MINUTES TOWN OF PITTSBORO BOARD OF COMMISSIONERS SPECIAL MEETING THURSDAY, MAY 27, 2021 10:00AM Members Present (Virtual): Mayor James Nass, Mayor Pro Tern Pamela Baldwin, Commissioner John Bonitz, Commissioner Jay Farrell, Commissioner Michael Fiocco and Commissioner Kyle Shipp. Staff Present (Virtual): Town Manager Chris Kennedy, Town Attorney Paul S. Messick, Chief of Police Shorty Johnson, Finance Director Heather Meacham, Town Clerk Cassandra Bullock. Call to Order -Mayor Nass Mayor Nass called the meeting to order at 10:07am. Adoption of the Manager's Proposed Annual Budget for Fiscal Year 2021-22 Town Manager Chris Kennedy provided a brief overview of the purpose of today 's meeting, stating that due to the 24-hour rule with virtual public hearings under the COVID-19 emergency declaration , after the closing of a legislative public hearing, the Board is required to hold any decision for 24 hours to allow for additional written comments . Town Manager Kennedy confirmed that no written comments were provided during this period after the closing of budget hearing #2 on May 24, 2021 , and the budget proposal remains unchanged. Therefore, the Board may wish to adopt the Fiscal Year 2021-22 Annual Budget for the Town of Pittsboro. Town Manager Kennedy added that with the adoption of the budget, the Board is retaining our current tax rate of 0.4333 per $100 of valuation and approving substantial rate increases in the Enterprise (utility) fund , 43% to the water rates and 18% to the wastewater rates, respectively. Commissioner Fiocco made a motion to approve the Ordinance for the Fiscal Year 2021-22 Annual Budget for the Town of Pittsboro as presented and establishing a tax rate of 0.4333 per $100 of valuation, seconded by Commissioner Bonitz.
