BOARD OF COMMISSIONERS
SPECIAL MEETING
WEDNESDAY, DECEMBER 1, 2021

Members Present (Virtual): Mayor James Nass, Mayor Pro Tern Pamela Baldwin, Commissioner
John Bonitz, Commissioner Jay Farrell, Commissioner Kyle Shipp, Commissioner Michael
Fiocco, Mayor-Elect Cindy Perry, and Commissioner-Elect James Vose.
Staff Present (Virtual): Town Manager Chris Kennedy, Town Attorney Paul S. Messick, Chief of
Police Shorty Johnson, Town Clerk Cassandra Bullock, Parks Planner Katy Keller, Project
Engineer Morgan De Wit, and Director of Engineering Kent Jackson.
Call to Order - Mayor Nass
Mayor Nass called the meeting to order at 5:34pm.
Introduction & General Overview of Agenda
Town Manager Chris Kennedy detailed the purpose of this Special Meeting and provided a brief
overview of the considerations and concepts to be discussed during the meeting.
Budget Schedule for Fiscal Year 2022-23
Town Manager Chris Kennedy reviewed the proposed budget schedule for the development of the
Fiscal Year 2022-2023 annual budget for the Town. Town Manager Kennedy stated that today's
meeting, serving as a budget scoping session, was designed for the Board to propose projects and
initiatives for staff to program into the fiscal year budget for next year. Town Manager Kennedy
added that having these ideas sooner rather than later allowed staff to better seek price quotes and
feasibility information. Town Manager Kennedy advised that Capital Budget Request Forms
would be delivered to Town Department Heads in the month of December 2021, due prior to the
holiday vacation period, and that Operating & Maintenance Budget Request Forms would be
delivered to Town Department Heads in the month of January 2022 and be due back to the Town
Manager prior to January 31, 2022.
Town Manager Kennedy then stated that once the draft budget is composed with each of the
departmental requests, the Town will then hold a series of meetings to refine the budget requests
in the draft budget document. Town Manager Kennedy stated that staff has scheduled a
Department Head Budget Retreat for staff only on March 11, 2022, a Board of Commissioners
Budget Retreat on April 9, 2022 that will be open to the public, two (2) public hearings for the
consideration of the proposed annual budget for Fiscal Year 2022-2023 budget with the first on
April 25, 2022 and the second on May 9, 2022, and finally wrapping up the budget process with
an anticipated budget adoption date of May 23, 2022.
Discussion of New Budget Requests for Fiscal Year 2022-23
Discussion ensued amongst the Board and the Town Manager about the potential budget requests
for next year and other considerations that would affect the budget for next year, including material
costs increases and staffing shortages. The Board and the Town Manager discussed the following
topics: Pittsboro Fire ladder truck debt service, park improvements, the redevelopment of the
Chatham County School Administration building on West Street, American Legal services for
searchable historical Board meeting minutes, a Citizens Academy, electronic agenda management
software, sustainable and environmental programming, shuttle service between downtown and
Mosaic and the Beverage District, future Town police station construction or renovation,
broadband internet improvements throughout town, expansion of code enforcement, paving
projects throughout town, long-range master plans for utilities and other infrastructure, affordable
housing, non-profit appropriations, tree maintenance, bike/ped infrastructure improvements, and
downtown improvements for parking, sanitation, facades, and the like.
Next Steps & Final Comments
Town Manager Chris Kennedy once again reviewed the proposed budget schedule for the
development of the Fiscal Year 2022-2023 annual budget for the Town.

Commissioner Shipp made a motion to adjourn at 7:19pm, seconded by Commissioner Bonitz.
