TOWN OF PITTSBORO
The Pittsboro Board of Commissioners met in Regular Session on Monday, March 27, 2023, at
7:00pm in the meeting room at the Chatham County Agriculture and Conference Center with
Mayor Cindy Perry presiding. The meeting was called to order at 7:10pm. Mayor Perry
requested a moment of silence with the recitation of the Pledge of Allegiance following led by
Commissioner Farrell.
ELECTED TOWN OFFICIALS PRESENT: Mayor Cindy S. Perry, Mayor Pro Tern Pamela
Baldwin, Commissioners Jay Farrell , Kyle Shipp, and James Vose .
ELECTED TOWN OFFICIALS ABSENT: Commissioner John Bonitz.
TOWN STAFF PRESENT: Interim Town Manager/Director of Engineering Kent Jackson, Town
Attorney Paul S. Messick, Finance Director Heather Meacham , Chief of Police Shorty Johnson ,
Downtown Development Director Theresa Thompson , Public Information Officer/Emergency
Management Coordinator Colby Sawyer, Planner II Janie Phelps, Project Manager Molly Boyle,
Project Engineer Morgan DeWit and Town Clerk Carrie Bailey.
Mayor Perry presented the Resolution to Gregory Stafford for achievement of 2022 North
Carolina Main Street Champion .
Commissioner Farrell made a motion to accept the Resolution, seconded by
Commissioner Vose.
Vote: Aye-4 Nay-0 Motion carried unanimously.
ADOPTION OF THE AGENDA
Mayor Perry called for a motion to either approve or modify the agenda as proposed .
Mayor Pro Tem Baldwin made a motion to approve the Regular Agenda as indicated,
seconded by Commissioner Shipp.
Vote: Aye-4 Nay-0 Motion carried unanimously.
CITIZEN MATTERS
1. Interim Manager Updates
Interim Town Manager Kent Jackson shared the Agenda for the upcoming April 6th
Budget Retreat will be shared later this week.
Jackson shared he and Attorney Bob Hagemann will be meeting with City of Sanford
and Chatham Park to discuss regional utilities projects on Thursday of this week.
Jackson shared staff are moving forward with interviews for Planning Director which will
begin Friday March 31st .

2. Mayor and Commissioner Updates and Concerns
Mayor and Board members gave updates on the committees and boards on which they
serve.
3. Public Comment
None.
CONSENT AGENDA
Mayor Perry called for action on the Consent Agenda.
The Consent Agenda contained the following items:
1. Minutes of November 30, 2022 Special Meeting of the Board of Commissioners
2. Minutes of December 12, 2022 Special Meeting of the Board of Commissioners
3. Minutes of March 9, 2023 Special Meeting of the Board of Commissioners
4. Minutes of March 13, 2023 Regular Meeting of the Board of Commissioners
5. Budget Amendment for Future Land Use Plan Update
6. Budget Amendment for Sanford Water Treatment Expansion
7. Contract Amendment between Town of Pittsboro and Davenport & Company, LLC for
Financial Advisory Services.
8. Budget Amendment for Financial Advisor-Davenport & Company LLC
Commissioner Shipp made a motion to approve the Consent Agenda, seconded by
Commissioner Vose.
Vote: Aye-4 Nay-0 Motion carried unanimously.
PUBLIC HEARINGS
Mayor Pro Tem Baldwin made a motion to open Public Hearing for Town of Pittsboro
System Development Fees, seconded by Commissioner Shipp.
Vote: Aye-4 Nay-0 Motion carried unanimously.
1. Town of Pittsboro System Development Fee
Interim Town Manager/Director of Engineering Kent Jackson asked the Board for questions
pertaining to the adoption of an updated system development fee schedule.
Chris Raughley , Pulte Home Company, 1225 Crescent Green Drive, Cary, NC 27518 shared
with the Board the rates of System Development Fees would be passed on to the end user or
person purchasing new homes and how implemented rates would impact the affordability of
purchasing a home in Pittsboro. Mr. Raughley made a request to pick fee rates that are below
what other municipalities are doing to maintain competitive housing prices to bring folks to this
community.

Commissioner Shipp made a motion to exit Public Hearing, seconded by Commissioner
Vose.
Vote: Aye-4 Nay-0 Motion carried unanimously.
OLD BUSINESS
1. None.
NEW BUSINESS
1. Preliminary Plat for Chatham Park Section 7.1 Residential Subdivision Phase 2 (PB-22-
101)
Planning Project Manager, Molly Boyle reviewed the preliminary plat request with the Board.
Commissioner Shipp mentioned the increased concerns of parking, parking on streets and bike
lanes and public safety requirements and should be something that needs to be looked at for
future .
Commissioner Shipp made a motion to approve, seconded by Commissioner Vose.
Vote: Aye- 4 Nay-0 Motion carried unanimously.
2. Golden LEAF Flood Mitigation Program Grant Opportunity
Project Engineer Morgan DeWit presented the request to submit a grant application for
construction of culvert replacement under Pittsboro Elementary School Road which the original
culvert was damaged during Hurricane Matthew.
Mayor Pro Tem Baldwin made a motion to authorize the Interim Town Manager to execute
and file an application to the Golden LEAF Foundation, seconded by Commissioner
Vose.
Vote: Aye-4 Nay-0 Motion carried unanimously.
3. Minimum Housing Enforcement Request -238 Russell Chapel Road, Parcel 7125
Planner II, Janie Phelps, brought forth information to the Board for the minimum housing
enforcement request.
Mayor Pro Tem Baldwin made a motion to approve SCEI to move forward with
enforcement at 238 Russell Chapel Road, seconded by Commissioner Vose.
Vote: Aye-4 Nay-0 Motion carried unanimously.

4. Preliminary Plat Subdivision of Northwood Phase Ill (PB0-23-28)
Planner II, Janie Phelps, presented the preliminary plat subdivision proposal of subdivision of
parcel 6723 into ten (10) lots.
Commissioner Farrell made a motion to approve the Preliminary Plat of Northwood
Phase Ill, seconded by Commissioner Vose.
Vote: Aye-4 Nay-0 Motion carried unanimously.
MISCELLANEOUS
1. None.
CLOSED SESSION
1. None.
ADJOURNMENT
Commissioner Shipp made a motion to adjourn at 7:46pm, seconded by Commissioner
Vose.
Vote: Aye-4 Nay-0 Motion passed unanimously.
