MONDAY, JULY 26, 2021

Members Present (In-Person): Mayor James Nass, Commissioner John Bonitz, Commissioner Jay
Farrell, Commissioner Michael Fiocco and Commissioner Kyle Shipp

Call to Order - Mayor Nass
Mayor Nass called the meeting to order at 7:00pm.
Invocation - Moment of Silence
Mayor Nass asked for a moment of silence.
Pledge of Allegiance
Pledge of Allegiance was led by Commissioner Jay Farrell.
Adoption of the Agenda
Prior to the adoption of the Agenda for the July 26, 2021 Regular Meeting of the Board of
Commissioners, Mayor Nass described the format and anticipated brevity for the evening's
meeting. The Board decided to meet in-person for a Regular Meeting for the first time since the
start of the COVID-19 pandemic. However, in the last few days, spikes in COVID due to the
emergence of the Delta variant have shifted the Board's thoughts towards meeting in an in-person
forum. Since the Town had already published and posted notice for the public hearings, and for
fear that a short notice shift in venue to virtual would confuse matters more, the Board has decided
to come together in-person this evening to vote on the Consent Agenda and to continue all other
matters to ,the next regularly scheduled Regular Meeting, which will be held in a virtual forum via
Zoom for the benefit of increased safety. Therefore, while public hearings slated on this agenda
will be opened, the Mayor requested votes to immediately continue them to the August 9, 2021
Regular Meeting of the Board without discussion or additional comment.
Commissioner Bonitz made a motion to move the following listed agenda items to the August 9,
2021, Regular Meeting of the Board, seconded by Commissioner Shipp.

UPDATES & COMMISSIONER CONCERNS
1. Manager Updates
Town Manager Chris Kennedy advised the public that the Town will be pushing all Public
Hearings listed on the agenda tonight to the Board's August 9, 2021 Regular Meeting. Town
Manager Kennedy also reminded the Board and the public that the Town's next Special Session
of the Board to discuss Water Quality will be held August 18, 2021, in a virtual forum at 5:30pm
via Zoom. The Town welcomes written feedback or comments and those may be submitted to the
Town Manager or the Town Clerk.

Commissioner Fiocco advised that MSPBO is finalizing the final touches on a facade grant for
downtown Pittsboro and that the MSPBO design committee has chosen an artist for a downtown
mural.

Final Board of Commissioner Comments & Adjournment
Commissioner Shipp stated for the benefit of those in the audience that the next Board meeting
will be held in a virtual forum via Zoom and not in-person.
Mayor Nass further explained why the Board elected to move each of the Public Hearings to the
next meeting and advised that doing so was in the best interest of the public with the escalation
in COVID numbers.

Commissioner Farrell asked the Town Clerk to deliver printed copies of the public comments for
the Chatham Park North Village Small Area Plan and the Chatham Park Development
Agreement.
Commissioner Fiocco made a motion to adjourn at 7:10pm, seconded by Commissioner Bonitz.
