Mayor Cindy S. Perry called the meeting to order and asked for a moment of silence.
PLEDGE OF ALLEGIANCE
Pledge of Allegiance was led by Commissioner Farrell.
ATTENDANCE
Members present: Mayor Cindy S. Perry, Mayor Pro Tern Pamela Baldwin, Commissioner John
Bonitz, Jay Farrell, Michael Fiocco and Bett Wilson-Foley.

CONSENT AGENDA
I Commissioner Fiocco said he had submitted changes on page 4 of the December 11, 2017
minutes and he would like to add under "Commissioner updates - Main Street" after the words
Main Street boundary "and create an Overlay Zoning District to the Main Street Boundary". On
page 10 of the December 11 , 201 7 minutes he would like to strike the first change made at the
top of the page but to leave the one in the sixth paragraph, third line "after 62 ½%" adding "of
the total cost". On page 7 of the January 8, 2018 minutes under "Heam Road Water System
Improvements, first paragraph. Add after third sentence "He also mentioned that
Hydrostructures had prepared an Engineering Report in 2007 Entitled Hydraulic Model Update
and Planning Study which showed a 12" water line in this location in order to serve future
development in the area. He noted that Section 1.1 of Chatham Park is very near and should be
considered when sizing this line." Motion made by Commissioner Fiocco seconded by
Commissioner Baldwin to approve the consent agenda and regular agenda with corrections
mentioned above. Consent Agenda contains the following items:
1. Approve Minutes of the December 11, 201 7 regular meeting. (with changes
listed above)
2. Approve Minutes of the January 8, 2018 regular meeting. (with change listed above)
3. Ordinance Amending the Town Budget for the Duke Energy Electric Vehicle (EV) charging
station grant. (Commissioner Fiocco stated initially we were told it had to be completed by
February 1, 2018. Manager Gruesbeck said we have received an extension.)

Motion made by Commissioner Foley seconded by Commissioner Fiocco to go into public

TEXT AMENDMENT REQUEST - ACCESSORY DWELLING UNITS (ZTA-2017-02)
Victoria Bailiff, Planner II stated that Randy Voller and Lesley Landis have requested an
amendment to the Table of Uses in the Zoning Ordinance. Currently, Accessory Dwelling Units
are required to obtain a special use permit in the R-A, R-A2. R-A5, R-10, R-12, R-12M and 0-I
zoning districts.
The applicants are asking that Accessory Dwelling Units to be permitted by right in those
districts (listed above).
Commissioner Farrell said he is curious to what the interest was to change from obtaining a
Special Use Permit.
Ms. Bailiff said there is still going to be regulations but it will make it easier to have an elder
parent or child on their properties.
Commissioner Fiocco said Accessory Buildings are allowed by right now. You couldn't put up a
structure to live in without a Special Use Permit.
Randy Voller said Dave Clark & Lisa Piper the owners of Small Street B & B have a 32 year old
son with special needs and he has an affordable housing type voucher for someplace like
Belmonte Point, which is full. He said it is a use by right in the proposed UDO.
Ms. Bailiff said if it is permitted by right staff can handle it. Mr. Jones said he has received
several inquiries about this and they don't want to go through the Special Use Permit process.
REZONING REQUEST - NORTHWOOD MUPD (REZ-2017-04)
Ms. Bailiff stated that Eco CP Partners, LLC is proposing to rezone approximately 91.37 acres,
located along the western side of US 15-501 N just north of the US 64 Bypass, from R-A2
(Residential Agriculture - 2 acres) to MUPD (Multi-Use Planned Development).
\.fr. Mark Ashness with the CE Group made the following presentation:
He stated the process tonight is a Public Hearing for the rezoning to MUPD only. A separate
submission will be made in the future to include major infrastructure and subdivision of lots.

Mr. Ashness introduced Kirk Bradley, John Fugo, Linnie Causey, Kevin Scanlon. Kirk and John
have recently developed Veranda at the main entrance to Briar Chapel up 15-501. John has been
involved with the commercial and office development at Southern Village for many years. Kirk
and his family developed Governors Club and Village in the northern part of the County. They
are seasoned professionals who live nearby and are active in this County.
LOCATION
• NW Quadrant of 15-501 and US 64 interchange
• Northwood HS to north (Civic and Institutional on the Future Land Use Plan)
• Ransdell/ McLeod to the west (Low Density Residential on the Future Land Use Plan)
• Powell Place MUPD across US 64 from us (SW Quadrant) also Wade Barber owns some
residual parcels between us and US 64 (closer to interchange)
• Bellemont Station MUPD in SE Quadrant (Commercial on the Future Land Use Plan)
• This project is not part of the Chatham Park PD district and will be regulated like any of
the other adjacent MUPD's
FUTURE LAND USE
• Commercial (Proposed MUPD is consistent)
EXISTING CONDITIONS
I • Project is just over 91 AC comprised of (4) parcels. (3) of the parcels have been timber
managed and a spoil pile was placed on the most southern parcel (US 64 Roadway
Construction)
• Elevations range from 440 -480 primarily with 510 being the top of the spoil pile
• (2) buffered channels. We expect (1) roadway buffer impact to provide a public access
road stub to the property to the west. No impact planned to the stream closest to 15-501.
• S & EC has been on-site and documented no Federally protected species or species of
concern within 1 mile of the property.
• (1) marginal wetland outside the buffer in the NW comer. A detailed delineation will be
made prior to the subdivision plan submission
• We will have several WQ Ponds on-site specific location to be determined at subdivision
phase
TRANSPORTATION IMPROVEMENTS
• Without the traffic associated with our project there is uniform agreement that there are
long que(s) for access into Northwood High School
• The Russet Run improvements have allowed some northbound traffic to make a right and
come around the roundabout to access the school. This has helped but exemplifies the
existing problem

• The proposed improvements provide a real solution with (2) direct access routes from 15-
501 to the High School and a 3rd thru our MUPD using the new leftover for northbound
traffic on 15-501
• You will be able to access both the school and MUPD without having to return to 15-501
• The MUPD will provide needed support facilities for students and parents that are
already coming to school each day in addition to the significant traffic volumes already
driving by on US 64 (14,000 VPD)and 15-501 (18,000 VPD). US 64 volumes will also
increase dramatically with the completion of I-540 from Holly Springs to I-40 in Clayton.
More traffic will take US 64 in the future from the piedmont area of the State versus I-40
thru Chapel Hill, RTP, and Raleigh
• We have been working with the school system for over a year. NCDOT has approved the
layout and the proposed drive access as shown. Detailed construction plans are now
under way with roadway construction to be initiated this year.
WATER & SEWER IMPROVEMENTS
• A new water tower is under construction at Chatham Parkway and US 64. This tank will
improve both water flow and pressure in this area with a new WL coming down Suttles
Road
• Chatham Park is allocating 120,000 GPD of wastewater to the Northwood MUPD (letter
submitted tonight). We are proposing a LS near the entrance off 15-501 on the east side
of our project. Wastewater will be discharged across 15-501 to an existing gravity sewer
outfall near the Chatham Park Office Buildings. The downstream Russet Run LS will be
upgraded and a new FM will run up Suttles Road to an onsite Water reclamation plant
being constructed by Chatham Park. This has all been coordinated with the Chatham Park
Infrastructure Engineering team
ILLUSTRATIVE PLAN
• This location is much like Beaver Creek SC in Apex (interchange with NC 55 and US 64)
• The MUPD will provide services that many Pittsboro residents now seek outside the
County
• There will be a roundabout on Northwood High School Drive with sidewalks and a
signalized cross walk back across 15-501
• A significant park is planned adjacent to the WQ Pond at the eastern entrance (left over)
from 15-501. In working with the planning staff; we have identified an area where we
will be saving a significant stand of hardwood trees outside the stream buffer. This grove
of trees will be an excellent location for walking and passive activity. It will be visible
from 15-501
• Up to 20% of the site will be in Open Space
• We envision+/- 4 smaller parcels closest to 15-501 which will have QSR uses. Behind
that a grocer and other retail uses.
• The parcels to the south along US 64 will likely be mid-size to large size users

• Wade Barber owns a couple of small parcels between our project and US 64 as we get
closer to the interchange. We have agreed with Wade to provide an access easement to
his parcels. Detailed location would be determined as site [plans are pre[pared for Lots 17
& 18 as shown on the exhibit
• Further to the west garden style apartments that will create a nice transition from
commercial to the school site
In summary we are at the right time and location for rezoning of this property to MUPD.
Planning Director Jones stated that Chatham Park will be coming to the Planning Board and
Town Board to go through the progression of improvements.
After discussions a motion made by Commissioner Bonitz seconded by Commissioner Fiocco to
go out of public hearings.

COMMISSIONER UPDATES
[ Mayor Updates -Mayor Perry reported that she attended:
• Weekly meeting with Manager Gruesbeck.
• Educational session with Superintendent.
• Retirement party for a Habitat employee.
• Gave blood as her contribution for MLK day.
• EDC
• RPO
• Fairground Association
• PBA/Downtown
• Triangle J Council of Governments
• Main Street - Commissioner Fiocco said Main Street Committee will make a
presentation next meeting.
• Climate Change - Commissioner Bonitz said the meeting was postponed until February
1, 2018.
Commissioner Baldwin said she has a Triangle J meeting on Wednesday. On this past Saturday
she sat on panel discussion about women running for office. The event was well attended.
Commissioner Foley said she attended the MLK event in Siler City along with Commissioner
Baldwin. It was a great event.

ABC BOARD UPDATE
Mr. James Nass reported that their sales continue to increase. He presented the Mayor with
checks totally $10,800.
SMALL TOWN MAIN STREET BOUNDARY ADJUSTMENT
Manager Gruesbeck stated as the Small Town Main Street committee has increased its activities
and efforts in support of the historic downtown, it has become apparent that the area previously
used may need to be expanded to include additional commercial and residential properties.
The expanded boundaries, if approved, will better reflect the historic downtown and allow Small
Town Main Street to use its resources over a wider area.
If approved copies of the resolution will be given to NC Department of Commerce, the Chatham
County Board of Commissioners and the Chatham Economic Development Corporation.
Commissioner Bonitz asked how the boundary adjustment was reached. He would like to see it
include the West/Johnston/Salisbury Street block.
The committee had to follow state guidelines such as it being contiguous, historical and mostly
commercial.
Commissioner Bonitz said he has had people complain about lack of public input in the process.
Commissioner Foley said they are constantly trying to get input from the public. They held a
public information update in February and had about 100 attendees.
There was discussion about expanding the boundary even further at another time. They worked
very hard to get the State to approve the adjustment included on the agenda tonight.
Randy Voller/Michael Fiocco said they will take it to the Main Street Committee next meeting
about the West/Johnston/Salisbury Street block be included in the boundaries.
After much discussion a motion was made by Commissioner Fiocco seconded by Commissioner
Baldwin to approve the Resolution to Amend the Boundaries of the Main Street District.

CHATHAM PARK MASTER PLAN ADDITIONAL ELEMENTS - LANDSCAPING
Planning Director Jeff Jones stated the applicant has provided a newly revised draft to
incorporate additional comments from the last meeting.

Mr. Jones stated after staff reflection on the newly inserted Integrated Mixed Use Development
(IMUD), staff is not aware of other Elements that incorporate this terminology as it related to
Development patterns. While the goals of insulating future property owners from Landscaping
provision of a newly formed lot from a previously approved Mixed Use Center is something we
should think about, however, he feels this is an amendment that should be addressed at the
annual updates.
After discussion Chatham Park agreed to eliminate the Integrated Mixed Use Development
(IMUD) from the element and that it be brought back to the annual update.
Mr. Jones asked that on page three where is says "Other Exemptions" to strike the word "Other".
Commissioner Bonitz stated he appreciates the high quality topsoil language and he is very glad
to have a definition. He would like assurance that it won't be a variation on that. Chuck Smith
said that it must be certified by a licensed landscape architect and their license would be on the
line.
After discussion a motion was made by Commissioner Fiocco seconded by Commissioner
Baldwin to approve the Resolution approving the Landscaping Element with the modifications
mentioned.

CLIMATE CHANGE SUMMIT
Mayor Perry asked that this matter be placed early on the next agenda. Mayor Perry explained
the Chicago Charter was something she signed while in Chicago. She will give me information
at the next meeting.
ADDITIONAL UPDATES AND REPORTS
MANAGER'S UPDATE ON PROJECTS
Manager Gruesbeck gave an update:

Manager Gruesbeck stated that Powell Place Development Company will be having a public
meeting on the multifamily apartments phase on Thursday, January 21, 2018 at 6:30 pm at the
Chatham Park Office.
Commissioner Foley stated she has received a huge amount of concerns about the traffic on
Millbrook. Staff has not received formal application yet.
Commissioner Foley said people are also concerned about buffers.
Manager Gruesbeck said he will be attending the Winter Managers Conference next week in
Winston-Salem.
• Weather
o Approximately 12" of snow.
o Brined in advance; plowed.
o Volume made it difficult to get rid of snow before it froze overnight.
o During the inclement weather he received a lot of calls from people outside town
about our plowing plan.
The Board said they have heard nothing but positive things about staff.
o Focus is on intersections and busier Town streets.

o Board recommended Hydrostructures.
o Staff meeting w/Hydrostructures this week.
o Approximately 1,500' iron pipe; 2 hydrants/valves; 20 water service connections.

o Next meeting February 1, 2018.
• Retreat
o Scheduled for February 19, 2018. Manager Gruesbeck said he contacted David
Long about being the facilitator and he fell off the roof of his garage and may/or
may not have medical clearance by then. Manager Gruesbeck said he would like
to get an alternate for the retreat.
o Verify location. Commissioner Bonitz said he failed to check on the Dairy. Staff
was asked to check on the new Chatham County Agriculture & Convention
Center.

COMMISSIONER CONCERNS
Commissioner Farrell said he echoes thanking the Police and Public Utilities for all they done
during the inclement weather.
Commissioner Foley asked ifwe have any idea when Powell Place Development will come
before the Board. Manager Gruesbeck said he did not.
Commissioner Foley said citizens have spoken to her about the trash cans that are being left at
the highway all the time on 15-501 North on the left hand side of the road.
Commissioner Bonitz said those residents live up the hill and asked about the possibility of
having a small enclosure built at the owner's expense.
Commissioner Bonitz asked if the NCDOT project on 15-501 N is still going to be started in
2019. Mayor Perry said they did not discuss that when they met. Commissioner Bonitz asked if
the speed limit can be changed for the entire length of the road (35 mph). He wanted to know if
there is a process to start communication with NCDOT - 2019 is right around the comer.

Commissioner Bonitz said he would like the Town to offer some type of informational meeting
besides the one the State will hold.
Commissioner Baldwin said sidewalks and bike lanes are definitely needed there.
Manager Gruesbeck said the Town will have to pay for the sidewalks and bike lanes and we will
have to budget for it.
Commissioner Foley stated during the snow she asked for photos for the Town Facebook page
and she received 100 photos and received 17,000 hits on those photos.
Commissioner Fiocco echoes his sentiments on snow removal. He said there was an email
exchange and he still had the question of whether we have software to use the data from
Hydrostructures to do the modeling for our system and if not, he thinks it would be a good
investment.
Commissioner Bonitz said he has great gratitude to staff for their work during the inclement
weather.
