-yes, Councilor Churchwell-yes, Councilor Kirkland – yes, Mayor Cochran-yes. Councilor Roberts ‘let the record reflect the ordinance passes unanimously as ordinance 2022-04’. Councilor Roberts opened a Public Hearing Regarding a Zoning Classification Change for 8118 Highway 75. Mr. Patel, owner of the property, was in attendance and stated he would like to put a gas station on this property. Zoning Director Bob Jones stated that this was sent with a recommendation by the zoning board and there are pictures included with the request of what the building and lot would look like. Councilor Roberts closed the Public Hearing. Councilor Kirkland offered an ordinance changing the zoning classification for 8118 Highway 75. Councilor Churchwell duly seconded the motion. Councilor Roberts called for a roll call vote on the main ordinance with the following results: Councilor Walker – yes, Councilor Roberts-yes, Councilor Churchwell-yes, Councilor Kirkland – yes, Mayor Cochran-yes. Councilor Roberts ‘let the record reflect the ordinance passes unanimously as ordinance 2022-05’. New Business: Councilor Walker offered a motion to approve a quote for the purchase of 3 Xerox Brother printers for $2250.00. Mayor Cochran duly seconded the motion. Councilor Roberts called for any discussion. Mayor Cochran explained the need for the printers for different departments at City Hall. Seeing no further discussion, Councilor Roberts called for all in favor to say ‘aye’ all opposed to say ‘no’. Councilor Roberts ‘let the record reflet the ‘ayes’ carry’. Councilor Kirkland offered a motion to approve Countertop Creations estimate for Rock School Restrooms for $4,350.00. Councilor Walker duly seconded the motion. Councilor Roberts called for any discussion. Councilor Roberts suspended rules to allow Eric Winfrey, Director of Pinson Public Works, to speak. Director Winfrey explained that the sinks will be reused, and the counters are non-porous. Mayor Cochran mentioned that this is another step in renovating. Councilor Roberts reinstated rules and called for any further discussion. Seeing none, Councilor Roberts called for all in favor to say ‘aye’ all opposed to say ‘no’. Mayor Cochran, ‘let the record reflect the ayes carry’. Councilor Walker offered a motion to approve Campbell’s Paving estimate for paving lot at football field for $90,958.40 (Material from PACA $45,958.40 and Campbell’s labor $45,000) Estimate includes 480 tons seal, 320 tons binder, and labor. Councilor Kirkland duly seconded the motion. Mayor Cochran mentioned that the lot will be used year-round for all sports. Councilor Roberts ‘let the record reflect that passed unanimously. Councilor Kirkland offered a motion to approve O. Jay Fence Company’s proposal for fence repairs at Fields 1-4 for $121,106.00. Councilor Walker duly seconded the motion. Councilor Roberts called for any discussion. Mayor Cochran said that the current fence is in pretty bad shape and that the city has invested very little. Councilor Roberts suspended rules. Director Matt Nixon spoke about the need for the upgrade, saying that it is time for a little TLC at the Parks. Councilor Roberts reinstated rules. Councilor Roberts called for a roll call vote with the following results: Councilor Walker-yes, Councilor Roberts-yes, Councilor Churchwell- yes, Councilor Kirkland-yes, Mayor Cochran-yes. Councilor Roberts ‘let the record reflect that passed unanimously’. Councilor Churchwell offered a motion to approve the Sa-So quote for one hundred parking bumpers for $11,111.11 (for PHCC, Sports Complex, and Bicentennial Park). Councilor Kirkland duly seconded the motion. Councilor Roberts called for any discussion. Councilor Roberts ‘let the record reflect that passes unanimously’. Councilor Kirkland offered a motion to purchase paint for $3,000.00. Mayor Cochran duly seconded the motion. Councilor Roberts called for any discussion. Mayor Cochran explained that Scott Ragsdale is offering to paint for free to give back to the community. Councilor Roberts called for any further discussion. Seeing none, Councilor Roberts called for all in favor to say ‘aye’ all opposed to say ‘no’. Councilor Roberts mentioned an ALDOT meeting concerning the Interstate widening project and encouraged everyone to attend it next Thursday. Mayor Cochran explained the road work plan. Mayor Cochran announced Turkey Creek did a reach and burn. Mayor Cochran had a good meeting with homeowners association. Councilor Kirkland announced Trade Days on April 2nd. Councilor Churchwell mentioned the chamber meeting that Joe Knight Spoke about Highway 31 to Pinson. Allison Scanlan, Director of Pinson Public Library, gave the library report, giving an update for Read Across America Challenge. Public Comment: Councilor Roberts called for Public Comment. James Vining, 6803 Markum Drive, Clay AL 35173, asked the Council to do the feasibility study and discussed his reasoning. Roger Woods, 9533 Railroad Avenue, talked about school conditions and the need for elected officials to encourage the Board of Education to make necessary improvement. Pam Johnson, Silly Dean Rd, mentioned that she supports this study, voicing concerns about losing students to other schools and safety issues. Councilor Walker offered a motion to adjourn. Councilor Kirkland duly seconded the motion. Mayor Cochran called for all in favor to say ‘aye’ all opposed to say ‘no’.
