MINUTES TOWN OF PITTSBORO BOARD OF COMMISSIONERS SPECIAL MEETING WEDNESDAY, NOVEMBER 10, 2021 6:00PM Members Present (Virtual): Mayor James Nass, Mayor Pro Tern Pamela Baldwin, Commissioner John Bonitz, Commissioner Jay Farrell, Commissioner Michael Fiocco, and Commissioner Kyle Shipp. Staff Present (Virtual): Town Manager Chris Kennedy, Town Attorney Paul S. Messick, and Town Clerk Cassandra Bullock. Call to Order - Mayor Nass Mayor Nass called the meeting to order at 6:00pm. Board Discussion with Local Subject Matter Experts and Stakeholders to Evaluate the Proposal Features in the Chatham Park Affordable Housing Additional Element submitted by Chatham Park Investors, LLC Town Manager Chris Kennedy stated that the purpose of this Special Meeting of the Board is to review and discuss the latest version of the Chatham Park Additional Element for Affordable Housing. Town Manager Kennedy stated that in addition to Chatham Park representatives, such as Chuck Smith with Preston Development, the Town invited Chatham County Policy Analyst Stephanie Watkins-Cruz, TJCOG Housing Program Manager Erika Brown, and Jerry Whortan and Anna Tuell with Chatham Habitat for Humanity to discuss the latest version of the Chatham Park Additional Element for Affordable Housing with the Board of Commissioners. Town Manager Kennedy added that representatives with Third Wave, an affordable housing developer, were also invited but could not attend due to a scheduling conflict. Chatham County Policy Analyst Stephanie Watkins-Cruz and TJCOG Housing Program Manager Erika Brown presented a PowerPoint to the Board that covered the basics of affordable housing, inclusionary zoning, local data referring to the percentages of cost burdened households in Pittsboro and Chatham County, examples of programs currently active in North Carolina, specifically the affordable housing programs in the towns of Davidson, Manteo, and Chapel Hill, as well as the Chatham County affordable housing programs and its advisory committee efforts. Discussion ensued amongst the parties present about the referenced local government affordable housing programs in North Carolina, particularly their effectiveness to date and their funding mechanisms, and then, generally, about the management and administration of affordable housing programs. This latter portion of the conversation also included discussion of land banking, land trusts, and Low Income Housing Tax Credits (LIHTC) programs. The Board then discussed barriers to entry for affordable housing, such as availability ofland, the costs associated with utility connections, zoning, and infrastructure exactions. The discussion concluded with a conversation about how many affordable dwelling units are needed in Pittsboro now and with the development of Chatham Park. Final Board of Commissioner Comments & Adjournment Commissioner Bonitz expressed a desire to hold a second workshop to discuss the Chatham Park Additional Element for Affordable Housing. Mayor Nass voiced his desire to proceed as soon as possible with the adoption of the Additional Element for Affordable Housing so that more opportunities for affordable housing are available in the near future. Discussion ensued and the Board decided to move forward without setting a date or agreeing to a second workshop to discuss the Chatham Park Additional Element for Affordable Housing. Commissioner Fiocco made a motion to adjourn at 8:03pm, seconded by Commissioner Baldwin.
