TOWN OF PITTSBORO BOARD OF COMMISSIONERS JUNE 30, 2022 SPECIAL MEETING MINUTES PAGE 1 OF 2 TOWN OF PITTSBORO The Pittsboro Board of Commissioners met in Special Session on Thursday, June 30, 2022 at 4:00pm in a virtual format via ZOOM with Mayor Cindy Perry presiding. The meeting was called to order at 4:03pm. ELECTED TOWN OFFICIALS PRESENT: Mayor Cindy S. Perry, Mayor Pro Tern Pamela Baldwin, Commissioner John Bonitz, Commissioner Jay Farrell, Commissioner Kyle Shipp, and Commissioner James Vose. TOWN STAFF PRESENT: Town Manager Chris Kennedy, Town Attorney Paul S. Messick, Chief of Police Shorty Johnson, and Public Information Officer & Emergency Management Coordinator Colby Sawyer. MEETING PURPOSE OVERVIEW Town Manager Chris Kennedy provided an overview of the purpose of this Special Session of the Board stating that the meeting was called to discuss the letter from NCDEQ pertaining to a potential designation of the Town's water and wastewater utility as a distressed utility under the State's Viable Utility Program. Kennedy discussed his communication with Viable Utilities Unit Program Development Coordinator Susan Kubacki and her responses to the Town's questions about the distressed designation. Kennedy stated that if the Board felt comfortable accepting this distressed designation, he had prepared a Resolution for the Board to consider. Kennedy stated that if the Resolution were approved, he would email and mail a copy of the Resolution to the State to confirm the Town's acceptance of the distressed designation. Mayor Perry asked for any questions or discussion from the Board. Discussion ensued. ACTION ITEM 1. Resolution Requesting Official Designation for Town of Pittsboro Water and Wastewater Utility as a Distressed Unit Under the Viable Utility Program Mayor Perry called for a motion on the proposed Resolution. Commissioner Shipp made a motion to approve and authorize the Town Manager to sign the Resolution Requesting Official Designation for Town of Pittsboro Water and Wastewater Utility as a Distressed Unit Under the Viable Utility Program! seconded by Commissioner Bonltz. Commissioner Bonitz made a motion to adjourn at 4:21pm, seconded by Commissioner Vose.
