MINUTES TOWN OF PITTSBORO BOARD OF COMMISSIONERS REGULAR MEETING MONDAY, FEBRUARY 26, 2018 6:00PM Mayor Cindy S. Perry called the Worksession to order at 6:00 p.m. ATTENDANCE Members present: Mayor Cindy S. Perry, Mayor Pro Tern Pamela Baldwin, Commissioner John Bonitz, Jay Farrell and Michael Fiocco. Commissioner Beth Wilson Foley was absent due to sickness. Staff present: Manager Bryan Gruesbeck, Clerk Alice F. Lloyd, Planning Director Jeff Jones, Planner II Victoria Bailiff and Corporal Community Police Delanie Womack. WORKSESSION Mayor Perry stated the purpose of the worksession is to continue the remaining Planning Department Questions and Answers from the Winter Retreat. Planning Director Jeff Jones answered questions from the Town Board. I Mayor Perry called the regular meeting to order at 7:00 p.m. and asked for a moment of silence. PLEDGE OF ALLEGIANCE Mayor Perry stated she has invited a Mr.Hubert Cadle (age 93), retired military to come lead the Pledge. We also have in attendance Andrew and Anthony Trotter, Boyscouts present working on their Citizenship in the Community Badge. She would like for the three of them to lead the Pledge of Allegiance. Mayor Perry introduced Mr. Cadle and Mr. Cadle made remarks. He has been a resident on Pittsboro since July 4, 2017. CONSENT AGENDA Motion made by Commissioner Fiocco seconded by Commissioner Farrell to approve the consent agenda with the corrections to the minutes that was at their seat tonight. The Consent Agenda contains the following items: 1. Approve Minutes of the February 12, 2018 regular meeting. (with corrections) 2. Authorize Finance Director to complete and execute the 2017 Memorandum of Participation (MOP) to begin Actuarial Study for Other Post-Employment Benefits (OPEB) February 26, 2018 minutes Page 1 3. Accept FY 2017-2018 Financial Reporting as of January 31, 2018. 4. Authorize the Town Manager to execute a Lease Agreement with Chatham Mills Development Corporation to extend Chatham Mills office space lease. 5. Authorize Town Manager to finalize contract with The Wooten Company to determine System Development Fees. Vote Aye-4 Nay-0 REGULAR MEETING AGENDA Motion made by Commissioner Baldwin seconded by Commissioner Fiocco to approve the regular agenda as submitted. Vote Aye-4 Nay-0 CITIZENS' MATTERS William Trimmer- 1345 McLaurin Rd., Siler City, NC. Mr. Trimmer said he has safety concerns regarding the Powell Place Apartments. There is only one entrance (road) to share and it is already dangerous. Millbrook is very narrow and already has a problem without the additional cars traveling on it. Judy Batterton- 615 Millbrook Drive - stated she has concerns about safety in the development. She provided a map of the area so the board members could follow along as she spoke. She feels there should be another road. She asked that the Board require an adequate and safe road to the development. She said there are well know problems with traffic on Millbrook. Randy Voller - 21 Randolph Court - presented the Board with some Resolutions approved at the local Democratic precinct meeting and asked that the Board support them and for them to be a part of the minutes. Commissioner Farrell said the Board is non-partisan, they are representing all people. Mr. Voller said there is no unaffiliated party. The Resolutions can be found at: http://pittsboronc.gov/index.asp?Type=B BASIC&SEC={4DD4D0A9-D93B-4E92-8B2B- 1BAC76976EB0}&DE={62137171-FC08-46F3-A94C-B955230E2EB7} COMMISSIONER UPDATES Mayor Updates - Mayor Perry stated that she: • Continues to have weekly meetings with the Town Manager. • Had monthly conference call with Climate Mayors. • Attended a water meeting in Chapel Hill. • Attended an all day retreat at the Agriculture & Convention Center. • Meet with ETJ residents regarding a zoning violation. February 26, 2018 minutes Page 2  • Walked in the Unity Prayer Walk. • Waste Industries field trip today was postponed. • EDC - Commissioner Fiocco said the EDC meeting will be held March 13, 2018 at 8 am. • RPO • Fairground Association • PBA/Downtown • Triangle J Council of Governments - Commissioner Baldwin said the TJCOG meeting is this week and if anyone has something they want her to bring up, please let her know. She attended the Hertiage Gala at the Agricultural Center (for the Boys and Girls Club of Siler City) and gave greeting on behalf of the Mayor. She said the Director stated he would like to bring the Boys and Girls Club to Pittsboro as well. • Main Street - Commissioner Fiocco said the Main Street meeting will be March 7, 2018 and the Design Committee will meet on March 8, 2018. • Climate Change - Commissioner Bonitz said they will be meeting this week. OLD BUSINESS SITE PLAN REVIEW (SP-2017-08) THE COTTAGES Planner II Victoria Bailiff stated this proposal is being presented to the Board of Commissioners as a Site Plan for approval. The plans have been reviewed in accordance with the Town's applicable development ordinances by the appropriate departments. The proposal is to construct 30 single family residences, or cottages, made up of three different types of units. Type A units will be 2,000 square feet with attached garages and individual driveways; the smaller units, types Band C will utilize two communal parking lots located on opposite ends of the 4.12 acre site. Staff recommends approval of the proposed request, subject to issuance of any additional local and state permits. Ms. Bailiff stated the Planning Board recommended approval of this site plan. The Planning Board had very few questions and expressed no concerns; they found the plans to be satisfactory and in a vote of 5-0, recommended approval. Mayor Perry said she is concerned about traffic flow in and out. She asked if the road can handle that type of traffic. Ms. Bailiff said that Thales has a long road back so there would not be any bottle neck traffic. Robbie Oldham, WithersRavenel said the TIA for this area was submitted last year and includes the whole 60 acres. Commissioner Fiocco said he noticed on-street parking spaces looks like bus parking. Mr. Oldham said they are parking spaces to provide on-street parking. Mr. Oldham said the construction of the homes will be market driven. Commissioner Fiocco asked about high speed internet in the development. Tim Smith said they have signed a contract with a major company and they have begun work. Mr. Smith said this is a $15 million dollar cost and they hope to have it up and running before the first house is sold. February 26, 2018 minutes Page 3 Mayor Perry asked if this could be used by the Town as well. Mr. Smith said the lines will be in and yes it can be. Commissioner Bonitz asked questions about open space, tree coverage and thanked them for including the Tree Survey on the map. Commissioner Bonitz asked about EV charging stations in the development. Mr. Smith said that every house with garages will have the capability in the garage. He said the small home, he is guessing, would cost between $215,000 and $225,000. After much discussion a motion was made by Commissioner Fiocco seconded by Commissioner Baldwin to approve Chatham Park Investors request for The Cottages (SP-2017-08). Vote Aye-4 Nay-0 SITE PLAN IS ON FILE AT THE TOWN PLANNING DIRECTORS OFFICE SEWER ALLOCATION REQUEST- CHATHAM PARK COTTAGES Planning Director Jeff Jones said with the site plan approved earlier they will need sewer allocation to move forward. The request is for 9,000 gallons per day (gpd). The current allocation available is approximately 83,5000 gallons per day (paper flow). Staff recommends approval of the sewer allocation request for 9,000 (gpd). Motion made by Commissioner Fiocco seconded by Commissioner Farrell to approve the sewer allocation request for 9,000 gallons per day for a period of twelve months or as long as the site is active. Vote Aye-4 Nay-0 NORTH AMERICAN CLIMATE SUMMIT/CHICAGO CLIMATE CHARTER Mayor Perry said she has been wanting to give this presentation for sometime but we have always had such a heavy agenda. She thanked the Town for partially funding her trip to Chicago for the North American Climate Summitt. Mayor Perry stated that she signed the Chicago Climate Charter with special commitments from her as Mayor of the Town of Pittsboro. They are to: • Provide every resident with safe and accessible choices to walk, bike, or public transit as a part of my city's transportation system and land use policies. • Adopt policies and investments that reduce the carbon footprint of public transit systems, my city's own vehicle fleet, and privately-owned vehicles; • Accelerate municipal use of renewable energy and working to deliver affordable renewable energy access in all communities; February 26, 2018 minutes Page 4  • Reduce the carbon footprint of new and existing public and private buildings and infrastructure; ' • Reduce the carbon footprint of the solid waste system and • Invest in natural climate solutions such as tree canopy, vegetation, and costal restoration that conserve, restore and improve natural ecosystems that increase carbon storage. Mayor Perry gave an overview of all the speakers and in conclusion she said that none of this matters unless it is put into an action plan. CHATHAM PARK MASTER PLAN ADDITIONAL ELEMENTS - STORMWATER Planning Director Jeff Jones reported that the Town Board requested that staff meet with Hydrostructures to begin a peer review of the Stormwater Element and Design Manual. Staff have met with Hydrostructures and Chatham Park and they will meet again on March 7, 2018 to discuss Hydrostructures comments and questions. Hunter Freeman of Withers & Ravenel was not present at the last meeting so he is present tonight to make a presentation of the Stormwater Element. Mr. Freeman said he would give a short update of changes made to the element. February 26, 2018 minutes Page 5  • Jordan Lake Partnership (JLP) - I will be meeting with JLP to determine how the Town will fit into their workplan - particularly with regard to cost sharing on the proposed Western Intake project. • Chatham County Water and Sewer Master Plan - Met with County, Siler City and Goldston staff to select consultant. • Board Winter Retreat - We will be receiving our results from Madeline Henley in the next few days. I will share the information with you when I receive it. • Special Assessment District - (SAD) - We will need to schedule a work session for March to discuss the current situation with Chatham County's work on the proposed SAD. The County Manager will be able to provide an overview. We should be prepared to offer some guidance to the County Board of Commissioners regarding next steps, if appropriate. The Board set a worksession on March 12, 2018 at 6 pm, if County staff can be present. • Kiosk - Met with CCCC Staff to locate 2nd kiosk near Library entrance. • Engineer Job Advertisement should be on the website tomorrow. • He has a meeting with Hobbs tomorrow. • EV charging station will be installed next week at Mary Hayes Barber Holmes Park. Manager Gruesbeck said we do have a copy of it. February 26, 2018 minutes Page 6  Commissioner Bonitz asked about the Engineer position that will be advertised. Manager Gruesbeck said the salary will be depending on qualifications. COMMISSIONER CONCERNS Commissioner Fiocco said he has mentioned at a previous meeting about there not being street lights on the street going past Lowe's Hardware up into Belmonte Point Apartments. He asked that staff look into getting poles installed in this area where people are walking on the sidewalks. Commissioner Bonitz said he has concerns about the Hillsboro Street Widening Project. He presented a copy of the proposed NCDOT improvements and he quickly prepared three other versions to consider. The Board was concerned about the impact this will have on properties along Hillsboro Street. Commissioner Bonitz stated he had spoken with the District Engineer and was advised that sometime in April they will have a public meeting. He feels if the Town wants to do something, now is the time to do it. Commissioner Bonitz was concerned that no one would want to use the bike lanes as close as they are to traffic. Commissioner Baldwin said she would not ride her bike on 15-501 but she would walk. Commissioner Fiocco said he would ride his bike as well as walk (he currently rides his bicycle from home to his bookstore now). After discussions on the ability to have different options to choose from, Planning Director Jeff r Jones said he would have conversation with NCDOT over the next few weeks to see how easily it will be to prepare options with medians and trees on both sides and he will report back in two weeks.
